PETITION (Petition of Frank Deguch, et al, (containing 69 signatures) to rezone Olive Street from Indiana Avenue to Ewing Avenue from Industrial to Residential. Motion by Councilman Glass that the petition be referred to the City Planning Commission. Councilman Muszynski seconded the motion. Motion carried. PETITION: Petition of Portage Realty Corporation to zone a tract of land recently annexed to the City of South Bend, Indiana, which property is located in the South i of the South � of Section 32, Township 38 North, Range 3 East. (East of Ironwood Drive and North of Edison Road) Motion by Councilman Carr that the petition be referred to the City Planning Commission. Councilman Kroll seconded the motion. Motion carried. REPORT OF ORDINANCE COMMITTEE: Report of Ordinance Committee on Ordinance amending several sections of Ordinance No. 3973 on Heating. Councilman Carr, Chairman, reported that the Ordinance is still in committee. REPORT OF BOARD OF PUBLIC WORKS AND SAFETY: The Clerk read a report from the Board of Public Works and Safety relative to use of the Council Chambers. REPORT OF CITY PLAN COMMISSION: Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: 18 March 1957 The attached, petition for annexation to the City of South Bend of Marshall Heights (proposed) was legally advertised under date of 25 February 1957 and given public hearing under date of 7 March 1957. The following action was taken: After due consideration it was moved, seconded and unanimously carried that the petition for annexation be favorabl}.':recommended to the Common Council. Councilman Muszynski made a motion for suspension of rules. Councilman Carr seconded the motion. Motion carried by a roll call vote of 8 ayes, 0 nays, l absent (Councilman Erler). The Ordinance was then given third reading and passed by a roll call vote of 8ayes, 0 nays, 1 absent (Councilman Erler). ORDINANCE NO. 4154 AN ORDINANCE AMENDING SECTION 22 OF CHAPTER SECTION 1 OF ORDINANCE NO. 4055 ADOPTED ON ( Relative to Council Meetings) The Ordinance was given first reading by title and second suspension of rules. Councilman Carr seconded the motion. 1 absent (Councilman Erler). The Ordinance was then given 0 nays, 1 absent (Councilman Erler). ORDINANCE 2 OF GENERAL ORDINANCE NO. 3709, WHICH IS CHE 26th DAY OF JULY, 1955. reading in full. Councilman. Hahn made a motion for Motion carried by a roll call vote of 8 ayes, 0 nays, third reading and passed by a roll call vote of 8 ayes, AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND THE SUM OF $1650.00 TO OFFICE OF THE CITY JUDGE, ACCOUNT E -11, SALARY OF TRAFFIC CLERK (4) ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR 1957, AND DECLARING AN EXTRAORDINARY EMERGENCY. The Ordinance was given first reading by title and second reading in full. Councilman Carr made a motion that the Ordinance be set for public hearing on April 8, 1957. Councilman Muszynski seconded the motion. Motion carried. 1218 MARCH 25, ).957 RESOLUTION WHEREAS, a resolution was passed by the Common Council of the City of South Bend on the 25th day of July, 1955, and signed by the Mayor on the 26th day of July, 1955, advancing the time one hour in harmony with Eastern Standard Time for certain parts of the year, and WHEREAS, the General Assembly of the State of Indiana has passed an Act permitting Daylight Saving Time for certain times of the year, and WHEREAS, said Daylight Saving Time is to begin on the last Sunday in April of each year, and WHEREAS, said Act will not become law until some time in the summer of 1957, and WHEREAS, it is the desire of the Common Council of the City of South Bend to follow the dictates of the General Assembly. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CIVIL CITY OF SOUTH BEND AS FOLLOWS: The People of the City of South Bend and its environs, schools, churches, governmental units and departments of governments, courts, business, commerce and industry are requested for the sake of uniformity from and after 2 :00 o'clock A.M. on the last Sunday in October of each year to 2 :00 o'clock A.M. .on the last Sunday in April of each year to commence each day and conduct all T business in conformity with Central Standard Time, and from 2 :00 o'clock A.M. on the last Sunday in April of each year to 2 :00 o'clock A.M. on the last Sunday in October of each year to commence each day and conduct all business one hour earlier than is customary. /s/ JOSEPH T. The Resolu- tion was adopted by a roll call vote of 8ayes, 0 nays, 1 absent,. (Councilman Erler). NEW BUSINESS A group of about 40 persons protested the rerouting of truck traffic to Olive Street during the paving of Sample Street. The Spokesmen for the group were Clem Winkiewicz, Stanley Muszynski and John Sopczynski. They were given an opportunity to express their feelings regarding this matter. Councilman Kroll made a motion that the Trasportat and Traffic Committee of the Council meet with Mayor Voorde, Traffic Engineer Ernest Miller, City Engineer Ray Andrysiak, Traffic Inspector Clem Hazinski, to discuss the above mentioned re- routing of trucks and to decide on some route.that would be agreeable to all concerned. The Truckers Association will also be represented. There being no .further business before the Council, Councilman Hahn made a motion to adjourn. Councilman Carr seconded the motion.
