HomeMy WebLinkAbout08-29-55 Council Special Meeting MinutesSPECIAL MEETING AUGUST 29TH, 1955 The Common Council of the City of South Bend, Indiana, met in the Council Chamber on the 29th day of August, 1955, at the hour of 10:02 P.M. (E.S.T.) in special session in accordance with the rules of the Council. The meeting was called to order by the President, Walter C. Erler Sr., who presided. The members of the Council were shown to be present or absent as follows: Present: Councilmen Walter C. Erler Sr., Stanley Korpal, Michael Pinter, Cloyd Bestle, Clem Niezgodski, Walter Glass, William A.'Hahn and Chester Muszynski. Absent: None. STATE OF INDIANA ` ) SS. CITY OF SOUTH BEND ) CALL FOR SPECIAL MEETING To the President, and Members of the Common Council of the City of South Bend, Indiana: Gentlemen: You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City of South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in the Council Chamber, in the City Hall at the hour of 8:00 P.M. (E.S.T.), on Monday, August 29th, 1955, for the purpose of considering the following ordinances, to -wit "AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1956, AND ENDING DECEMBER 31 1956, "INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUNDS OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN.'S PENSION FUNDS, AND THE CITY PLAN COMMISSION: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THESALR IES OF ALL CITY OFFICIALS AND EMPLOYEES: REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT ". ., ALSO "AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1956 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA ". The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice on each and every member of the Common Council and make due return of such service of said Special Meeting. GILLEN s CHIEF Member of the South Bend Police Department Councilman Hahn moved t hat the Special Call be accepted and placed on file. Councilman Bestle seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: August 29th, 1955 Your Committee of the Whole to whom was referred "An Ordinance appropriating monies for the purpose of defraying the expenses. of all budget - operated departments of the Civil City of South Bend, Indiana, for the fiscal year beginning':Jaduary 1, 1956, and ending December 31, 1956, including departments, funds and commissions for which moiney,is appropriated, in whole or in part, from funds other than the general funds of sAid city, to -wit: Street,. Traffic and Park Departments, Firemen's Pension and Policemen's Pension Funds, and the City Plan Commission: providing that such appropriations shall include all outstanding claims and obligations: Fixing the salaries of all city officials and employees: Repealing all ordinances and parts of ordinances in conflict herewith: Providing a time when the same shall take effect ". Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council favorable as amended as follows: Office of City Attorney, G -11, Salary of Clerk, Services Personal, be amended by striking out $2282.00 and inserting $2182.00, Grand Total by striking out $13,521.00 and inserting $13;421.00; Board of Health, Supplies, 331, Gasoline and Oil, be amended by striking out $1875.00 and inserting $1500.00,9 Grand Total by striking out $94,828.70 and inserting $94,453.70. WM. A. RAHN, Chairman Councilman Korpal moved that the report be accepted. Councilman Glass seconded the motion. Motion carried. Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. WK. A. RAHN, Chairman Councilman Korpal moved that the report be accepted. Councilman Glass seconded the motion. Motion carried. Councilman Glass-moved that the ordinance be amended as follows: Office of City Attorney, G -11, Salary of Clerk,' Services Personal, be amended by striking out $2282.00 and inserting $2182.00, Grand Total by striking out $13,521.00 and inserting $13,421.00; Board of Health, Supplies, 331, Gasoline and Oil, be amended by striking out $1875.00 and inserting $1500.00, Grand Total by striking out $94,828.70 and inserting $94,453.70. Councilman, Bestle seconded the motion. Motion carried by a roll call vote of 8 ayes ( Councilmen Erler, Korpal, Pinter, Bestle, Niezgodski, Glass, Hahn and Muszynski) - 0 nays. The ordinance on the 1956 budget,as amended, was given third reading and passed by a roll call vote of 8 ayes (Councilmen Erler, Korpal, Pinter, Bestle, Niezgodski, Glass, Hahn and Muszynski) - 0 nays. ORDINANCE NO. 4061 AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1956 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA. The ordinance on the 1956 tax levy was given third reading and passed by a roll call vote of 8 ayes (Councilmen Erler, Korpal, Pinter, Bestle, Niezgodski, Glass, Hahn and Muszynski) - 0 nays. 100 SPECIAL MEETING AUGUST 29TH, 1955 There being no further business before the Council, Councilman Hahn made a motion to adjourn, which motion was seconded by Councilman Korpal.
