HomeMy WebLinkAbout03-11-57 Council Meeting MinutesREGULAR MEETING MARCH 11, 1957 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers, Monday, March 11, 1957, with all members present except Councilman Muszynski. President Stanley C. Korpal called the meeting to order at 8:28 P.M., and presided. ROLL CALL PRESENT: Councilmen Korpal, Carr, Tellson, Christman, Kroll, Glass, Hahn, Erler. ABSENT: Councilman Muszynski. REPORT OF COMMITTEE ON MINUTES: To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Motion by Councilman Hahn that the report be accepted and placed on file. Councilman Carr seconded the motion. Motion carried. COMMUNICATION: The Clerk read a petition with 30 signatures of members of the Washington High School P.T.A., addressed to Governor Handley requesting immediate action concerning a truck by -pass around the City of South Bend, Indiana. Councilman Hahn made a motion that the communication.be accepted and placed on file. Councilman Carr seconded the motion. Motion carried. 41 COMMUNICATION• The Clerk read a letter from Birch E. Bayh, Jr., State Representative, thanking the Clerk for sending a copy of the Resolution on the Right To Work bill which was passed by the Common Council at the February 11, 1957, meeting. Councilman Carr "made a motion that the communication be accepted and placed on file. Councilman Kroll seconded the motion. Motion carried. COMMUNICATION• The Clerk read a petition with 78 signatures of members of the John Adams P.T.A., addressed to Governor Handley requesting'immediate action ooncerning a truck by -pass around the City of South Bend, Indiana. Councilman Hahn made a motion that the communication be accepted and placed on file. Councilman Carr seconded the motion. Motion carried. COMMUNICATION: The Clerk read a communication from the United States Conference of Mayors concerning the 1957 Annual Conference at the Waldorf- Astoria Hotel in New York City, September 9 - 11, which communication requested the Clerk to advise the Mayor and Council members of the time and place of the.conference. Councilman Kroll made a motion that the communication be accepted and placed on file. Councilman Carr seconded the motion. Motion carried. PETITION• Petition of Melvin Pasalich and Mildred Pasalich to annex a tract of land at the Corner of Fellows Street and Ire- land Road. Councilman Hahn made a motion to refer the petition to the Planning Commission. Councilman Glass seconded the motion Motion carried. REPORT OF ORDINANCE COMMITTEE: The Ordinance Committee reported that the Ordinance amending several sections of Ordinance No. 3973, on Heating, is still in committee. REPORT OF DEPARTMENTS: HEALTH DEPARTMENT: City Clerk, Freda G. Noble, City Hall, South Bend, Indiana Dear Mrs. Noble: In reference to the report from the City Council dated February 25, 1957, the following complaints have been EGULAR MEETING MARCH 11, 1957 investigated: In reference to Councilman Muszynski's request for investigation of the junk yard at 2214 W. Dunham St. the manager of the Mid -City Iron and Supply Company was contacted in person by Sgt. Richard Podell. The manager Mr. Donald Martin Wasserman of 415 S. 26th St. has informed the Sergeant of the following: He has layed -off all his help due to bad business conditions. However, he has hired the South Bend Exter- minating Company to survey and exterminate the rodents mentioned. In reference to the grade of junk over- flowing the sidewalk that situation has been taken care of and the walks are clean. In reference to the report of sewer rats found in the vicinity of the 1300 block of West Grace St. the South Bend Exterminating Company is exterminating for this condition. In reference to the complaint of the Filling Station owned by Frank Fogarty, 1536 S. Main St. the owner was informed by Sergeant Podell to clean up. In conforming with this request the owner had all excess junk removed and is building a picket fence around the back portion of the station. He is also in the process of painting and redecorating. ENGINEERING DEPARTMENT TO THE MEMBERS OF THE COMMON COUNCIL: As per your request the City Engineer's office made a thorough investigation and found that side walks are needed along Humboldt Street. However it resolves itself in the following way: New sidewalks can be had any time that the abutting property owners are willing to pay for them. All sidewalks in the city are built and paid for by the property owners. Furthermore some requests have been made by pproperty owners but they insist on putting the walks adjacent to the curb in order to give them more yard. This would not line up with other side walks in that area which are three feet from the curb. I feel that the walks along Humboldt should be at least three feet from the curb also because in all probability Humboldt Street may have to be widened before too long. Locating sidewalks next to the curb in such a manner is hazardous to children walking along going to school as it is so easy to step off the sidewalk into the street. I feel that the sidewalks on Humboldt street should as much as possible adhere to the. same pattern as other streets in the vicinity. R. A. STREET DEPARTMENT MEMO: 0: South Bene Board of Public Works Mrs. Freda Noble , City Clerk SUBJECT: Patching In compliance with request made by the South Bend Common Council through the Board of Public Works, we are pleased to report as follows: Our patching crews are_,working in the vicinity of Vassa, Humboldt, California, Wilber and Johnson streets as well as other areas in the City patching holes as frequently and as swiftly as weather permits. All men not urgently needed on other specific jobs have been assigned to patching chuck -holes for the past month and a half with an equal number of crews relegated to each section in town. During the month of February, a total of 346.58 tons of patching asphalt were used on South Bend streets as compared to 179 tons used in the month of February in 1956, or nearly double the amount a year ago. We will continue to patch as long as weather permits and will.pay close attention to all sections of town as well as the area mentioned above. Respectfully submitted, /s/ Dan W. Richardson Dan W. POLICE DEPARTMENT Officers Report 3 -9 -57 Attention Chief Dutrieux: it Freda Noble (For rpt to Council 3- 11 -57) The City Council .requested a report on two items for Monday 3- 11 -57: #1 Report of Trucks traveling East to Greenlawn on E. Colfax instead of turning on Jacob or following truck route. This has been checked out and attached reports by officers indicate that trucks have not been observed in violation. We will continue to check this street for violations however. #2 Stanz Cheese Company on L.W.E. report of trucks on delivery blocking the walk forcing pedestrians into the street. The traffic Sergt has talked with the persons responsible at this concern and the situation will be remedied. 3 -9 -57 /s/ C. Hazinski, Loam Insp. C. President Korpal stated that the Department heads should be commended for their quick ac- tion and splendid reports in response to requests by the Council. The Ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion that the Ordinance be set for public hearing on March 25, 1957. Councilman Carr seconded the motion. Motion carried. OLD BUSINESS: Councilman Glass made a motion that a new committee be appointed to study building a new city hall since no report was ready for this meeting of the Council. There was no second to this :motion. Motion lost. There being no further business before the Council, Councilman Hahn made a motion to adjourn. Councilman Tellson seconded the motion.
