AN ORDINANCE APPROPRIATING $30,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE
PROVISION OF DAY CARE SERVICES, TO BE ADMINISTERED
BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION
OF COMMUNITY DEVELOPMENT AND THE COMMUNITY
COORDINATED CHILD CARE OF ST. JOSEPH COUNTY, INC.
STATEMENT OF PURPOSE AND INTENT:
The purpose of the Day Care Community Development
Subsidy Project is to provide services of high quality day
care centers to low- and moderate - income families residing
in the seven Community Development target areas whose incomes
fall between fifty (50) percent and eighty (80) percent of the
area's median income and who otherwise cannot reasonably afford
these services. An additional intent is to encourage expansion
of economic opportunities particularly for female heads of
households by assisting them with excessive day care costs while
they are employed.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana, as follows:
SECTION I. The sum of $30,000.00 is hereby appropriated
for the program year starting July 7, 1977, from the City of
South Bends Community Development Block Grant Fund (Program Year
1977). The appropriation shall be used within the boundaries of
the Community Development "target areas" as approved by the United
States Department of Housing and Urban Development under Title
Twenty -Four (24), Code of Federal Regulations, Part Five Hundred
and Seventy (570) for the Program Year 1977. The appropriation
shall be administered by the Division of Community Development
and the Community Coordinated Child Care of St. Joseph County,
Inc.

A primary objective of the Housing and Community Development Act of 1974
is to provide decent housing and a suitable living environment and to expand
economic opportunities principally for persons of low- and moderate- income.
The proposed day care subsidy project takes this objective into account
by lending incentive to single parents who prefer to work through the pro-
vision of a financial subsidy to alleviate the burden of excessive day care
cost. It is hoped that this saving can "free up" income for housing related
costs.
Presently, some families receive day care assistance through Indiana Title
XX funds. Those families below fifty (50) percent of the state median income
receive full subsidy while families in the fifty (50) percent to seventy (70)
percent range receive subsidies according to a sliding fee scale table.
However, the number of local families eligible for Title XX assistance
exceed the number of available Title XX slots. Consequently, the proposed
project is designed to assist Title XX eligible families in the fifty (50)
percent to eighty (80) percent range who do not receive aid from Title XX
monies. A sliding fee scale table will be used to determine partial subsidies
to clients qualifying for the project.
The seven non - profit day care agencies in the City of South Bend have
a combined total licensed capacity to serve two hundred ninety -two (292)
youngsters. Of that number, there are a possible two hundred twenty -nine
(229) Title XX slots with sixty- three(63) slots remaining for Non -Title
clients. This figure of sixty -three (63) may be adjusted upward when all
Title XX slots are not filled. Community Development staff believes that
even at the sixty- three(63) figure, there is a justifiable target population
to be served by this project.

Therefore, the Community Development Program hereby submits for your con-
sideration an ordinance to appropriate $30,000.00 for a day care subsidy assis-
tance project to be executed by the Community Coordinated Child Care of St.
Joseph County, Inc. with the following line item budget:
