HomeMy WebLinkAbout06-08-53 Council Meeting MinutesREGULAR MEETING JUNE 8TH, 1953 Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chamber, Monday, June 8th, 1953, at 8 :14 P.M., with all members present. President Erler presided. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend; Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. REPORT OF CITY CONTROLLER OF THE CITY OF SOUTH BEND, INDIANA, FOR THE MONTH OF APRIL, 1953. Councilman Bestle seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An Ordinance of the City of South Bend, Indiana, appropriating the-sum of One Hundred Fifty Thousand Dollars ($150,000.00) to be applied on the cost of acquisition of land and equipment necessary for the collection and disposal by said City of garbage in said City, and expenses incurred in connection therewith ". Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. W. A. HAHN, Chairman Councilman Niezgodski made a motion that the report be accepted. Councilman Bestle seconded the motion. Motion carried. REGULAR MEETING REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bendt Your Committee of the Whole to whom was referred "An Ordinance transferring funds from Q -11, Services Personal, Fire Department, To Q -724, Motor Equipment, Fire Department, in the amount of $16,700904; an emergency appropria of $3,200.00 from General Street and Traffic Fund to S -251, Repairs of Buildings and Structures, Street Depart- ment, of the budget of 1953 of the Civil City of South Bend, Indiana ". Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. W. A. HAHN, Chairman. Councilman Glass made a motion that the report be accepted. Councilman Korpal seconded the motion. Motion carried. REPORT FROM CITY PLAN COMMISSION To the Common Council City of South Bend, Indiana Gentlemen::: Petition of Portage Realty Corporation for change of zoning of a tract of unplatted land south of Elwood Ave. and between the property owned by Drewrys' Ltd. U.S.A. Inc* and the right of way of the New York Central Ry. from "B" residence and 'B" height and area districts to eU" Commercial and "D" height and area districts was given public hearing before the City Plan Commission at their regular 'meeting June 4, 1953. REPORT OF CITY PLAN COMMISSION To the Common Council City of South Bend, Ind. Gentlemen: Petition of Earl G• and Mildred A.-Smith for change of zoning of Lots No. 266, 267 and 268 in D. M. Shively.ts Addition was given public hearing before the City Plan Commission at their regular meeting on .June 4th, 19539 This change is not recommended. Yours truly, D. Moomaw, Secy. Motion carried* ORDINANCE NO. 3926 AN ORDINANCE OF T -HE CITY OF SOUTH BEND, INDIANA AUTHORIZING THE ISSUANCE AND SALE OF BONDS OF SAID CITY FOR THE PURPOSE OF PROVIDING FUNDS TO BE APPLIED ON THE COST OF ACQUISITION OF THE NECESSARY LAND AND EQUIPMENT FOR THE COLLECTION AND DISPOSAL OF GARBAGE IN SAID CITY, AND EXPENSES INCURRED IN CONNECTION THEREWITH. The ordinance was given third reading and assed by a roll call vote of 8 ayes (Councilmen Erler, Alford,. Korpal, Pinter, Bestle, Niezgodski, Glass and Hahn - 1 nay (Councilman Muszynski). ORDINANCE AN ORDINANCE TRANSFERRING FUNDS FROM TRAFFIC DEPARTMENT, T-439 TRAFFIC MATERIALS,,$1500.00 TO T -726, OTHER EQUIPMENT ;.FROM CITY PLAN COMMISSION, ll SERVICES.PERSONAL, $980.00 TO CITY PLAN COMMISSIOA,;65 SUBSCRIPTION AND DUES, $500.000 214 TELEPHONE AND TELEGRAPH, $30.00, 216 TRAVEL EXPENSES, $100.009 AND 242 PHOTOGRAPH AND PRINTING, $350.00; ALL OF THE BUDGET OF 1953 OF THE CIVIL CITY OF SOUTH BEND, INDIANA. The ordinance was given ft st reading by title and second reading in full. Councilman Niezgodski made a motion that the ordinance be referred to the Committee of the Whole for public hearing on June 22nd, 1953. Councilman Korpal seconded the motion. Motion carried. .UNFINISHED BUSINESS Mrs, Edmund Spychalski, 1631 W. Dunham St., appeared before the Council and stated that locomotives are still smoking up their washings• Councilman Muszynski made a motion that the engine numbers and time of day be reported to the Traffic Engineer. Councilman Korpal seconded the motion. Motion carried. Mr. George Cesavies, 239 N. Edison and other residents of the Garden. Village addition north of Western Ave. at Sheridan, appeared before the Council to inquire ghat has been done about the petition filed with the Board of Public Works relative to the instillation of a traffic siggal at Western and Sheridan Avenues. Councilman. Niezgodski made a motion the Traffic Engineer check the above matter and --give a report to the Council on June 22nd. Councilman. Korpal made an amendment to the motion that the traffic singal be considered an emergency because of the new school in that vicinity. Councilman Muszynski seconded the motion. Motion carried. NEW BUSINESS Councilman: Niezgodski made a motion that the City Attorney prepare an ordinance limiting the times at which householders ,can burn waste materials, leaves, and grass in their yards. Councilman Muszynski seconded the motion. -Motfon carried.' There being no further business before the Council, Councilman.
