DECEMBER 9, 1957
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council
Chambers, Monday, December 9, 1957, at 9:24 P.M., with all members present except Councilman Muszynski. The meeting
was called to order by President Stanley C. Korpal, who presided.
ROLL CALL: PRESENT: Councilmen Korpal, Carr, Tellson, Christman, Kroll, Glass, Hahn, Erler.
ABSENT: Councilman Muszynski.
MINUTES:
To the Common Council of the City of South Bend:
Your Committee-on the inspection and supervision of the minutes, would respectfully report that they have 'inspected,
the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be'
approved.

Your "Water Repair Insurance" plan is not good for South Bend citizens because:
1. It will not truly insure citizens because they will still have to pay for replacing the worn out pipe on a

their own property which will normally accompany other breaks.

2. The City Water Works has been recently having a surplus in excessive of five times the revenue this insurance
money will bring - - -why not fix leaks that occur on city property with city money?
3. This plan is almost impossible -to control and keep honest - -it will just make politicians rich.

BOARD OF PUBLIC WORKS AND SAFETY
December 5, 1957
In compliance with the directive issued by the Common Council through the Board of Public Works at their
meeting of November 25, 1957, the following report is submitted.
The drainage problem which exists in the alleys running off the 400 block of North'Eddy Street and.thence
West to Madisnn Street has been on our agenda for several months. A request to grade these alleys made on August 26,
1957, was accomplished four days later. At the time it was our intention to scarify these alleys and grade, however, .
we were asked by Mr. Nemeth who consulted other neighboring homeowners to scarify it until a solution was found to
the water standing in the alleys. After careful consideration and consultation with the Engineer's office it was
decided to install a catch basin and drywell at the intersection of the alleys. A dry -we;l was decided on due to
the inadequacy_of the Summers Court sewer to handle the extra burden of water.
We further explained that our crane was under reppir and was not available to install the catch basin,
however, we would undertake this work just as soon as the crane became available.. The repairs on our crane were
completed yesterday, December 4. Today we attempted to excavate for the dry -well but found the surface too frozen
to advance.
We will .complete this installation just as soon as weather permits. We will then ask the Engineer's
Office to survey the alleys and establish a definite drainage grade. We will then attempt to grade the alleys for
the proper drainage to both the streets and the drywell.

weather permists, I remain,

REPORT OF THE CITY PLANNING COMMISSION:

Gentlemen:
December 6, 1957
The attached ordinance originated by the City Planning Commission to annex approximately 40 acres in three separate
parcels lying north of McKinley Blvd., west of Logan Street and south of Edison Road to the City of South Bend was
legally advertised on 1 November, 1957 and given public hearing under date of 7 November, 1957. The following action
was taken:
After due consideration The Commission found that:

1. The annexation is in the best interests of the city and of the territory sought to be annexed.
2. The area is urban in character, being an economic and social part of the annexing city.
3. The city is financially able to provide municipal services to the annexed area within the reasonably near future.
4. The area sought to be annexed, if undeveloped, is needed for development of the city in the reasonably near future.
5. The lines of the annexation are so drawn as to form a compact area abutting the municipality.
It was therefore moved, seconded and unanimously carried that the attached ordinance be recommended favorably to the
Common Council.

The attached ordinance originated by the City Planning Commission to rezone property located on the south side of East:
Jefferson Blvd., and immediately west of Lot 1, Logan Heights Addition (unrecorded) from "A" Residential to "C" Com-
mercial and "A" Height and Area District was legally advertised under date of 5 December 1957. The following action
was taken:
After due consideration the Commission found that adoption of the ordinance would be a logical extension of Commercial -:
zoning and that the area across the street therefrom and east thereof is now used and zoned Commercially. It was
therefore duly moved, seconded and unanimously carried that the attached ordinance be recommended favorably to the
Common Council.

of the attached petition. It was therefore moved, seconded and unanimously carried,that the petition.be recommended
favorably.to the Common Council.

seconded and unanimously carried that the petition be recommended favorably to the Common Council.

The Ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion that the
Ordinance be set for public hearing on January 13, 1958. Councilman Tellson seconded the motion. Motion carried.
ORDINANCE

The Ordinance was given first reading by title and second reading in full. Councilman Christman made a motion that
the Ordinance be set for Public Hearing on January 13, 1958. Councilman Kroll seconded the motion. Motion,carried.
Councilman Tellson made a motion to commend the Board of Public Works and Safety on the fine action they took in the
400 Block on North,Eddy Street. Councilman Hahn seconded the motion. Motion carried.
Councilman-Glass stated that there are uncontrollable juveniles in the vicinity of a High School in the City of
South Bend. Re asked that the President appoint a committee wo meet with the Board of Works to see if something can
be done about it.
Councilman Christman made a motion to have the Board of Public Works and Safety and the Police Department make an
investigat=ion of the activities mentioned by Councilman Glass, and report back to the Council at the January 13, 1958,
meeting. Councilman Kroll seconded the motion. Motion carried.
There being no further business before the Council, Councilman Kroll made a motion to adjourn. Councilman Christman
seconded the motion. Motion carried and the Regular meeting of the Common Council adjourned at 10 :25 P.M.
