Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the
Council Chamber, on Monday, March 15th, 1954, at 7:14 P.M., with all mabers present except Councilman Niezgodski.

CALL FOR SPECIAL MEETING
To the President, and members of the Common Council of the City of South Bend, Indiana:
Gentlemen:
You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City of
South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to
meet in the Council Chamber, in the City Hall, at the hour of 7 :00 P.M., on Monday, March 15th, 1954, for the
purpose of considering the following ordinance, to -wit:
AN ORMNANCE ESTABLISHING MINIMUM STAN UM GOVERNING THE
CONDITION AND MAINTENANCE OF DWELLINGS; ESTABLISHING MINIMUM
STANDARDS GOVERNING SUPPLIED UTILITIES AND FACILITIES AND
OTHER PHYSICAL THINGS AND CONDITIONS ESSENTIAL TOE MAKE DWELLINGS
SAFE, SANITARY, AND FIT -FOR HUMAN HABITATION; ESTABLISHING
MINIMUM STANDP MS GOVERNING THE CONDITION CP 'DWELLINGS OFFERED
FOR RENT; FIXING CERTAIN RESPONSIBILITIES AND 'DUTIES OF OWNERS
AND OCCUPANTS OF DWELLINGS; AUTHORIZING THE INSPECTION OF DWELLINGS,
AND THE CONDEMNATION OF DWELLINGS UNFIT FOIL HUMAN HABITATION; AND
FIXING PENALTIES FOR VIOLATIONS.
The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice
on each and every member of the Common Council and make due return of such service of said Special Meeting.

The within call came to hand this 13 day of March, 1954, which I served by reading the some to each Councilmen,
upon the date designated as follows

Councilman Muszynski made a motion that the call be aeoepted and placed on file. Councilman Hahn seconded the
motion. Motion carried.
ORDINANCE
AN ORDINANCE ESTABLISHING MINIMUM STANDARDS GOVERNING THE
CONDITION AND MAINTENANCE -OF DWELLINGS; ESTABLISHING MINIMUM
STANDARDS GOVERNING SUPPLIED UTILITIES AND FACILITIES AND
OTHER PHYSICAL THINGS AND CONDITIONS ESSENTIAL TO MARE DWELLINGS
SAFE, SANITARY, AND FIT FOR HUMAN HABITATION; ESTABLISHING
MINIMUM STANDARDS GOVERNING THE CONDITION OF 'DWELLINGS OFFERED
FOR RENT; FIXING CERTAIN RESPONSIBILITIES AND DUTIES OF OWNERS
AND OCCUPANTS OF DWELLINGS; AUTHORIZING THE INSPECTION OF tWELLINGS,
AND THE CONiI;NIl4ATION OF MWELLINGS UNFIT FOR HUMAN HABITATION; AND
FIXING PENALTIES FOR VIOLATIONS.
The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion that
the Council meet with the committee to study this ordinance. Councilman Muszynski seconded the.motion. Motion
carried*
Councilmen Hahn made a motion that the ordinance be referred to the neat Council meeting on March 22nd for third
meeting. Councilman Muszynski seconded the motion. Motion carried.
There being no further business before the Council, Councilman Korpal made a motion to adjourn.;the Special Meeting,
which motion was seconded by Councilman Muszynski. Motion carried, and Council adjourned at S:52 P.M.
