President Erler presided. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An Ordinance amending Ordinance No. 3702 commonly known as the Zoning Ordinance% Respectfully report that they have examined the matter and that in their opinion this ordinance be held in the Committee of the Whole until the next meeting on April 13th. REGULAR MEETING REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: MARCH 23RD. 19 Your Committee of the Whole to whom was referred "An Ordinance transferring monies from M -216, Building Depart- ment, Traveling Expense, Electrical Department, $100.00 to M -711, Properties for Electrical Department (to purchase T.V. testing equipment); from P -11, Police Salaries, $294.30 to E -11, Office of City Judge Salary of Bailiff (to bring salary up to 9f increase for 1953); from L -724, Engineer Properties, $1300.00 to ngineer L-11, Services Personal (for hiring summer -time draftsman); from P -11, Police Department, Services Personal, $2500.00 to P -334, Police Department, Other Garage and Motor Supplies ". Respectfully report that they have examined the matter and that in their opinion this ordinance be held in the Committee of the Whole until the next meeting on April 13th* W. A. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An Ordinance for safeguarding persons and property and promoting the welfare of the public: creating the office of electrical inspector and prescribing his duties: establishing standards for electrical equipment and for its installation and requiring conformity therewith: making it' unlawful to undertake the installation of electrical equipment without a permit therefore, and creating an electrical examining board and a board of review and prescribing their duties: providing for the licensing of persons-, firms, and corporations undertaking the installation of electrical equipment, and operators of moving picture projectors, and electrical contractors and dealers in electrical equipment, and making it unlawful to undertake the installation of electrical equipment or operation of moving picture projectors.,without a license except as otherwise provided: providing penalties for the violation of this ordinance, and repealing all ordinances an garts of ordinances in conflict herewith% Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council favorable as amended, and that the report be accepted* W. ORDINANCE NO. 3912 (AS .FENDED) AN ORDINANCE APPROPRIATING ALL PARKING METER FEES AND FUNDS TO THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE USES AND PURPOSES SET FORTH THEREIN IN ACCORDANCE WITH CHAPTER 236 OF THE ACTS OF THE GENERAL ASSEMBLY OF THE STATE OF INDIANA OF 1945, AS AMENDED BY CHAPTER 303 OF THE ACTS OF THE GENERAL ASSEMBLY OF 1951• Councilman Korpal made a motion that the ordinance be amended by striking out 1100 meters and inserting "500 meters" at $23,000.00 and the difference of $27,600.00 be transferred to the Street and Traffic Fund, making the total $52,600.OQ instead of $25,000.00. Councilman Muszynski seconded the motion. Motion carried. The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (Councilman Bestle). ORDINANCE NO. 3914 AN ORDINANCE AUTHORIZING THE SALE OF PERSONAL PROPERTY OWNED BY THE CITY OF SOUTH BEND, INDIANA. (160 Shares of the Stock of South Bend Mfg. Co.) The ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion for suspension of rules. Councilman Kor a1 seconded the motion. Motion carried by a roll call vote of 8 ayes - 0 nays - 1 absent (Councilman Bestle5. The ordinance wasgiven third reading.and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (Councilman Bestle). REGUTAR MEETING MARCH 23RD, 1953 ORDINANCE AN ORDINANCE AMENDING SECTION 7 OF CHAPTER 4 OF GENERAL ORDINANCE NO. 3709 KNOWN AS THE 1949 MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA. The ordinance was given first reading by, title and second reading in full. Councilman Niezgodski made a motion that the ordinance be set for public hearing on April 13th. Councilman Glass seconded the motion. Motion carried by a roll call vote of 8 ayes - 0 nays - 1 absent (Councilman Bestle). Councilman Korpal made an amendment to the motion that the ordinance be referred to a special committee for further study and report to the Council. Councilman Muszynski seconded the motion. Motion carried. President Erler appointed Councilmen Korpal, Muszynski and Erler to serve on the special committee. ORDINANCE AN ORDINANCE AMENDING CERTAIN SECTIONS OF ORDINANCES N0. 3571 AND NO. 3537 (AS AMENDED) BEING ORDINANCES PERTAINING TO HEATING SYSTEMS AND AIR CONDITIONING SYSTEMS, REGULATION, REPAIR AND INSTALLATION THEREOF AND CONCERNING LICENSING AND CLASSIFICATION OF CONTRACTORS AND INSPECTION OF SAME. The ordinance was given first reading by title and second reading in full. Councilman Niezgodski made a motion that the. ordinance be referred to the Committee of the Whole for public hearing on April 13th. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE TRANSFERRING MONIES FROM 5 -13, EXTRA AND OVERTIME, TO 5 -11, SALARY OF ASSISTANT FOREMEN, $622.40, AND ESTABLISHING AN HOURLY RATE: FROM P -11, POLICE DEPARTMENT SALARY TO P -261, MECHANICAL ASSISTANCE, $396.00, ALL OF THE BUDGET FOR THE YEAR 1953 OF THE CIVIL CITY OF SOUTH BEND, INDIANA. The ordinance was given first reading by title and second reading in full. Councilman Niezgodski made a motion that the ordinance be referred to the Committee of the 'Whole for public hearing on April 13th. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING SECTION 36a OF CHAPTER 29 OF GENERAL ORDINANCE NO. 3709 KNOWN AS THE 1949 MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA. The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion that the ordinanc'G be referred to a special committee for further study and report to the Council. Councilman Niezgodski seconded the motion. Motion carried. President Erler appointed Councilmen Korpal, Hahn and Pinter to serve on the special committee. RESOLDT ION WHEREAS, The South Bend Central High School Basketball Team has attained state -wide recognition as the winner in The State Tournament, ai.d WHEREAS, The City of South Bend is honored by the favorable publicity generated by The Team's accomplishments, and WHEREAS, The success of any collective effort, in the field of sports as well as any human endeavor, depends upon unselfish team work, which is the very essence of the American Way, NOW, THEREFORE, BE IT RESOLVED: That the Common Council of The Civil City of South Bend, Indiana, for itself and on behalf of The City Administration and for the entire citizenry of said City, do hereby congratulate and commend The South Bend Central High School Basketball Team, Coaches, School Officials and Advisers, upon their attainment of The State Championship in the highest and best tradition of American sportsmanship. UNFINISHED BUSINESS Mr. Arthur Goulet, Attorney for property owners on So. Franklin Ste between Garst and Broadway, appeared before the Counc, l relative to plant workers parking in front of their homes. Councilman Muszynski. made a motion that the Board of Public Works notify the Traffic Engineer and Police Depart- ment to enforce the two -hour parking limit on So. Franklin Ste Councilman Korpal made an amendment to the motioi that the Traffic Engineer investigate why the signs have been removed on Liricbn.Ave* from Johnson St. West and report back to the Council on April 13th. Councilman Niezgodski seconded the motion. Motion carried. M9 REGULAR MEETING MARCH 23RD, 1953 NEW BUSINESS Mrs. Willie Mae Stewart, 1215 E. Bissell St., and Mrs. Florine Kohler, 1315 E. McKinley Ave., Mishawaka, a member of the St. Joseph County Industrial Union Council, CIO, spoke in behalf of low income Negroes and urged the Council to approve the Maggies Court federal housing project. Councilman Korpal made a motion that their plea be referred to the Public Improvement Committee consisting of Councilmen Alford, Pinter and Erler, and that the report of Mrs. Stewart be accepted and placed on file. Councilman Muszynski seconded the motion. Motion carried. There being no further business before the Council, Councilman Niezgodski made a motion to adjourn, which motion was seconded by Councilman Hahn.
