Chamber on Monday, August 2nd, 1954, at 8:14 P.M., Daylight Savings Time, with all members present except
Councilman Pinter.

CALL FOR SPECIAL MEETING
To the President, and Members of the Common Council of the City of South Bend, Indiana:
Gentlemen:
You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City of
South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to
meet in the Council Chamber, in the City Hall at the hour.of 7:00 P.M. Central Standard Time (8:00 P.M. C.D.T.),
on Monday, August 2nd, 1954, for the purpose of considering the following ordinances, to wit:
"AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING
THE EXPENSES OF ALL BUDGET- OPERATED DEPARTMENTS OF THE CIVIL
CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING
JANUARY 1, 1955, AND ENDING DECEMBER 31, 1955, INCLUDING
DEPARTMENTS, FUNDS AND CQ)1MISSIONS FOR WHICH MONEY IS
APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE
GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND
PARK DEPARTMENTS, FIR AEN'S PENSION AND POLICEMEN'S PENSION
FUNDS, .AN- THE CITY PLAN COMMISSION: PROVIDING THAT SUCH
APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND
OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND
EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES
IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL
TAKE EFFECT."
ALSO
"AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1955 FOR THE
_MUNICIPAL CITY OF SOUTH BEND, INDIANA:"
The Chief of Police or any members of the Police Force is hereby directed to forthwith serve a copy of this
notice on each and every member of the Common Council and make due return of such service of said Special Meeting.

Councilman Hahn made a motion that the call be accepted and placed on file. Councilman Muszynski seconded the
motion. Motion carried.

The ordinance was given first reading by title and second reading in full.
OFFICE OF CITY JUDGE
It was recommended by Mr. Bickel, City Controller, that the Transportation Allowance for the Bailiff and Probation
Officer be changed.
Councilman Glass made a motion that the Transportation Allowance for the Bailiff and Probation Officer be changed
to read Travel Expense. Councilman Hahn seconded the motion. Motion carried.

SPECIAL MEETING
COMMON COUNCIL
AUGUST 2ND, 1954
Councilman Niezgodski made a motion that the Traveling Expense of $850.00 for the Council be eliminated.
Councilman Hahn seconded the motion. Motion carried.
POLICE DEPARTMENT
Councilman Korpal made a motion that the Salary of Telephone Operators, 2 at $3,019.00, be eliminated, Telephone
and Telegraph in the amount of $3244.00 be reduced to $2900900, and Other Equipment in the amount of $10,200900
be reduced to $9200.00. Councilman Niezgodski seconded the motion. Motion carried.
FIRE DEPARTMENT
Councilman Niezgodski made a motion that the Salary of two Battalion Chiefs be striken out and Lieutenants
decreased from 23 to 219 Councilman Muszynski seconded the motion. Motion carried.
Councilman Hahn made a motion that the Captains be increased from 20 to 21. Councilman Bestle seconded the
motion. Motion carried.
STREET DEPARTMENT
Councilman Hahn made a motion that the Salary of Two Assistant Clerks be corrected to read $6256.00 instead of
$6356.00. Councilman Muszynski seconded the motion. Motion carried.
Councilman Hahn made a motion that the Salary of Assistant Foremen be increased to 11,700 hours at $1.70 per
hour, making a total of $19,890.00. Councilman Bestle seconded the motion. Motion carried.
PARK DEPARTMENT
Councilman Hahn made a motion that the Salary of Assistant Superintendent (Parks and Recreation) be striken out,
and Salary of Clerks be reduced from three to two, one at $3019.00 and the other at $2760.00. Councilman Bestle
seconded the motion. Motion carried.
Councilman Korpal made a motion that Salary of Forester in the amount of $4200900 be included in the Park
Department budget. Councilman Hahn seconded the motions Motion,carried.
Councilman Korpal made a motion that Park Maintenance be changed to read General Park Materials. Councilman
Hahn seconded the motion. Motion carried.
CITY PLAN COMMISSION
Councilman Bestle made a motion that Travel Expense in the amount of $700.00 be reduced to $500.00. Councilman
Muszynski seconded the motion. Motion carried.
Councilman Korpal made a motion that the item of Photographing , (.Aerial.. Surveys) in the amount of $10,000.00
be reduced to $8,0009009 Councilman Niezgodski seconded the motion. Motion carried.
Councilman Hahn made a motion that the ordinance be referred to the Committee of the Ahole for public haaring on
August 30th. Councilman Korpal seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1955
FOR THE MUNICIPAL CITY OF SOUTH BEND, INDIANA.
The ordinance was given first reading by title and second reading in full. Councilman Niezgodski made a motion
that the tax levy ordinance be referred to the Committee of the Whole for public hearing on August 30th as
amended* General Fund under Maintenanee by striking out 1.33 and inserting 1.31; Firemen's Pension Fund. under
Maintenance by striking out .11 and inserting .094; Police Pension Fund under Maintenance by striking out 9079
and inserting .078; under Total Maintenance by striking out 1.718 and inserting 1.681, and under Total by
striking out 1.96 and inserting 1.923. Councilman Hahn seconded the motion. Motion carried.
There being no further business before the Council, Councilman Hahn made a motion to adjourn, which motion was
seconded by Councilman Niezgodski. Motion carried, and the Special Meeting adjourned at 10:50 P.M.
