HomeMy WebLinkAbout08-27-56 Council Meeting MinutesREGULAR MEETING AUGUST 27TH, 1956 The Common Council of the City of South Bend, Indiana, met in the Council Chamber on the 27th day of August, 1956, at the hour of 11 :18 P.M., C.D.S.T., (10:18 P.M., C.S.T.)., in regular session with all members present. The meeting was called to order by President Stanley C. Korpal, who presided. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee'.on'the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be approved. George W. Carr Stanley C. Korpal Committee J. B. Christman, Jr., Meeting of August 13th, 1956. Councilman Hahn made a motion that the report be accepted and placed on file. Councilman Tellson seconded the motion. Motion carried. PETITION Petition of Mrs. M. W. Millar, et al, to rezone East Ewing Avenue from Vernon Street to Caroline Street, from Com- mercial to residential. Councilman Carr made a motion that the petition be referred to the City Plan Commission. Councilman Kroll seconded the motion. Motion carried. MEETING (cont) AUGUST 27th, 1956 REPORT OF THE COMMITTEE OF THE WHOLE TO the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred "An Ordinance appropriating monies for the purpose of defraying the expenses of all budget- operated departments of the Civil City of South Bend, Indiana, for the fiscal year beginning January 1, 1957, and ending December 31, 1957, including departments, funds and commissions for which money is appropriated, in whole or in pert, from funds other than the general funds, of said City, to -wit: Street, Traffic and Park departments, Firemen's pension and Policemen's pension funds, and the City Plan Commission; Providing that such appropriations shall include all outstanding claims and obligations: fixing the salaries of all city Officials and employees, repealing all ordinances and parts of ordinances in conflict herewith: providing a time when the same shall take effect ". Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council favorable as amended as follows: Office of City Controller, B -11, Salary of Clerks, Services Personal, be amended by striking out Clerks, 4 at $3,148.00 and inserting Clerks, 3 at $3,148.00 and 1 at $3,100.00; Grand Total by striking out $73,499,00 and inserting $72,181.00; Office of City Clerk, C -12, Salary of Extra Clerical Help, Services personal, be amended by striking out Salary of Extra Clerical Help, $600.00; Grand Total by striking out $18,795.00, and inserting $18,195.00; Office of City Judge E -13, Special (Pauper) Attorney Fund, under Services Personal, be amended by striking out Special (Pauper) Attorney Fund $300.00; Grand Total by striking out $28,893.00, and inserting $28,593; Office of the Board , 264 under H -26 of Services Contrctual, be stricken from the budget-- $12,000.00;;Grand Total by striking out $326,188.00 and inserting $314,188.00; Sewer Department, J -251, Repairs of Buildings and Structures, Services Contractual, to read "Repairs of Equipment "; Dog Pound, K -11 Salary of Pound Master, Services Personal, by striking out $5,090.00, and inserting $4,200.00; and Salary of Ass't. GEORGE W. CARR, Chairman Councilman Hahn made a motion that the -report be accepted. Councilman Kroll seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To.the;Comnon Council of the City of South Bend: Your Committee of the Whole to whom was referred "An Ordinance Fisting the Tax Levy for the Year 1957 for the Civil City of South Bend, Indiana ". Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council favorable, as amended, as follows: That the .01 allowed in the tax levy under Street and Traffic Fund Maintenance be eliminated; and 'that because of amendments in various items in the budget, the amount allowed in the Tax Levy for General Fund Maintenance should be changed as follows: That the $1.50 be stricken and $1.49 be inserted under Maintenance in the General Fund; Total under Maintenance $1.897 be stricken and $1.877 be inserted; Grand Total $2.25 be stricken and '$2.205 be inserted. Councilman Korpal made a motion that the report be accepted. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE NO. 4111 ( AS AMENDED) AN ORDINANCE APPROPRIATING MONIES FOR.THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1957, AND ENDING DECEMBER 31, 1957, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN COMMISSION: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT. The Ordinance on the 1957 Budget, as amended, was given third reading and passed by a roll call vote of 9 ayes, (Councilmen Korpal, Carr, Tellson, Christman, Kroll, Glass, Hahn, Erler and Muszynski) - 0 nays. ORDINANCE NO. 4112 (AS AMENDED) AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1957 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA as amended, The Ordinance on the 1957 Tax Levy was given third reading and passed by a roll call vote of 9 ayes (Councilmen Korpal,.Carr, Tellson, Christman, Kroll, Glass, Hahn, Erler and Muszynski) - 0 nays. ORDINANCE NO. 4113 AN ORDINANCE APPROVING THE CONTRACT BETWEEN THE SOUTH BEND CITY WATER WORKS AND AN ENGINEERING COMPANY, INC., FOR THE CONSTRUCTION OF THREE -PLY TAR AND GRAVEL ROOF FOR THE SIX MILLION GALLON REINFORCED CONCRETE RESERVOIR .LOCATED AT THE NORTH PUMPING STATION IN THE CITY OF SOUTH BEND FOR $7,716.00 The Ordinance was given first reading by title and second reading in full. Motion by Councilman Carr for suspension of rules. Motion was seconded by Councilman Kroll. Motion carried by a roll call vote of 9 ayes, 0 nays. The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. 1169 REGULAR MEETING ORDINANCE NO. 4114 AUGUST 27th, 1956 AN ORDINANCE APPROVING THE CONTRACT BETWEEN THE SOUTH BEND CITY WATER WORKS AND CHARLES AULM FOR ALL CONCRETE WORK, GUNITING AND REPAIRS TO HATCHINGS AND VENTILATORS FOR THE SIX'MILLION GALLON REINFORCED CONCRETE RESERVOIR LOCATED AT NORTH PUMPING STATION IN THE CITY OF SOUTH BEND FOR $12,900.00 The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion for suspension of rules. Councilman,Carr seconded the motion. Motion carried by a roll call vote of 9 ayes, 0 nays. The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. There being no further business before the Council, Councilman Hahn made a motion to adjourn.
