AN ORDINANCE APPROPRIATING $22,185.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR
COMMUNITY DEVELOPMENT ADMINISTRATION COSTS TO
BE ADMINISTERED THROUGH THE DIVISION OF
COMMUNITY DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The City of South Bend is committed to the improvement
of the "quality of life" in the City and its neighborhoods. As
part of this commitment, the City has established a comprehensive
community development program. In order to further provide for
efficient and effective utilization of CDBG funds through planning,
program development, and management, additional funds are required
by the Division of Community Development.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana, as follows:
SECTION I. The sum of $22,185.00 is hereby appropriated
for the program year starting July 7, 1977 from the Community
Development Block Grant Fund (Program Year 1977). This appropriation
is to be administered by the Division of Community Development,
and will be distributed as set forth below:

Community Development Personnel Costs $ 21,485.00
Community Development Non - Personnel Costs 700.00
TOTAL
$ 22,185.00
SECTION II. This Ordinance shall be in full force and
effect from and after its passage by the Common Council and
approval by the Mayor.

SUBJECT: Supplemental Community Development Administration Appropriation

Since becoming Community Development Director, I have observed significant
improvement in the staff's capacity to undertake a variety of functions necessary
to the operation of a "first class" Community Development Program.
However, in spite of the marked increase in staff performance, it is apparent
to me that the City's total Community Development planning and program development
needs still exceed the capacity of available staff resources. Indeed, accelerating
requests from neighborhood groups for information and technical assistance, coupled
with substantially increased planning requirements mandated by the Housing and
Community Development Act of 1977, and the emergence of new fund procurement oppor-
tunities now available to the City, all conflow to demonstrate the extent to which
planning needs outstrip existing planning capacity.
Based on the above, the Community Development Program is requesting additional
staff. Specifically, we request the following:

Currently, there exists four (4) Urban Planner positions with a salary maximum
of $14,009. If this request is approved, two (2) of these planning positions will
be downgraded to entry level positions with a maximum salary of $12,700.
We believe an urgent need exists for the additional staff. Consequently, we
ask your favorable consideration of this matter.
