Be it remembered that the Common Council of the City of South Bend met in regular session in the Council Chamber,
Monday, March 8th, 1954, at 8 :10 P.M., with all members present. President Erler presided.
REPORT OF COMMITTEE ON MINUTES
To the Common Council of the City of South Bend:
Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspeete
the minutes of the previous meeting of the-Council and found them correct. They therefore reoommend that the same
be approved.

We, the undersigned, being the owner of Lot Number 81 in Walnut Second Addition to the City of South Bend, Indiana,
respectfully petition your Honorable Body to amend ordinance No. 3702, commonly known as the Zoning Ordinance, as
it applies to the zoning of Lot No 81 in Walnut Second Addition to the city of South Bend, Indiana, changing its
classification from "B" Residence District and "A" Height Area District to "C" Commercial and "tP Height and Area.

Petition of Bishop John F. Noll by Rev. A. J. Wibbert to change the zoning of Lots No. 57 through 76 of Oak Park
Second Addition, which lots comprise the entire block bounded by Miami, Tubail, Male and Dayton Streets, from A
and C use district to B use district retaining the existing E height and area district, was given legal notice
under date of February 19, 1954, and public hearing before the City Planning Commission under date of March 4,
1954•
This change is recommended as petitioned for.

The ordinance was given first reading by title and second reading in full. Councilman Niezgodski made a motion
for suspension of rules. Councilman Muszynski seconded the motion. Motion carried by a roll.caall vote of
9 ayes - 0 nays.
The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays.

Gentlemen:
Petition of Edward and Lydia Deavel to change the zoning of Lot No. 4 as.shown on the recorded plat of Charles
Weidlerts First Addition from A residential and A height and area district to C commercial and 3) height and area
district was given legal notice under date of February 19, 1954, and given public hearing by the City Planning
Commission under date of March 4, 1954.
This property is more generally described as 2311 Miami. Street being on the 'rest side of Miami between Altgeld
and Ewring. This change is not recommended for the following reasons as transcribed from the Planning Commission
minutes of above date.
"1. There now exists more than-enough commercial zoning in the vicinity.
2. The extension of commercial zoning from its present line between Ewing
and Altgeld would be an unwarranted intrusion into a residential neighborhood
and would further tend to increase the traffic congestion along Miami.
39 There are ample residences in the vicinity that are now zoned commercial."

ORDINANCE
AN ORDINANCE AMENDING SECTIONS 50 9 AND 10 OF ORDINANCE NO.
3913 BY CREATING A NEW CLASS OF ELECTRICAL LICENSE, PRESCRIBING
REQUIREMENTS AND LICENSE PROVISIONS AND PROVIDING FOR AN
ELECTRICAL EXAMINING BOARD AND, REPEALING ALL ORMNANCES IN
CONFLICT HEREWITH.
The ordinance was given first reading by title only. ?councilman Hahn made a motion that the ordinance be laid
on the table. Councilman .Muszynski.. seconded. the motion. Motion_. carried.
UNFINISHED BUSINESS
Councilman Korpal made a motion that the Warm Air.Heating Ordinance be referred to a special committee, namely,
Councilmen Hahn, Korpal, Glass and Niezgodski, to meet next Monday evening at 7:30 Polo Councilman Bestle
seconded the motion: Motion carried.
Councilman Muszynski made a motion that the City Clerk draft a letter to the Federal Housing Administration,
Obagressman Crumpacker. and Senators Jenner and Capehart, requesting that the terminal date of the disposition of
World War II emergency housing projects in South Bend be postponed indefinitely because of the housing situation
in South Bend, which is critical. Councilman Korpal seconded the motion. Motion carried.
There being no further business before the Council, Councilman Mus2ynski made a motion to adjourn, which motion
was seconded by Councilman Hahn. Motion carried, and Council adjourned at 9 :42 P.M.
