Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole meeting in
the Council Chamber, Monday, May 23rd, 1955, at 8 :13 P.M. (E.S.T.), with all members present. Chairman Hahn
presided.
ORDINANCE
"An Ordinance supplementing Ordinance No. 3709, approved July 12, 1949, commonly known as "Municipal Code of
the City of South Bend, Indiana, 1949" and being Section _ Chapter , being an ordinance prohibiting
discrimination in employment because of race, color, religion, national origin or ancestry by employers,
employment agencies, labor organizations and others, providing for the creation of the South Bend Fair Employ-
ment Practice Commission, prescribing its duties and powers, and providing penalties ".
Proponents and opponents-were given an opportunity.:tobe heard on the above ordinance.
Councilman Muszynski made a motion that the ordinance be reported to the Council as favorable. Councilman
Korpal seconded the motion. Motion lost by a roll call vote of 4 ayes (Councilmen Korpal, Pinter, Niezgodski
and Muszynski) - 4 nays (Councilmen Erler, Bestle, Glass and Hahn).
There being no further business before the Committee of the whole, Councilman Glass made a motion to adjourn,
which motion was seconded by Councilman Korpal. Motion carried, and the Committee of the Whole meeting adjourned
at 9 :05 P:M..
