HomeMy WebLinkAbout06-22-53 Council Meeting MinutesREGULAR MEETING JUNE 22ND, 1953 Be it remembered that the Common Council of the City of South Bend, met in regular session in the Council Chamber, Monday, June 22nd, 1953, at 8:14 P.M., with all members present except Councilmen Pinter and Muszynski. President Erler presided* REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend; Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be approved. Meeting of June 8th, 1953. Councilman Niezgodski made a motion that the report be accepted. carried. HAHN ) Councilman Glass seconded the motion* Motion The undersigned, respectfully petition the Common Council of the City of .South Bend, as follows: e To re -zone the following described real estate..located in the City of South Bend, County of St. Joseph'�and State of Indiana, to wit: Lots 52, 53, 54 and 55 as shown on the recorded Plat of Baker and McHenry's Addition to the City of South Bend, from Class' "B" Residential District and Class "A" Height and Area District, to Class "D " Light Industrial District and Class 'IF " Height and Area District. 2. In support thereof, your petitioners submit the following: .A. That the lands adjacent to the above described premises are now zoned for commercial and light industrial use; z, B. .Tla.t the general character of the neighborhood in which the lands above described are situated is no longer suited for residential use; that commercial and light industrial use has already begun in the area dnd that the parcel described and the lands immediately adjacent thereto can best be used for light industrial use as in this petition prayed for. The power to re -zone being rested in the Common Council, this petition is, for the reasons above noted, being respectfully.submitted to you. HANS A. Councilman Hahn seconded the motion.,,_ Motion carried. r REGULAR MEETING JUNE 22ND,_1953 REPORT OF THE COIV!MITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An Ordinance transferring funds from Traffic Department, T -43, Traffic Materials. $1500.00 to T -726, Other Equipment; from City Plan Commission, 11 Services Personal, $980.00 to City Plan Commission, 55 Subscriptions and Dues, $500.00, 214 Telephone and Telegraph, $30900, 216 Travel Expenses, $100.00 and 242 Photograph and Printing, $350.00; all of the budget of 1953 of the Civil City of South Bend, Indiana ". Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. W. A. HAHN, Chairman Councilman Niezgodski made a motion that the report be accepted. Councilman Korpal seconded the motion. Motion carried. REPORT FROM TRAFFIC ENGINEER Common Council City of South Bend, Indiana Re: Traffic Signal Installation Gentlemen: at Sheridan and Western Avenue. On June 2, 1952 a request was made to the LaPorte District office of the State Highway Commission for the installati.on'of a traffic signal at Sheridan and Western Avenue as a result of, a petition filed with the Board of Public Works and Safety on May 22, 19529 The gathering of data, by the State, necessary to reach a decision in the matter was somewhat delayed at that time due to the closing of Western Avenue between Olive and Kosciusko Streets for widening and improvement. I discussed this matter over the telephone with Mr. N. F. Schafter, Director of Traffic for the State Highway Commission, last Tuesday, June 16, 1953, and he informed me that all the necessary data has been gathered and that the signal is being recommended for installation to the Highway Commission. From all indications we should have a definite decision in the matter within the next two or three weeks. EHMfmaf Yours very truly, ERNEST H. Motion carried. The ordinance was given third reading and passed by a roll call vote of 7 ayes - 0 nays - 2 absent (Councilmen Pinter and Muszynski.). ORDINANCE N0. 3931 AN ORDINANCE RATIFYING A CONTRACT BETWEEN THE CITY OF SOUTH BEND, INDIANA, THE BOARD OF COMMISSIONERS OF ST. JOSEPH COUNTY, INDIANA, AND THE BOARD OF PARK COMMISSIONERS OF SOUTH BEND, INDMA FOR THE EXCHANGE OF CERTAIN REAL ESTATE. The ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion for suspension of rules. Councilman Korpal seconded the motion. Motion carried by a roll call vote of 7 ayes - 0 nays - 2 absent (Councilmen Pinter and Muszynski). The ordinance was given third reading and passed by a roll call vote of 7 ayes - 0 nays - 2 absent (Councilmen Pinter and Muszynski). NEW BUSINESS Dr. Carter, Health Officer, appeared before the Council to explain the outbreak of "amebiasis" which is affecting possibly as high as 70 per cent of the employees of the South Bend works of the Singer Manufacturing Company and causing a serious community public health situation. Councilman Glass made a motion that Dr. Carter be given a vote of confidence of the Council in his -effort to curb the above situation. Councilman Hahn seconded the motion. Motion carried. (Continued) REGULAR MEETING JUNE 22ND. 1953 Councilman Niezgodski made a motion that the Clerk notify Mr. G. A. Farabaugh, Attorney for the New York Central Railroad System, and request him to bring divisional officials from Chicago to the next Council meeting on July 13th at 8:00 P.M. to discuss the smoke and cinders from the switch engines in the vicinity of the 1600 block of West Dunham Street. Councilman Bestle seconded the motion. Motion carried. There being no further business before the Council, Councilman Hahn made a motion to adjourn, which motion was seconded by Councilman Glass.
