HomeMy WebLinkAbout07-08-57 Council Meeting MinutesREGULAR MEETING JULY 8, 1957 Be it remembered that the Common Council :of "the City of South Bend, Indiana, met in Regular Session in the Council Chambers, Monday, July 8, 1957, at 8:20 P.M., C.D.S.T., with six members present, Councilmen Korpal, Tellson and Muszynski being absent. The meeting was called to order by Vice - Chairman Hahn, who presided. ROLL CALL PRESENT: Councilmen Carr, Christman, Kroll, Glass, Hahn and Erler. ABSENT: Councilmen Korpal, Tellson and Muszynski. MINUTES: To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Councilman Glass made a motion that the report be accepted and placed on file. Councilman Kroll seconded the motion. Motion carried. REPORT OF ORDINANCE COMMITTEE Councilman Carr, Chairman of the Ordinance Committee,stated that there would be no report at this meeting of the matters before said Committee. REPORTOF COMMITTEE OF THE WHOLE: To the Common Coun,'il of the City of South Bend: Your of the Whole, to whom was referred AN ORDINANCE TRANSFERRING FROM FIRE DEPARTMENT ACCOUNT Q -11, REGULAR MEETING JULY 8, 1957 SERVICES PERSONAL $11,895.00, TO FIRE DEPARTMENT ACCOUNT Q -38 GENERAL SUPPLIES $1,000.00; FIRE DEPARTMENT ACCOUNT Q451, PARTS OF EQUIPMENT, $4,770.00: FIRE DEPARTMENT Q -726 OTHER EQUIPMENT, $5,375.00; ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND FOR 1957, AND DECLARING AN EXTRAORDINARY EMERGENCY, Respectfully report that they have examined the matter and that in their opinion it should be reported favorable. /s/ George W. Carr, Chairman Councilman Glass made a motion that the report be accepted and placed on file. Councilman Kroll seconded the motion. Motion carried. ORDINANCE NO. 4173 AN ORDINANCE TRANSFERRING FROM FIRE DEPARTMENT ACCOUNT Q -11, Services Personal, $11,895.00 TO FIRE DEPARTMENT ACCOUNT Q -38, General Supplies, $1,000.00; FIRE DEPARTMENT ACCOUNT Q -451 Parts of Equipment, $4,770.00; FIRE DEPARTMENT Q -721 Furniture and Fixtures, $750.00; FIRE DEPARTMENT Q -726 Other Equipment, $5,375.00; ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND FOR 1957, AND DECLARING AN EXTRAORDINARY EMERGENCY. The Ordinance was given third reading and passed by a roll call vote of 6 ayes, 0 nays, 3 absent (Councilmen Korpal, Tellson and Muszynski). ORDINANCE NO. 4174 AN ORDINANCE APPROVING A CONTRACT BETWEEN THE SOUTH BEND CITY WATER WORKS AND DELPHI BODY WORKS FOR THE PURCHASE OF ONE DELPHI BODY PRINT NUMBERED 1251 (REVISED) OR ITS EQUIVALENT PAITED AND MOUNTED AT FACTORY FOR THE SUM OF $2,439.50 The Ordinance was given first reading by title and second reading in full. Councilman Carr made a motion for sus- pension bf, rules. Councilman Kroll seconded the motion. Motion carried by a roll call vote of 6 ayes, 0 nays, 3 absent (Councilmen Korpal, Tellson and Muszynski). The Ordinance was then given third reading and passed by a roll call vote of 6 ayes, 0 nays. 3 absent. OLD BUSINESS The Clerk read the following communication from the City Engineer: July 8, 1957 REPORT OF CITY ENGINEER: TO: THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: This is to advise you that I personally had a conversation with Mr. Bruce Gaffil, Jr., and he has promised that he will have the area cleaned up in order to satisfy the neighbors in that vicinity. At the Board of Public Works and Safety Meeting this morning, the Heads of the Departments of Police, Health and Fire, were alerted to make inspections of this area. RAY.ANDRYSIAK (St. Louis and South Bend Avenue) City Engineer T Councilman Kroll made a motion that the report be accepted and placed on file. Councilman Carr seconded the motion. Motion carried. NEW BUSINESS Councilman Kroll made a motion that the City Engineer make an investigation to determine whether or not there is a Hancock Street and if so what can be done about sidewalks or a street in the 1100 block of Hancock Street., and that a report be made -;to the Council at the July 22nd meeting of the Council. Councilman Carr seconded the motion. Motion carried. Councilman Christman made a motion that the guard rail installed at the intersection of Angela Boulevard and Woodward Avenue, which has been torn down by a car, be repaired forthwith. Councilman Carr seconded the motion. Motion cartied. Councilman Erler asked that the Board of Public Works and Safety instruct the Police Department to check the filling station at the corner of Indiana Avenue and Main Street for oil on the sidewalks and puddles of water. He asked that a report be made at the July 22nd, 1957, meeting. Councilman Glass made a motion, seconded by Councilman Christman, that the Clerk be directed to write to the Board of Water Works Commissioners regarding the odor present in the water, and that something be done to relieve the bad odor. Motion carried. Report back on July 22, 1957. Councilman Kroll presented a letter from the Polish - American Central Civic Committee, with attached resolution, to the Clerk who read same. Mr. Korpal had asked Mr. Kroll to present the communication. JOSEPH COUNTY. Councilman Kroll made a motion that the communication with its attached Resolution be referred to the Transportation Committee. Councilman Carr seconded the motion. Motion carried. There being no further business before the Council, Councilman Carr made a motion to adjourn. Councilman Kroll seconded the motion.
