REGULAR MEETING FEBRUARY 25, 1957 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers, Monday, February 25, 1957, at 8-:14 P.M., with all members present. President Stanley C. Korpal, called the meeting to order and presided. ROLL CALL PRESENT: Councilmen Korpal, Carr, Tellson, Christman, Kroll, Glass, Hahn, Erler and Muszynski. ABSENT: None. REPORT OF COMMITTEE ON MINUTES: To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Carr Councilman Muszynski made a motion that the report be accepted and placed on file. Councilman Hahn seconded the motion. Motion carried. PETITION - Petition o€- Associates Investment Company to rezone land at the intersection of Esther Street and Ruskin Street from "B" Residential to "D" Light Industrial Use. Motion by Councilman Erler, seconded by Councilman Kroll, that the petition be referred to the City Planning Commiss Motion carried. COMMUNICATION: The Clerk read a communication from the American Council to Improve Our Neighborhoods, New York, New York., relative to an Urban Renewal Clinic to be held at the Dayton - Biltmore Hotel in Dayton, Ohio, March 14, 15, 1957. The Mayor, Civic Officials and Planners are cordially invited to attend. Councilman Erler made a motion that the communication be accepted and placed on file. Councilman Kroll seconded the motion. Motion carried. Motion by Councilman Kroll, seconded by Councilman Hahn, that the Mayor and Urban Redevelop- ment commission be-advised of this Communication. Motion carried. REPORT OF ORDINANCE COMMITTEE: The 'Ordinance amending several sections of Ordinance No. 3973, (heating) is still in Committee and no report is ready at this time. Motion carriel i ORDINANCE AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $30,000.'00 TO OFFICE OF CONTROLLER, ACCOUNT B -60, CURRENT CHARGES (SPECIAL U. S. CENSUS) ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR 1957 AND DECLARING AN EXTRAORDINARY EMERGENCY The Ordinance was given first reading by title and second reading in full. Councilman Carr made a motion that the Ordinance be set for Public Hearing on March 11, 1957. Councilman Kroll seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $529.00 TO POLICE DEPARTMENT ACCOUNT P -11, SERVICES PERSONAL, ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR 1957 AND DECLARING AN EXTRAORDINARY EMERGENCY. The Ordinance was given first reading by title and second reading in full. Councilman Carr made a motion that the Ordinance be set for public hearing on March 11, 1957. Councilman Hahn seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $2,010.00 TO CITY PLAN COMMISSION ACCOUNT 11, SERVICES PERSONAL, ALL OF THE BUDGET FOR TIE CIVIL CITY OF SOUTH BEND, INDIANA, FOR 1957 AND DECLARING AN EXTRAORDINARY EMERGENCY. The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion that the Ordinance be set for Public Hearing on March 11, 1957. Councilman Kroll seconded the motion. Motion carried. OLD BUSINESS W 1. E� 114J, REGULAR MEETING FEBRUARY 25, 1957 NEW BUSINESS Councilman Muszynski complained that a junk yard located at 2214 West Dunham Street is being kept in a filthy con- dition so that rats overrun the neighborhood, their fence is in disrepair and allows junk to overflow the sidewalk. Request the Board of Health to have an Officer make an investigation and report back before the next meeting on March 11, 1957. Councilman Muszynski also reported that sewer rats have been seen in the vicinity of the 1300 Block West Grace Street and asked for an investigation of this condition by the Board of Health. Councilman Tellson asked about the advisability of the Health Department buying Salk vaccine and the Council asked that Dr. Carter be present at the next Council meeting, March 11, 1957, to talk to them about this matter. Councilman Tell.son compl..ained that.a filling station at the corner of Indiana Avenue and Main Street allows oil and debris to accumulate on their property and that passersby are splashed by cars going into the driveway. He re- quested an investigation of this condition by the Health Officer and requested a report by March 11, 1957. Councilmen Kroll and Christman asked that the City Engineer investigate complaints they have received about no sidewalks on Humboldt and California Streets west of Wilber Street. They wish to know what can be done as may school children must use these streets an4 as there are no sidewalks, they have to walk in the street. They asked that a report be made at the next Council meeting, March 11, 1957. Councilmen Christman and Kroll ask that something be done about the condition of the Streets around Holy Cross Church, Vassar, Humboldt, California, Wilber and Johnson Streets. They stated that there are extremely large holes in the streets. They asked that the Board of Public Works and Safety make an investigation of this matter and re- port to the Council on March 11, 1957. Councilman Carr reported that he has received complaints that semi- trucks using Route 420 go straight out Colfax Avenue to Gr_eenlawn instead of following the route which turns on Jacob Street and then on to McKinley Street. The Council asked that the Police Department investigate this report and advise the Council of their findins at the March 11, 1957, meeting. Also, the Council requested the Police Department to investigate the parking of trucks across the sidewalk on Lincoln Way East at the Stanz Cheese Company, which block the sidewalk for pedestrians for long periods of time. There being no further business before the Council, Councilman Hahn made a motion to adjourn. Councilman Carr second- ed the motion.
