Be it remembered that the Common Council of the City of South Bend, Indiana, met in thp-Commi.ttee of the Whole
meeting in the Council Chamber, Monday, March 23rd, 1953, at 8 :02 P.M., with all members present except Counci"
Bestle., Chairman Hahn presided.
ORDDINANCE
"An Ordinance amending Ordinance No. 3702 commonly known as the Zoning Ordinance ". Councilmai Korpal made a
motion that the ordinance be held in the Committee of the Whole until next meeting on April 13th, Councilman.
Niezgodski seconded the motion. Motion carried. (Lot 20 in Sommers Addition).
ORDINANCE
"An Ordinance transferring monies from M -216, Building Department, Traveling Expense, Electrical Department,
$100.00 to M -711, Properties for Electrical Department (To purchase T.V. Testing Equipment); from P -11, Police
Salaries, $294.50 to E -11, Office of City Judge, Salary of Bailiff (To bring salary up to 9/ increase for 1953);
from L -724, Engineer Properties, $1300.00 to Engineer L -11, Services Personal (for hiring summer -time draftsman);
from P -11, Police Department, Services Personal, $2500.00 to P -334, Police Department, Other Garage and Motor
Supplies ",
Councilman Glass made a motion that the ordinance be held..in the Committee of the Whole until next meeting on
April. 13th. Councilman Korpal seconded the motion. Motion carried.
REPORT, OF COMMITTEE
Your Committee on Ordinance for Electrical Code recommends to the Council that the Ordinance be adopted as
amended. We herewith submit to the Council the Ordinance submitted to the Council and which has had 1st and 2nd
reading, also a copy of Ordinance showing amendments marked in the Ordinance after it has had lst and 2nd reading,
also a copy of Ordinance as amended prepared for passage*

ORDINANCE N0. 3913 (AS AMENDED)
"An Ordinance for safeguarding persons and property and promoting the welfare of the public: creating the office
of Electrical Inspector and prescribing his duties: establishing standards for electrical equipment and for its
installation and requiring conformity therewithr making it unlawful to undertake the installation of electrical
equipment without a permit therefore, and creating an electrical examining board and a board of review and
prescribing their dutiest providing for the licensing of persons, farms, and corporations undertaking the
installation of electrical equipment, and operators of moving picture projectors, and electrical contractors
and dealers in electrical equipment, and making it unlawful to undertake the installation of electrical equipment
or operation of moving picture projectors without a license except as otherwise providedt providing penalties
for the violation of this ordinance, and repealing all ordinances and parts of ordinances in conflict herewith%
Councilman Muszynski. made a motion that the ordinance go to the Council favorable as amended, and that the report
of the Committee be accepted. Councilman Niezgodski seconded the motion. Motion carried.
There being no further business °before the Committee of the Whole, Councilman Korpal made a motion to adjourn,
which motion was seconded by Councilman Muszynski. Motion carried, and the Committee of the Whole meeting
adjourned at 8 :43 P.M.
