The meeting was called to order by President, Walter C. Erler Sr., who presided. Present: Councilmen Walter C. Erler, Michael Pinter, Cloyd Bestle, Clem Niezgodski, Walter Glass, William Hahn and Chester Muszynski. Absent: Councilman Stanley Korpal. REPORT,OP COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be approved. WALTER C. ERLER SR. � Committee Meeting of June 13th, 1955. WILLIAM A. COMMUNICATION .Mr. Walter C. trier, President The South Bend Common Council City Hall June 27, 1955 South Bend, Indiana Dear Mr. Erler: Will you please express to the members of the Common Council my deep appreciation for the resolution of sympathy. My mother, brother and I were most grateful for the thoughtfulness of the members of the Council during the time of my father's passing. Yours sincerely, JOHN A. REGULAR MEETING COMMUNICATION Mr. Walter C. Erler, President South Bend Common Council City Hall South Bend, Indiana Dear Mr. Erler: June 17, 1955 JUNE 27TH, 1955 Inasmuch as many organizations and individuals need now to be making plans based on what kind of time the city will be on next winter, may I suggest that the Council discuss this matter at the next meeting and introduce a resolution expressing the Council's decision? It is my own feeling that the city should return to Central Standard Time for the winter months. Although I realize the subject is exceedingly controversial, it is my opinion.that undue hardship is caused to those people, particularly children, who must arise and leave their homes during hours of morning darkness. I invite your attention to the fact that the Chicago City Council has elected to go back on Central Standard Time the fourth Sunday in October. I hope that this matter may have the Council's earliest attention to the end that all our citizens will know what the time situation will be and thereby will be able to make their plans accordingly. PETITION Petition of Endre Vadas and Mildred Vadas to rezone Lots number 19, 20 and;21 as shown on the recorded plat of Lincoln Plaza, an addition to the City of South Bend, located at the Northwest corner of Lincoln Way West and Chicago Streets, from "A" Residential and "A" Height and Area to "C" Commercial. Councilman Glass made a motion that the petition be referred -to the City Plan Commission. Councilman Bestle seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee'of the Whole to whom was referred "An Ordinance transferring and appropriating from F -11 Salary of Councilmen $1,000.00 and from H -11 Office of the- Board, Salary of Surgeon $300.00 to C -11 Office of City Olerk, Services Krsonal, Salary of Office Clerk, $1,300.00; all of the budget for the Civil City of South Bend, Indiana for 1955 and declaring an extraordinary emergency ". Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. W. A. HAHN, Chairman Councilman Niezgodski made a motion that the report be accepted. Councilman Hahn seconded the motion. Motion carried. ORDINANCE NO. 4052 AN ORDINANCE TRANSFERRING AND APPROPRIATING FROM F -11 SALARY OF COUNCILMEN $1,000.00 AND FROM H -11 OFFICE OF THE BOARD, SALARY OF SURGEON $300.00 TO C -11 OFFICE'OF CITY CLERK, SERVICES PERSONAL, SALARY OF OFFICE CLERK $1,300.00; ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA FOR 1955 AND DECLARING AN EXTRAORDINARY EMERGENCY. The ordinance was given third reading and passed by a roll call vote of 7.ayes - 0 nays - 1 absent (Councilman Korpal). ORDINANCE AN ORDINANCE TRANSFERRING AND APPROPRIATING FROM OFFICE OF THE BOARD, SERVICES PERSONAL, H -11, SALARY OF SURGEON $565.00 TO OFFICE OF CITY CLERK, SERVICES CONTRACTUAL, C -242 PRINTING $565.00; FROM FIRE FIGHTING EQUIPMENT AND MAINTENANCE FUND $22,703.65 TO FIRE DEPARTMENT Q -724 MOTOR EQUIPMENT $20,000.00.AND TO Q -726 OTHER EQUIPMENT $2;703.65; ALL OF THE BUDGET FOR,THE CIVIL CITY OF SOUTH BEND, INDIANA FOR 1955 AND DECLARING AN EXTRAORDINARY EMERGENCY. The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion that the ordinance be referred to the Committee of the Whole for public hearing on July 11th. Councilman Niezgodski seconded the motion. Motion carried. REGULAR MEETING RESOLUTION JUNE 27TH, 1955 WHEREAS, pursuant to a resolution adopted by the Common Council of the City of South Bend, Indiana the commencement of the activities of industry, business, commerce, departments of government, schools, churches, and courts was advanced one hour earlier than customary in harmony with Eastern Standard Time from and after 2:00 o'clock A.M. on November 28, 1955, and WHEREAS, it has become apparent that the extension of Daylight Saving Time through the winter months works a hardship upon a large segment of people, particularly children of school age, NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CIVIL CITY OF SOUTH BEND AS FOLLOWS: The people of the City of South Bend, and its environs, schools, churches, governmental units and departments of governments, courts, business, commerce and industry are requested for the sake of uniformity from and after 2:00 o'clock A.M. on the last Sunday in October of each yar to 2:'Q0 o'clock A.M. on the last Sunday in March of each year to commence each day and conduct all business in conformity with Central Standard Time, and from 2:00 o'clock A.M. on the last Sunday in March of each year to 2:00 o'clock A.M. on the last Sunday in Odtober of each year to commence each day and conduct all business one hour earlier than is customary, in harmony with Eastern Standard Time. Motion carried. ORDINANCE AN ORDINANCE AMENDING SECTION 22 OF CHAPTER 2 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, 1949, CHANGING THE TIME OF REGULAR MEETINGS OF THE COMMON COUNCIL. The ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion that the ordinance be referred to the Committee of the Wlole for public hearing on July 11th. Councilman Glass seconded the motion. Motion carried. UNFINISHED BUSINESS REPORT FROM TRAFFIC ENGINEER Board of Public Works & Safety South Bend, Indiana June 27, 1955 Gentlemen: Re: Petition requesting Gertrude Street, between Prairie Ave. and the South City limits, be designated as a boulevard. The request for the designation of Gertrude Street as a boulevard has been given considerable thought and study during the past few weeks in an effort to determine what relief might be expected on this street and what harm might be done`in the way of increased truck traffic, hazard, and nuisance on other streets that the truck traffic'. from Gertrude Street may divert to. A survey of truck traffic on this street Thufsday, June 23, 1955, from 8:00 AM to 3:30 PM showed the following: Name of Truck Robert A. Walker Studebaker trash trucks Reith Riley South Bend Freight Lines Sinclair Oil Bolin Drive -Away Dallas -Mavis Drive Away Other trash - direct trucks Miscellaneous Total Number Observed 18 6 2 3 4 9 2 7 34 Total trucks 85 The probable route of travel that the trucks would take if Gertrude was made a boulevard would be north and south on Main Street and many of the east -west streets between Main and Prairie Avenue. While residents of Gertrude Street are being disturbed by these trucks, and while conditions on this street are not ideal, and therefor considerable hazard exists, it is my opinion that to make this street a boulevard would only shift this nuisance and hazard and add to it in the form of increased miles of travel to reach the desired end. Steps have been taken to decrease the hazard on Gertrude Street by the posting of 20 MPH speed limit signs. From our observations, while all do not obey these signs, they have, along with enforcements by the Police Department, slowed the traffic down. It is my recommendation, therefore, that this street not be designated as a boulevard because of the possibility of doing more harm than good from the standpoint of the City as a whole.
