President Stanley Korpal called the meeting to order at 8:23 P.M. and presided. ROLL CALL PRESENT: Councilmen Korpal, Carr, Tellson, Christman, Kroll, Glass, Erler and Muszynski. ABSENT: Councilman Hahn. REPORT OF THE COMMITTEE ON MINUTES: To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Councilman Muszynski made a motion that the report be accepted and placed on file. Councilman Erler seconded the motion. Motion carried. COMMUNICATIONS• The Clerk read a note from Mrs. William Hahn thanking the Councilman for the plant sent to Mr. Hahn in the hospital. Councilman Carr made a motion that the communication be accepted and placed on file. Councilman Erler seconded the motion. Motion carried. The Clerk read the following communication: January 17, 1957 Common Council of�the City of South Bend Gentlemen: I am writing to you as Chairman of Safety for the McKinley School P.T.A. But, I am also writing to you as a Mother who hopes something will be done this time before it is too late. It took a childs life to put a policewoman on a very dangerous intersection and we are hoping to avoid just such an incident at the corner of Colfax and Ironwood Dr. We were promised a 99licewoman, by the police department, for this very dangerous intersection the first of the year but because of the death of the child at St. Joseph School we were not allowed to have the necessary protection because the budget would not allow another woman. An emergency appropriation for additional policewomen now - -- before its too late again - - -- -would be the propor step for the Council to take at this time. Why not think of our children first? After all - -- -they are the future voters of this community. Lets protect them now, so they may grow up to vote. This is not money wasted. Its money well spent. Councilman Carr made a motion that the Communication be accepted and placed on file. Councilman Erler seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: REGULAR MEET ING JANUARY 2 Sth, 1957 GENERAL ORDINANCE NO. 3709, WHICH IS AN ORDINANCE AMENDING SECTION 2, 5 and 8 OF ARTICLE II OF ORDINANCE NO. 3312 ADOPTED ON THE 8th DAY OF JANUARY, 1940, Respectfully report that they have examined the matter and that in their opinion it should be reported as favorable. G. W.CARR, Chairman Councilman Kroll made a motion that the report be accepted and placed on file. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE NO. 4138 AN ORDINANCE AMENDING SECTION 3, 6 and 8 OF CHAPTER 7 OF GENERAL ORDINANCE NO. 3709, WHICH IS AN ORDINANCE AMENDING SECTION 2, 5 and 8 OF ARTICLE II OF ORDINANCE NO. 3312 ADOPTED ON THE 8th DAY OF JANUARY, 1940. ORDINANCES, FIRST AND SECOND READING ORDINANCE NO. 4139 AN ORDINANCE AMENDING ORDINANCE NO. 3208 AND ALL PREVIOUS AMENDMENTS THERETO, COMMONLY KNOWN AS THE PLUMBING CODE FOR THE CITY OF SOUTH BEND, INDIANA The Ordinance was given first reading by title and second reading in full. Councilman Carr made a motion for suspen- sion of rules. Councilman Tellson seconded the motion. Motion carried by a roll call vote of 8 ayes, 0 nays, 1 ab- sent (Councilman Hahn). The Ordinance was then given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Hahn). ORDINANCE. NO. 4140 AN ORDINANCE AMENDING ORDINANCE NO. 2243, COMMONLY KNOWN AS THE BUILDING CODE OF THE CITY OF SOUTH BEND, INDIANA The Ordinance was given first reading by title,and second reading in full. Councilman Carr made a motion for suspen- sion of rules. Councilman Christman seconded the motion. Motion carried by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Hahn). The Ordinance was then given third reading and passed by a roll call vote of 8 ayes, 0 nays, l absent (Councilman Hahn). ORDINANCE AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND TO OFFICE OF CITY JUDGE, ACCOUNT E -13 SPECIAL (PAUPER) ATTORNEY FUND THE SUM OF $1200,.00, ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR 1957 AND DECLARING AN EXTRAORDINARY EMERGENCY. The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion that the Ordinance be set for public hearing on February 11, 1957. _Councilman Carr seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING SECTIONS 1, 2, 3, 5, 6, 7, 9, 10 and 17, OF ORDINANCE NO. 3973 ADOPTED ON THE 12th DAY OF APRIL, 1954. The Ordinance was given first reading by title and before the Second reading was given, and after some discussion, Councilman Kroll made a motion that the Ordinance be referred to the Ordinance Committee for further study and for a report on February 11, 1957. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE TO CHANGE THE NAME OF ROBINHOOD COURT,,from MICHIGAN STREET (U.-S. HIGHWAY NO. 31) EAST TO BARBIE STREET, TO BARBIE STREET The Ordinance was given first reading by title and second reading in full. Councilman Carr made a motion for suspen- sion of rules. Councilman Christman seconded the motion. The motion was lost by a roll call vote of 7 ayes, 1 nay (Councilman Muszynski), l absent (Councilman Hahn). Councilman Carr then made a motion for public hearing on February 11, 1957, on said Ordinance. Councilman Kroll seconded the motion. Motion carried. OLD BUSINESS Don Illes, President of the Youth Council gave a report of their activities. He stated that they had a March of Dimes Dance at Playland Park and gave $470.35 to the Foundation. They presented a Trophy to the John Adams High School Conference Champions. They are working on a Stage show to be given in February or March. Councilman Glass made a motion to extend an invitation to the Youth Council to attend the February 11th, 1957, meeting of the Council. Council,- man Muszynski seconded the motion,. Motion carried. Mr. Ralph Newman, Park Department invited the Youth Council to attend the next meeting of the Park Board to be held February 5th, 1957 at 7:30 P.M. in the Building in Howard Park. NEW BUSINESS Relative to the communication from Mrs. Levy regarding a Policewoman at Colfax and Ironwood Drive, it was suggested by Mr. Tellson that 15 Miles Per Hour signs be posted in that area. Councilman Erler suggested 4 way stop signs at the intersection. After some discussion it was decided to ask Mr. Miller, the Traffic Engineer, to be present at the meeting of the Council on February 11th, 1957, to discuss traffic problems and re- routing of trucks. Councilman Glass informed the Council that the Truckers Association is making a film showing traffic conditions in various parts of the City. It was suggested that the Truckers Association be contacted relative to obtaining the film to be shown at the February 11th, 1957, meeting of the Council. There being no further business before the Council, Councilman Carr made a motion to adjourn. Councilman Christman seconded the motion. Motion carried and the Council meeting adjourned at 9:28 P.M.
