President Erler presided. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be approved. Meetings of July 27th and August 3rd, 1953. WALTER C. ERLER SR. ) STANLEY C. KORPAL ) Committee W. A. HAHN } Councilman Glass made a motion that the report be accepted. Councilman Muszynski seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the 11hole to whom was referred "An Ordinance transferring funds from Police Department P -11 Salaries $3500900 to P -724 Motor Equipment; from Public Health Clinic U -342 Laundry and Cleaning $125.00 to U -38 General Supplies $125.00 and from U -343 Medical $185.00 to U -12 Temporary Help $185.00; all of the budget of 1953 of •the' Civil City of South Bend, Indiana% Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. W. A. HAHN, Chairman Councilman Niezgodski made a motion that the report be accepted. Councilman Korpal seconded the motion. Motion carried. REPORT OF CITY PLAN COMMISSION To the Common Council City of South Bend, Indiana 11 Gentlemen: Petition of Land Developers Co. Inc. for zoning a 7 -1/4 acre tract of land annexed to the City of South Bend by annexation Ordinance No. 3932,x,. residence and A height and area districts was given public hearing before the City Plan Commission at their regular meeting August 6, 1953• It is recommended that this area be zoned as petitioned for. This land is now a part of McKinley Terrace Addition, Section B. It is on the west side of Hickory Road south of Edison Road. Yours truly, D. Moomaw, Secy. Councilman Glass made a motion that.the report be accepted. Councilman Bestle seconded the motion. Motion carried. REGULAR AdEETING _ _ _ _ _ _ _ _ AUGUST 10TH, 1953 _ -- ORDINANCE NO. 3934 AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE N0. 3702. (7-1A Acre of land - McKinley Terrace - West side of Hickory Rd. South of Edison Rd.) The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion for suspension of rules. Councilman Hahn seconded the motion. Motion carried by a roll call vote of 9 ayes - 0 nays. The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. Councilman Korpal made a motion that a representative of the City Plan Commission appear before the Council relative to annexations and zoning ordinances with information as to location, accompanied with a map or sketch of the section in question. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE N0. 3935 AN ORDINANCE TRANSFERRING FUNDS FROM POLICE DEPARTMENT P -11 SALARIES $3500.00 TO P -724 MOTOR EQUIPMENT; FROM PUBLIC HEALTH CLINIC U -342 LAUNDRY AND CLEANING $125.00 TO U -38 GENERAL SUPPLIES $125.00 AND FROM U -343 MEDICAL $185.00 TO U -12 TEMPORARY HELP $185.00; ALL OF THE BUDGET OF 1953 OF THE CIVIL CITY OF SOUTH BEND, INDIANA. The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. ORDI NAN C� AN ORDINANCE APPROPRIATING $409000 FROM THE GENERAL FUND TO SANITATION DEPARTMENT AND $3300.00 FROM THE STREET AND TRAFFIC FUND TO STREET DEPARTMENT S -251 REPAIRS OF BUILDINGS AND STRUCTURES, DECLARING AN EMERGENCY, ALL OF THE BUDGET FOR 1953 OF THE CIVIL CITY OF SOUTH BEND, INDIANA. The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion that the ordinance be referred to the Committee of the Whole for public hearing on August 24th. Councilman Muszynski seconded the motion. Motion carried. UNFINISHED BUSINESS .A, number of residents appeared before the Council from the vicinity of 1600 block W. Dunham and Poland Streets relative to smoke and soot from switching engines. Mr. Irving Hurwich, City Attorney, read a communication stating that a new diesel engine would be put in operation at least two days a week. Councilman Niezgodski made a motion that the City Attorney contact Mr. Farabaugh that residents would prefer the operationrof the diesel on Monday and Tuesday. Councilman Muszynski seconded the motion. Motion carried. NEW BUSINESS Councilman Niezgodski made a motion that the Board of Public Works notify the Chicago South Shore Railway to repair their tracks along LaPorte and LaSalle Avenues with a permanent filling, and also repair the dip in the track in the-,1,1700 block of W. Orange St. Councilman Muszynski seconded the motion. Motion carried. Councilman Niezgodski made a motion that the Street Commissioner be instructed to restore the pavement at the intersection of-�'the alley in the 1000 block of Elliott St. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 8 ayes - 1 nay (Icahn). Councilman Glass made a motion that the Board of Public Works take necessary steps to correct inadequate catch basins in storm sewers in the vicinity of Playland Park along Lincolnway East. Councilman Hahn seconded the motion. Motion carried. There being no further business before the Council, Councilman Glass made a motion to adjourn which motion was seconded by Councilman Niezgodski.
