President Erler presided. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be approved. WALTER C. ERLER SR. ) W. A. HAHN ) Committee Meeting of May 10th, 1954. STANLEY C. KORPAL ) Councilman Muszynski made a motion that the report be accepted. Councilman Pinter seconded the motion. Motion carried. COMMUNICATION Communication from-Mr. Keith A.Kjopfenstein, General Chairman of Housing Committee of South Bend, relative to Slum Clearance program. Councilman Glass made a motion that the communication be accepted and placed on file. Councilman Bestle seconded the motion. Motion carried* COMMUNICATION Communication from Northern Indiana Transit Co. Inc. relative to curtailment of bus schedules in South Bend and Mishawaka. Councilman Korpal made a motion that the communication be accepted and placed on file. Councilman Niezgodski seconded the motion. Motion parried. PETITION 11 Petition for change of zoning for Lots Numbered 1, 2 and 3, Recorded Plat of Riverdale. Councilman Korpal made a motion that the petition be referred to the City Plan Commission. Councilman Hahn seconded the motion. Motion carried. REPORT FROM BOARD OF PUBLIC WORKS & SAFETY To Evelyn Hennessy, City Clerk CILty of South - Be3id Following is an excerpt from the minutes of the regular nesting of the Board of Public Works, this date - "A spokesman for the Truckers Association also called attention to the relief needed, from the standpoint of routing, and in this connection the Board, thereupon, declared Chapin Street open for truck transportation from-Western Avenue to Prairie Avenue. The Board stressed, however, that under rho circumstances is Chapin Street available to such transportation north of Western Avenue." Attached hereto is a revised drawing which indicates the nevl i.' established access route." WARD H. CROTHERS Clerk of the Board Councilman Hahn made a motion that the report be accepted. REPORT OF CITY PLAN COMMISSION Common Council City of South Bend South Bend, Indiana Gentlemen: Petition of Farris Ackil and John Borkowski to rezone Lots 2, 3, and 4 in Lincoln Manor Second Addition from B Residence and B Height and Area District to C- Commercial and D Height and Aregbistrict was legally advertised under date of April 26, 19549 and given public hearing under date of May 6, 1954. Subject property is located on the southwest corner of Ardmore Trail and Goodland Avenue. It is recommended that Lots 1, 2, and 3 of the above Addition be rezoned. -This excludes Lot No. 4 as petitioned for, for the reason that there exists a structure on said lot now in residential use and requested rezoning would make said struct non - conforming. (Southwest corner of Ardmore Trail and Goodland Avenue) MAY 24TH, 1954 The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion for suspension of rules. Councilman Niezgodski seconded the motion. Motion carried by a roll call vote of 8 ayes - 1 absent (Councilman Alford). The ordinance was given third reading and passed by a roll call vote of 8 ayes - 1 absent ( Councilman Alford). ORDINANCE NO. 3983 AN ORDINANCE AMENDING ORDINANCE NO. 3702 COMMONLY KNOWN AS THE ZONING ORDINANCE. (Southwest corner Brookfield St. and Lincoln Way West) The ordinance' was given third reading end passed by a roll call vote of 8 ayes - 1 absent (Councilman Alford). REPORT OF•CITY PLAN COMMISSION Common Council City of South Bend South Bend, Indiana Gent le men Presented herewith is petition of Edward and Lydia Deavel. This petition was advertised under date of April 26, 1954, and given public hearing under date of May 6,.1954. The petition is recommended favorably. Very truly yours, Robert L. ORDINANCE AN ORDINANCE AMEENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 37029 (2311 Miami Street) The ordinance was given first reading`by title and second reading in full. Councilman Hahn made a motion that the ordinance be referred to the Committee of the Whole for public hearing on June 14th. Councilman Bestle seconded the motion. Motion carried. REPORT OF CITY PLAN COMMISSION Common Council South Bend, Indiana Gentlemen: Presented herewith is an ordinance pursuant to Common Council directive, which allows principal offices of physicians and dentists in "B" Residence Districts. RESOLUTION WHEREAS, there is an increasing need for regulation legislation concerning OFF- THE - STREET - PARKING, and, WHEREAS, the solution of this problem is closely allied with zoning requirements, NOW, THEREFORE, BE_,JT HEREBY RESOLVED that the Planning Commission of the City of South Bend be requested to make the necessary study and present their recommendations to the Common Council of the City of South Bend at their earliest convenience concerning legislation on Off- The - Street- Parking requirements. There being no further business before the Council, Councilman Hahn made a motion to adjourn, which motion was seconded by Councilmen Muszynski. Motion carried, and Council adjourned at 9:31 P.M.
