HomeMy WebLinkAbout11-14-55 Council Meeting MinutesREGULAR MEETING NOVEMBER 14TH, 1955 The Common Council of the City of South Bend, Indiana, met in the Council Chamber on the 14th day of November, 1955, at the hour of 8:08 P.M., in regular session in accordance with the rules of the Council. The meeting was called to order by President, Walter C. Erler, Sr., who presided. Present: Councilmen Walter C. Erler Sr., Stanley Korpal, Michael Pinter, Clem Niezgodski, Walter Glass, William Hahn and Chester Muszynski. Absent: Cloyd Bestle. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Motion carried.- COMMUNICATION R E S O L U T I O N WHEREAS: -The welfare of the people of this community is the chief interest of all of us; and WHEREAS: All people of our community would directly benefit if the agencies and offices of both the county and city governments were in one accessible spot that has sufficient parking space available; and WHEREAS: It is not our intention to specifically endorse any particular site or building plan for a city - county civic center; and WHEREAS: We feel that the benefit of the people is the only matter to be considered, at this time, and we are not interested in seeing this matter become a political football for any party or any group; and WHEREAS: It is high time that St: Joseph County forgets the horse and buggy days and to build as it should; THEREFORE, BE IT RESOLVED: That International Hod Carriers, Building and Common Laborers Union of America, Local #645 of South Bend, Indiana definitely goes on record as supporting the sggggestion for a Civic Center for ouu community r: as the first step of ,progress which should also include other projects of interest to this community; AND BE IT FINALLY RESOLVED: That copies of this resolution be sent to the Board of County Commissioners, the Mayor of South Bend, the Mayor of Mishawaka, to the Press, and to all Labor Unions in St. Joseph County. Councilman Niezgodski moved that the communication be accepted and placed on file. Councilman Hahn seconded the motion. Motion carried. PETITION Petition of J. Howard Kelsey and Nellie E. Kelsey for change in zoning from "A!' Residential to "C" Commercial Lots numbered 1, 2 and 3, Logan Heights Proposed Addition, same being the Southwest corner of E. Jefferson and Logan St, having a frontage of 134 ft. on Jefferson by 150 ft. on Logan St. Councilman Hahn moved that the petition be referred to the City Plan Commission. Councilman Niezgodski seconded the motion. Motion carried. REPORT OF THE CITY CONTROLLER OF THE CITY OF SOUTH BEND FOR THE MONTH OF SEPTEMBER. 1955. Councilman Muszynski seconded the motion. Motion carried. 9 REGULAR MEETING REPORT OF CITY PLAN COMMISSION Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: November 9, 1955 NOVEMBER 14TH 1955 In the matter of the attached petition of Josephine Bredzinski of 1232 W. Napier, et al to zone Lot No. 64 of Commissioner's Subdivision of Bank Out Lots numbers 85 and 86, from "C" Commercial to "B" Residential Use District, said lot being at 1222 W. Napier Street, the Commission found as follows: RLH: aed. Attachment "After due consideration the Commission found that in their unofficial opinion the petition was not a legal and valid petition inasmuch as the petitioners did.not represent fifty -one percent or more of the property involved in said petition, as prescribed in Chapter 174, Acts of 1947 and of Ordinance No. 3702. The Commission further found that it was within their jurisdiction to make thid -legal determination. Motion carried. , Councilman Hahn moved that the Council reject the petition as being illegal. Councilman Niezgodski seconded the motion. Motion carried. ORDINANCE NO. 4067 AN ORDINANCE APPROPRIATING FROM PARKING METER FEES AND FUNDS THE SUM OF $20,000.00 FOR SERVICES PERSONAL. The ordinance was given first reading by title and second reading in full. Councilman Hahn moved for suspension of rules. Councilman Niezgodski seconded the motion. Motion carried by a roll call vote of 7 ayes - 0 nays - 1 absent (Councilman Bestle). The ordinance was given third reading and passed by a roll call vote of 7 ayes - 0 nays - l absent (Councilman Bestle). ORDINANCE AN ORDINANCE TRANSFERRING AND APPROPRIATING CERTAIN FUNDS IN THE GENERAL FUND, STREET AND TRAFFIC FUND, FIREMEN'S PENSION FUND AND CITY PLAN FUND, ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA FOR , 1955 AND DECLARING AN EXTRAORDINARY EMERGENCY. The ordinance was given first reading by title and second reading in full. Councilman Korpal moved that the ordinance be referred to the Committee of the Whole for public hearing on November 28th. Councilman Glass seconded the motion. Motion carried. NEW BUSINESS Councilman °Glass moved that the °Board of Public Works contact the South Shore to repair street and tracks along LaSalle Avenue. Councilman Korpal seconded the motion. Motion carried. There being no further business before the Council, Councilman Hahn moved °to adjourn, which motion was seconded by Councilman Korpal.
