HomeMy WebLinkAbout08-29-55 Council Committee of the Whole Meeting MinutesCOMMITTEE OF THE WHOLE MEETING AUGUST 29TH, 1955 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole meeting in the Council Chamber, Monday, August 29th, at 8:00 P.M., with all members present. Chairman Hahn presided. ORDINANCE NO. 4060 (AS AMENDED) AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET - OPERATED DEPART- MENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1956, AND ENDING DECEMBER 31, 1956, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN FART, FROM FUNDS OTHER THAN THE GENERAL FUNDS OF SAID CITY, TO -WIT -. STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN COMMISSION: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES: REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT. The budget was read in full and each departmental_ appropriation was considered individually. OFFICE OF MAYOR Councilman Korpal moved that the budget for the Office of Mayor be approved and go to the Council favorable. Councilman Bestle seconded the motion. Motion carried. OFFICE OF CONTROLLER Councilman Glass moved that the budget for the Office of Controller be approved and go to the Council favorable. Councilman Erler seconded the motion. Motion carried. OFFICE OF CITY CLERK Councilman Niezgodski moved that the budget for the Office of City.Clerk be approved and go to the Council favorable. Councilman Glass seconded the motion. Motion carried. OFFICE OF CITY TREASURER Councilman Hahn moved that the budget for the Office of City Treasurer be approved and go to the Council favorable. Councilman Bestle seconded the motion. Motion carried. OFFICE OF CITY JUDGE Councilman Bestle moved that the budget for the Office of City Judge be approved and go to the Council favor- able. Councilman Niezgodski seconded the motion. Motion carried. COMMON COUITCIL Councilman Korpal moved that the budget for the Common Council be approved and go to the Council favorable. Councilman Glass seconded the motion. Motion carried. OFFICE OF-CITY ATTORNEY Councilman Erler moved that G -11, Salary of Clerk, Services Personal, be amended by striking out $2282.00 and inserting $21$2.00; Grand Total by striking out $13,521.00 and inserting $13,421.00. Councilman Bestle seconded the motion. Motion carried. Councilman.Glass moved that the budget for the Office of City Attorney be approved and go to the Council favorable as amended. Councilman Niezgodski seconded the motion. Motion carried. OFFICE OF THE BOARD Councilman Korpal moved that the budget for the Office of the Board be approved and go to the Council favor - able. Councilman Glass seconded the motion. Motion carried. SEWER DEPARTMENT Councilman Glass moved that the budget for the Sewer Department be approved and go to the Council favorable. Councilman Korpal seconded the motion. Motion carried. DOG POUND Councilman Bestle moved that the budget for the Dog Pound be approved and go to the Council favorable. Councilman Niezgodski seconded the motion. Motion carried. ENGINEERING DEPARTMENT Councilman Niezgodski moved that the budget for the Engineering Department be approved and go to the Council favorable. Councilman Korpal seconded the motion. Motion carried. BUILDING DEPARTMENT Councilman Niezgodski moved that the budget for the Building Department be approved and go to the Council favorable. Councilman Bestle seconded the motion. Motion carried. ELECTRICAL INSPECTION DEPARTMENT Councilman Korpal moved that the budget for the Electrical'Inspection Department be approved and go to the Council favorable. Councilman Niezgodski seconded the motion. Motion carried. COMMITTEE OF THE WHOLE MEETING AUGUST 29TH, 1955 CEMETERY DEPARTMENT Councilman Glass moved that the budget for the Cemetery Department be approved and go to the Council favorable. Councilman Bestle seconded the motion. Motion carried. POLICE DEPARTMENT Councilman Glass moved that the budget for the Police Department be approved and go to the Council favorable. Councilman Korpal seconded the motion. Motion carried. FIRE DEPARTMENT Councilman Glass moved that the budget for the Fire Department be- approved and go to the Council favorable. Councilman Pinter seconded the motion. Motion carried. WEIGHTS AND MEASURES Councilman'Niezgodski moved that the budget for the Weights and Measures be approved and go to the Council favorable. Councilman Muszynski seconded the motion. Notion carried. ELECTRICAL DEPARTMENT Councilman Glass moved that the budget for the Electrical Department be approved and go to the Council favorable. Councilman Korpal seconded the motion. Motion carried. T PUBLIC HEALTH CLINIC Councilman Hahn moved that the budget for the Public Health Clinic be approved and go to the Council favorable. Councilman,Korpal seconded the motion. Motion carried. BOARD OF HEALTH Councilman Korpal moved that Supplies, 331, Gasoline and Oil, be amended be striking out $1875.00 and inserting $1500.00; Grand Total by striking out $94,828.70 and inserting $94,453.70. Councilman Bestle seconded the motion. Motion carried. Councilman Korpal moved that the budget for the Board of Health be approved and go to the Council favorable as amended. Councilman Bestle seconded the motion. Motion carried. TUBERCULOSIS CLINIC Councilman Korpal moved that the budget for the Tuberculosis Clinic be approved and go to the Council favorable.'; Councilman Pinter seconded the motion. Motion carried. SANITATION DEPARTMENT Councilman Glass moved that the budget for the Sanitation Department be approved and go to the Council favor- able. Councilman Bestle seconded the motion. Notion carried. STREET DEPARTMENT Councilman Korpal moved that the budget for the Street Department be approved and go to the Council favorable. -Councilman Niezgodski seconded the motion. Motion carried. TRAFFIC DEPARTMENT Councilman Bestle moved that the budget for the Traffic Department be approved and go to the Council favorable. i Councilman Pinter seconded the motion. Notion carried. PARK DEPARTMENT Councilman Muszynski moved that the budget for the Park Department be approved and go to the Council favorable. Councilman Niezgodski seconded the motion. Motion carried. POLICE PENSION FUND Councilman Muszynskt moved that the budget for the Police Pension Fund be approved and go to the Council favor - able. Councilman Erler seconded the motion. Motion carried: FIREMEN'S PENSION FUND Councilman Muszynski moved that the budget for the Firemen's Pension Fund be approved and go to the Council favorable. Councilman Korpal seconded the motion: Motion carried. CITY PLAN COMMISSION Councilman Glass moved that the budget for the City Plan Commission be approved and go to the Council favorable.: Councilman Korpal seconded the motion. Motion carried. Councilman Niezgodski moved that the Ordinance establishing the 1956 budget go to the Council favorable as amended. Councilman Bestle seconded the motion. Motion carried. ORDINANCE NO. 4061 AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1956 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA. Councilman Erler moved that the tax levy ordinance be approved and go to the Council favorable. Councilman Glass seconded the motion. Notion carried. COMMITTEE OF THE WHOLE MEETING AUGUST 29TH, 1955 There being no further business before the Comittee of the Whole, Councilman Glass made a motion to adjourn, which motion was seconded by Councilman Bestle. Motion carried, and the Committee of the Whole meeting adjourned at 9:55 P.M.
