HomeMy WebLinkAbout08-30-54 Council Committee of the Whole Meeting MinutesCOMMITTEE OF THE WHOIR MEETING AUGUST 30TH, 1954 Be it remembered that the Common Zouneil of the City of South Bend, Indiana, met in the Committee of the Whoke meeting in the Council Chamber, Monday, August 30th, at 8:00 P.M., with all members present. Chairman Hahn presided. ORDINANCE NO. 4002 (AS AMENDED) AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET- OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 19559 AND ENDING-DECEMBER 31, 1954,INCLUDING `iDEPAETMENTS, FUNDS AND COMMIISSIONS FOR WHICH MONEY IS APPROPRIATED, IN DOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMlENtS PENSION AND POLICEMENtS PENSION FUNDS, AND THE CITY PLAN COMMISSION: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUT- STANDING CLAIMS AND OBLIGA710NSt FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL.TAKE EFFECT: The budget was read in full and each departmental appropriation was considered individually. OFFICE OF MAYOR Councilman Muszynski moved that the budget -for the Office of Mayor be approved and go to the Council favorable. Councilman Bestle seconded the motion. Motion carried* OFFICE OF CONTROLLER Counoilman 'Niezgodski moved that the budget for the Office of Controller be approved and go to the Council favorable. Councilman Muszynski seconded the motion. Motion carried. OFFICE OF CITY CLERK Councilman Korpal moved that the budget for the Office of City Clerk be approved and go to the Council favorable. Councilman Erler seconded the motion. Motion carried. OFFICE OF CITY TREASURER gounoilman Glass moved that the budget for the Office of City Treasurer 1R;e approved and go to the Council favorable. Councilman Erler seconded the motion. Motion carried. COMMON COUNCIL Councilman Korpal moved that the budget for the Common 'Council be approved and go to the Council favorable. Councilman Muszynski seconded the motion. Motion •carried, OFFICE OF CITY ATTORNEY Councilman Erler ` moved that G -261, Abstracting, be amended by striking out #650.00 and inserting $15040; Grand Total by striking out $12,521900 and inserting $12,021.00. Councilman Glass seconded the motion. Motion carried.' OFFICE OF THE BOARD Councilman Niezgodski moved that the budget for the Office of the Board be approved and go to the Council favorable* Councilman Muszynski seconded the motion. Motion carried. SEWER DEPARTMENT Councilman Niezgodski moved that the budget for the Serener Department be approved and go to the Council favorable. Councilman Muszynski seconded the motion. Motion carried. DOG POUND Councilman Muszynski moved that the budget for the Dog Pound be approved and go to the Council favorable. Councilman Glass seconded the motion. Motion carried. BUILDING DEPARTMENT Councilman Glass moved that the budget for the Building Department be approved and go to the Council favorable. Councilman Muszynski seconded the motion* Motion carried. ELECTRICAL INSPECTION DEPARTMENT Councilman Glass moved that the budget for the: - Electrical Inspection Department be approved and go to the Council favorable, Councilman Bestle seconded the motion. Motion carried. COMMITTEE OF THE WHOLE MEETING CEMETERY DEPARTMENT AUGUST 30TH; 1954 _102 Councilman Erler moved that the budget for the Cemetery Department be approved and go to the Council favorable. Councilman Glass seconded the motion. Motion carried. POLICE DEPARZM ENT Councilman Glass moved that the budget for the Police Department be approved and go to the Council favorable. Councilman Korpal seconded the motion. Motion carried. FIRE DEPARTMENT Councilman Erler moved that Salary of Assistant Mechanic (typographical error) be corrected by striking out $4484.00 and inserting $4848.009 Councilman. Muszynski seconded the motion. Motion carried. Councilman Glass moved that the budget for the Fire Department be approved and go to the Council favorable as amended. Councilman Muszynski seconded the motion. Motion carried. WEIGHTS AND MEASURES Councilman Muszynski moved that the budget for the Weights and Measures be approved and go to the Council favorable. Councilman Glass seconded the motion. Motion carried. ELECTRICAL DEPAMENT Councilman 'Niezgodski moved that the budget for the Electrical Department be approved and go to the Council favorable. Councilman Korpal seconded the motion. Motion carried. PUBLIC HEALTH CLINIC Councilman Bestle moved that the budget for the Public Health Clinic be approved and go to the Council favorable. Councilman. Korpal seconded the motion. Motion carried. BOARD OF HEALTH Councilman Niezgodski moved that the budget for the Board of Health be approved and go to the Council favorable. Councilman Glass seconded the motion. Motion carried, 1955 CITY ELECTION BUDGET Councilman Erler moved that Services--Personal il, Election Judges, (typographical error) be corrected by striking out $4492.08 and inserting $4942.089 Councilman Muszynski seconded the motion. Motion carried* Councilman Korpai moved that the City Election Budget be approved and go to the Council favorable as amended* Councilman Bestle ,seconded the motion. Motion carried. STREET DEPARTMENT Councilman Glass moved that S -2619 Replace Railing- Linoolnway East, be amended by striking out $10,000.00 and inserting $7500.009 Councilman Bestle seconded the motion. Motion carried* Councilman Muszynski moved that the budget for the Street Department be approved and go to the Council favorable as amended. Councilman Korpal seconded the motion. Motion carried. TRAFFIC 4EPARTM ENT Councilman Muszynski moved that the budget for the Traffic - Department be appkdved:and'_go to the Council favorable• Councilman. Niezgodski seconded the motion. Motion carried. PARK DEPARTMENT Councilman Bestle moved that the budget for the Park Department be approved and go to the Council favorable* Councilman Glass seconded the motion. Motion , carried. POLICE PENSION FUND Councilman Korpal moved that the budget for the Police`Pension Fund be approved and go to the Council favorable* Councilman Bestle seconded the motion. Motion carried* FIREMEN'S PENSION FUND Councilman Korpal moved that the budget for the Firemen's Pension Fund be approved and go to the Council favorable. Councilman Muszynski seconded the motion. Motion carried. CITY PLAN COMMISSION Councilman Glass moved that the budget for the City Plan Commission be approved and go to the Council favorable. Councilman Korpal seconded the motion. Motion carried. Levy - Amount to be raised. Hospital Fund $63,402,27 - Art Association Fund $10,567.05. Councilman Muszynski moved that the Ordinance establishing the 1955 budget go to the Council favorable as amended. Councilman seconded the motion. Motion carried. Ko pal i 003 COMMITTEE - OF THE WHOLE MEETING ORDIBT&M NO. 4003 (AS AMENIED) AN ORDINANCE FIXING THE TAR LEVY FOR THE YEAR 1955 FOR THE MUNICIPAL CITY OF SOUTH BEND, INDIANA. AUGUST 30TH, 1954 Councilman Erler moved that the tax levy ordinance be amended as follows: General Fund under Maintenance by striking out 1.33 and inserting 1.31; Firemen's Pension Fund under Maintenance by striking out .11 and inserting 094; Police Pension Fund under Maintenance by striking out .079 and inserting •078; under Total Maintenance by striking out 19718 and inserting IA81, and under Total by striking out 1.96 and inserting 1.923• Councilman Korpal seconded the motion. Motion carried. Councilman Erler moved that the tax levy ordinance be approved and go to the Council favorable as amended• Councilman Korpal seconded the motion. Motion carried. There being no further business before the Committee of the Whole,, :Councilman Niezgodski made a motion to adjourn, which motion was seconded by Zouncilman Glass.
