AUGUST 27TH, 1956
Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole meet-
ing in the Council Chamber, Monday, August 27th, 1956, with all members present. The meeting was called to order
at 8:16 P.M., C.D.S.T. (7:16 P.M., C.S.T.)m by Councilman George Carr, Chairman, who presided.
ORDINANCE
AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING
THE EXPENSES OF ALL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL
CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING
JANUARY 1, 1957, AND ENDING DECEMBER 31, 1957, INCLUDING
DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS
APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE
GENERAL FUNDS, OF SAID CITY, TO -WIT STREET, TRAFFIC AND
PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION
FUNDS, AND THE CITY PLAN COMMISSION: PROVIDING THAT SUCH
APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND
OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND
EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES
IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL
TAKE EFFECT.
The budget was read in full and each departmental appropriation was considered individually.
OFFICE OF MAYOR
Councilman Korpal moved that the budget for the Office of Mayor be approved and go to the Council as favorable.
Councilman Muszynski seconded the motion. Motion carried.
OFFICE OF CONTROLLER
Councilman Erler moved that B -11, Salary of Clerks, Services Personal, be amended by striking out Clerks, 4 at
$3,148.00 and inserting Clerks, 3 at $3,148.00 and 1 at $3,100.00; Grand Total by striking out $73,499.00 and
inserting $72,181.00. Councilman Muszynski seconded the motion. Motion carried.
Councilman Hahn moved that the budget for the Office of Controller be approved and go to the Council favorable as
amended. Councilman Muszynski seconded the motion. Motion carried.
OFFICE OF CITY CLERK
Councilman Muszynski moved that C -12, Salary of Extra Clerical Help, Services Personal, be amended by striking
out Salary of Extra Clerical Help, $600.00; Grand Total by striking out $18,795.00 and inserting $18,195.00.
Councilman Hahn seconded the motion. Motion carried.
Councilman Korpal made a motion that the budget for the Office of City Clerk be approved and go to the Council
favorable as amended. Councilman Muszynski seconded the motion. Motion carried.
OFFICE OF CITY TREASURER
Councilman Muszynski moved that the budget for the Office of City Treasurer be approved and go to the Council as
favorable. Councilman Kroll seconded the motion. Motion carried.
OFFICE OF CITY JUDGE
Councilman Erler; -moved that E -13, Special (Pauper) Attorney Fund, under Services Personal, be amended by striking
out Special (PauIRer) Attorney Fund $300.00; Grand Total by striking out $28,893.00, and inserting $28,593.00.
Councilman Christman seconded the motion. Motion carried.
Councilman Korpal moved that the budget for the Office of City Judge be approved and go to the Council as favorable
as amended. Councilman Kroll seconded the motion. Motion carried.
COMMON COUNCIL
Councilman Muszynski moved that the budget for the Common Council be approved and go to the Council as favorable.
Councilman Kroll seoonded the motion. Motion carried.
OFFICE OF CITY ATTORNEY
Councilman Muszynski moved that the budget for the Office of City Attorney be approved and go to the Council as
favorable. Councilman Kroll seconded the motion. Motion carried.
OFFICE OF THE BOARD
Councilman Korpal moved that 264 under H -26 of Services Contractual, be stricken from the budget -- $12,000.00; Grand
Total by striking out $326,188.00 and inserting $314,188.00. Councilman Kroll seconded the motion. Motion carried.
Councilman Muszynski moved that the budget for the Office of the Board be approved and go to the Council as favorable,
as amended. Councilman Kroll seconded the motion. Motion carried.
SEWER DEPARTMENT
Councilman Korpal moved to amend J -251, Repairs of Buildings and Structures, Services Contractual, to read
"Repairs of Equipment ". Councilman Kroll seconded the motion. Motion carried.
Councilman Korpal moved that the budget for the Sewer Department be approved and go to the Council,as favorable,
as amended. Councilman Kroll seconded the motion. Motion carried.
DOG POUND
Councilman Erler moved that K -11 Salary of Pound Master, Services Personal, be amended by striking out $5,090.00,
and inserting $4,200.00; and Salary of Ass't. Pound Master, Services Personal be amended by striking out $3,990.00,
and inserting $3,500.00; Grand Total by striking out $14,790, and inserting $13,410, Councilman Glass seconded the
motion. Motion carried. Councilman Korpal moved that the Budget for the Dog Pound be approved and go to the
Council as favorable, as amended. Councilman Muszynski seconded the motion. Motion carried.

ENGINEERING DEPARTMENT
AUGUST 27TH, 1956
Councilman Hahn moved that the budget for the Engineering Department be approved and go to the Council as favorable.
Councilman Muszynski seconded the motion. Motion carried.
BUILDING DEPARTMENT
Councilman Muszynski moved that MB -11 Salary of Building Commissioner, Services Personal, be amended by striking out
$7,300.00 and inserting $6,900.00; and MB -261, Demolition of Condemned Buildings, Services Contractual, be amended
by striking out $1,500.00 and inserting $500.00; Grand Total by striking out $48,338.00 and inserting $46,938.00.
Councilman Tellson seconded the motion. Motion carried.
Councilman Korpal moved that the budget for the Building Department be approved and go to the Council as favorable,
as amended. Councilman Muszynski seconded the motion. Motion carried.
ELECTRICAL INSPECTION DEPARTMENT
Councilman Korpal moved that ME-215 Transportation Allowances, Services Contractual be amended by striking out
$3,250.00 and inserting $2,560.00; Grand Total by striking out $32,120.00 and inserting $31,430.00. Councilman
Kroll seconded the motion. Motion carried.
Councilman Korpal moved that the budget for the Electrical Inspection Department be approved and go to the Council as
favorable, as amended. Councilman Hahn seconded the motion. Motion carried.
CEMETERY DEPARTMENT
Councilman Muszknski moved that N -13 Temporary Labor, Services Personal, be amended by striking out 10,532 hours at
$1.29_ -- $13,612.08, and inserting 10,552 hours at $1.25 -- $13,190.00; Grand Total by striking out $29,571.12,
and inserting $29,149.00. Councilman Tellson seconded the motion. Motion carried.
Councilman Hahn moved that the budget for the Cemetery Department be approved and go to the Council as favorable, as
amended.- Councilman Korpal seconded the motion. Motion carried.
POLICE DEPARTMENT
Councilman Muszynski moved that P -11 Services Personal be amended as follows: By striking out Salary of Chief
$7,200.00 and inserting $6,900.00; By striking out Salary of Inspectors, 2, at $5,710.00, total $11,420.00, and,
inserting Inspectors, 2, at $5,657.00, total $11,314.00; By striking out Salary of Jail Matrons (2 of 3) $4,470.00,
and inserting $4,200.00; By striking out Salary of Auxilliary Police 38 at $876.00, total $33,288.00, and inserting
Auxiliary Police 38 at $811.00, total $30,818.00; Grand total by striking out $1,169,123.00 and inserting
$1,165,977.00. Councilman Hahn seconded the motion. Motion carried.
Councilman Hahn moved that the Budget for the Police Department be approved and go to the Council as favorable, as
amended. Councilman Muszynski seconded the motion. Motion carried.
FIRE DEPARTMENT
Councilman Tellson moved that Q -11, Services Personal, Salary of Chief $7,200.00, be amended by striking out
$7,200.00 and inserting $6,900.00; Grand Total by striking out $1,422,505.75'and-inserting $1,422,205.00. Councilman
Muszynski seconded the motion. Motion carried.
Councilman Korpal moved that the Budget for the Fire Department be approved and go to the Council as favorable, as
amended. Councilman Glass seconded the motion. Motion carried.
WEIGHTS AND MEASVRES
Councilman Muszynski moved that the budget for Weights and Measures be approved and go to the Council as favorable.
Councilman Kroll secA nded the motion. Motion carried.
ELECTRICAL DEPARTMENT
Councilman Muszynski moved that the Budget for the Electrical Department be approved and go to the Council as
favorable. Councilman Korpal seconded the motion. Motion carried.
SANITATION DEPARTMENT
Councilman Tellson moved that the Budget for the Sanitation Department be approved and go to the Council as favorable.
Councilman Korpal seconded the motion. Motion carried. I
PUBLIC HEALTH CLINIC
Councilman Hahn moved that the Budget for the Public Health Clinic be approved and go to the Council as favorable.
Councilman Korpal seconded the motion. Motion carried.
BOARD OF HEALTH
Councilman Hahn moved that the Budget for the Board of Health be approved and go to the Council as favorable.
Councilman Muszynski seconded the motion. Motion carried.
TUBERCULOSIS CLINIC
Councilman Hahn moved that the Budget for the Tuberculosis Clinic be approved and go to the Council as favorable.
Councilman Korpal seconded the motion. Motion carried.
STREET DEPARTMENT
Councilman Korpal moved that S -12, Services Personal be amended by striking out Truck and Tractor Operators 30 --
70,200 hrs. @ 1:61 hr, $113,022.00, and inserting Truck and Tractor Operators 29 - -- 67,860 hrs. @ 1.61 hr, $109,254.00;
and Common Laborers 35 - 81,900 hrs. @ 1.52 hr, $124,488, be stricken out and insert Common Laborers 33- 77,220 hrs.,
@ $1.52 hr., $117,374.40; S -43, Street and Alley, Materials $60,000.00, be stricken out and insert Street and Alley,
Materials $57,000.00; Grand Total by striking out $718,134.60, and inserting $699,253.60. Councilman Muszynski
seconded the motion. Motion carried.
Councilman Korpal moved that the Budget for the Street Department be approved and go to the Council as favorable, as
amended. Councilman Muszynski seconded the motion. Motion carried.

COMMITTEE OF THE WHOLE MEETING
TRAFFIC DEPARTMENT
AUGUST 27TH, 1956
Councilman Korpal moved that the Budget for the Traffic Department be approved and go to the Council as favorable.
Councilman Kroll seconded the Motion. Motion carried.
At this point, Councilman Korpal made a motion to eliminate the 1G allowed in the Budget for the Street and Traffic
Fund. Councilman Kroll seconded the motion. Motion carried.
PARK DEPARTMENT
Councilman Hahn moved that the Budget for the Park Department be approved and go to the Council as favorable.
Councilman Kroll seconded the motion. Motion carried.
POLICE PENSION FUND
Councilman Korpal moved that the Budget for the Police Pension Fund be approved and go to the Council as favorable.
Councilman Glass seconded the motion. Motion carried.
FIREMEN'S PENSION FUND
Councilman Korpal moved that the Budget for the Firemen's Pension Fund be approved and go to the Council as favorable.
Councilman Kroll seconded the Motion. Motion carried.
CITY PLAN COMMISSION
Councilman Korpal moved that the Budget for the City Plan Commission be approved and go to the Council as favorable.
Councilman Muszynski seconded the motion. Motion carried.
Councilman Korpal moved that the Ordinance establishing the 1957 Budget go to the Council as favorable, as amended.
Councilman Hahn seconded the motion. Motion carried.
ORDINANCE NO. 4112
AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1957 FOR THE CIVIL CITY OF
SOUTH BEND, INDIANA
Councilman Korpal moved that the .01 allowed in the taxtlevy under Street and Traffic Fund Maintenance, be eliminat-
ed. Councilman Muszynski seconded the motion. Motion carried.
Councilman Korpal also noted that because of amendments in various items in the budget the amount allowed in the
Tax Levy for General Fund.Maintenance should be changed. He, therefore, moved that the $1.50 be stricken and
$1.49 be inserted under Maintenance in the General Fund; Total Under Maintenance $1.897 be stricken and $1.877
be inserted; Grand Total $2/225 be stricken and $2.205 be inserted. Councilman Muszynski seconded the motion.
Motion carried. -
Motion by Councilman Korpal, seconded by Councilman Muszynski, that the Tax levy ordinance go to the'Council as
t4vorable as atdTidedc. ".Motion carried.
There being no further business before the Committee of the Whole, Cluncilman Korpal made a motion to adjourn, which
motion was seconded by Councilman Muszynski. Motion carried, and the Committee of the Whole meeting adjourned at
11:16 P.M. C.D.S.T. (10:16 P.M., C.S.T.).
