Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the
Council Chamber, Monday, February 21st, 1955, at 8:20 P.M., with the following members present: Councilmen
William A. Hahn, Cloyd Bestle, Chester Muszynski, Walter C. Erler, Sr., Clem Niezgodski and Stanley C. Korpal.
The following members were absent: Michael R. Pinter and Walter G. Glass. President Walter C. Erler presided.
CALL FOR SPECIAL MEETING OF THE COMMON COUNCIL
OF THE CITY OF SOUTH BEND, INDIANA:
We, the undersigned members of the Common Council, hereby call a special meeting of the Common Council of the
City of South Bend, Indiana, to convene at the Council Chamber at the City Hall at 8:00 P.M. on the 21st day
of February, 1955, for the purpose of:
1. Adopting a Resolution for a Referendum on Time and,
2. Adopting a Resolution on the death of Eli F. Seebirt.

Dated this 21st day of February, 1955.
Councilman Muszynski made a motion that the call be accepted and placed on file. Councilman Niezgodski seconded
the motion. Motion carried.
The following Resolution was introduced:
R E S O L U T I O N
WHEREAS: God in his infinite wisdom has called from this life ex- Mayor, Eli F. Seebirt of the City of South
Bend on February 11, 1955, and
WHEREAS: His untimely death has brought much grief and sorrow to his wife, two daughters and many friends,
and
WHEREAS; This community has been deprived of an able, intelligent and gifted man,.who has contributed much
to the welfare of South Bend,
;rNOW, THEREFORE; BE IT RESOLVED: That we, the Common Council of the City of South Bend do hereby extend to
the family and many friends of Eli F. Seebirt our sincere sympathy in this hour of sorrow,
AND BE IT FURTHER RESOLVED: That a page in the Council Records of the City of South Bend be set aside and
this resolution be copied therein and that a copy::,duly certified by the Mayor be sent to the bereaved.

Councilman Korpal moved that the Resolution be adopted. Councilman Hahn seconded the motion. Motion carried.
SPECIAL MEETING
The following Resolution was introduced :.
R E S O L U T I O N
FEBRUARY 21ST, 1955
WHEREAS: There has been confusion over many years as to the desires of the citizens of South Bend regarding
Central Standard or Eastern Standard Time, and
WHEREAS; It is the desire of the Common Council of the City of South Bend to be guided by the wishes of a
majority of the Citizens of South Bend,
THEREFORE, BE IT RESOLVED: That the City Council go on record as favoring a city referendum on the question of
Central Standard Time versus,Eastern Standard Time the year round, or a comhination of Central Standard
Time and Central Daylight Savings Time. The referendum to be held in connection with the primary
election on May 3, 1955, and that the desires of the City Council be conveyed to the Election Board
with the hope that arrangements can be made to hold this referendum.
ADOPTED AT A SPECIAL MEETING OF THE Common Council, called for that purpose, on February 21, 1955.

Councilman Muszynski moved that the Resolution be adopted, and that the Clerk file a duly certified copy with
with'thc Election Board. Councilman Bestle seconded the motion. Motion carried.
The business specified in the Special Call having been disposed of, the Special Session adjourned at 9:05 P.M.
on motion by Councilman Muszynski, seconded by Councilman Hahn. Motion carried.
