GAMMON Approved and signed by me &0— 4 a ► —G - - - 2 /10 19-1-7— Clerk ORDINANCE NO. 61 7 2 ��7� AN ORDINANCE APPROPRIATING $50,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, TO CON- TINUE PROJECT REBATE (HOUSING REHABILITATION), TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND BUREAU OF HOUSING. STATEMENT OF PURPOSE AND INTENT: The City of South Bend, in creative and affirmatice partner- ship with city residents, private enterprise, and the Federal Government, is committed to the national goal of "a decent home and suitable living environ- ment" for all persons. In attempting to achieve this goal, the City has developed programs to financially assist moderate, as well as, low- income persons in their effort to acquire and /or maintain safe, adequate, and afford- able housing through the provision of services, loans, and /or grants. Project Rebate, a housing rehabilitation program based on the concept of leveraging limited public resources through private investment and reinvestment in housing rehabilitation, has proved to be an extremely successful program. In order to meet the demand generated by Project Rebate and to complete the processing of the remaining eligible applicants additional funds are required. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $50,000.00 is hereby appropriated for the completion of Project Rebate from the City of South Bend's Community Development Block Grant Fund (Program Year 1977). The appropriation shall be used within the boundaries of the Project Rebate target areas (as amended) and approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), Code of Federal Regulations, Part Five Hundred and Seventy (570), for the Innovative Grant Program Year 1977. The appropria- tion shall be administered by the Division of Community Development and the Bureau of Housing and will be administered as set forth below: PROGRAM - 77 - HNP -302 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Percentage Cash Rebates $43,449.00 Personnel Cost 6,551.00 TOTAL APPROPRIATIONS $50,000.00 SECTION II. SUBJECT: SUPPLEMENTAL APPROPRIATION (PROJECT REBATE) DATE NOVEMBER 9, 1977 The Division of Community Development is presenting for your consideration a supplemental appropriation bill totaling $50,000.00 for Project Rebate. The Bureau of Housing is presently conducting Project Rebate with a grant awarded to the City through HUD's discretionary fund for Innovative CDBG Projects. In the initial grant application the C.D. staff identi- fied the "leveraging" of public dollars, i.e., generating private rehabilitation dollars with public dollars, as a major project objective. The project was also aimed at a moderate income target population within two project areas. As with any experimental or innovative housing rehab pro- gram, the C.D. staff was concerned about public response and the performance level which could be achieved within a relatively short time frame, i.e., March 15, 1977, to March 15, 1978. We are pleased to acknowledge that Project Rebate, at this point in time and based upon available data, has surpassed our expectations concerning public response, acceptance, and participa- tion. As of October 31, 1977, Project Rebate in seven months, has accomplished the following: (1) enrolled 273 eligible applicants; (2) expended (checks to individuals) approximately $30,000; (3) submitted additional claims of approximately $20,000; Common Council Memorandum November 9, 1977 Page -2- (4) based upon eligible applicants poten- tial allocations of $186,850.00 in cash rebates; and (5) generated over $4.00 of private rehabi- litation for every $1.00 of public money expended. To insure that the progress to date is continued and that all eligible applicants receive cash rebates on completed work, the Community Development Program is submitting a bill appropriating $50,000.00 from the 1977 CDBG's Unspecified Local Option Fund to be utilized as follows: (1) $43,449.00, for the "percentage cash rebates" to cover allocations above the original $150,000 rebate fund; and (2) $6,551.00, to cover salary and fringe of the Project Director from March 15, 1978, to August 15, 1978. Based upon the apparent success of Project Rebate and the benefits to moderate and lower income families, we believe that the appropriation would be an effective and efficient use of CDBG monies. Therefore, we are requesting your favorable consideration of the bill.
