President Erler presided. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bends Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspect the"minutes• of the previous meeting of the Council and found them correct. REPORT OF THE COMMITTEE OF THE MOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An Ordinance transferring monies from Engineering Department L-724, Motor Equipment, $502, to L -214 Telephone & Telegraph, $50; from Fire Department Q -11, Salaries, $500 to Q -262, Medical Services, $400 and to Q -344, Medical Supplies, $100; from Police Department P -11, Salaries, $3,000 to Board of Public Works & Safety, H -221A, Street Lights and Traffic Signals, $3,000, all of the budget for the year 1952 of the Civil City of South Bend, Indiana* Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. ORDINANCE AN ORDINANCE FOR SAFEGUARDING PERSONS AND PROPERTY AND PROMOTING THE WELFARE OF THE PUBLIC, CREATING THE OFFICE OF ELECTRICAL INSPECTOR AND PRESCRIBING HIS DUTIES:: ESTABLISHING STANDARDSFOR ELECTRICAL EQUIPMENT AND FOR ITS INSTALLATION AND REQUIRING CONFORMITY THEREWITH: MAKING IT UNLAWFUL TO.UNDERTAKE THE - INSTALLATION OF ELECTRICAL EQUIPMENT WITHOUT A PERMIT THEREFOR, AND CREATING AN ELECTRICAL EXAMINING BOARD AND A BOARD OF REVIEW AND PRESCRIBING THEIR DUTIES: PROVIDING FOR THE LICENSING BY THE ELECTRICAL EXAMINING.BOARD OF PERSONS, FIRMS, AND CORPORATIONS UNDERTAKING THE INSTALLATION OF ELECTRICAL EQUIPMENT, AND OPERATORS OF MOVING PICTURE PROJECTORS, AND ELECTRICAL CONTRACTORS AND DEALERS IN ELECTRICAL EQUIPMENT, AND MAKING IT UNLAWFUL TO UNDERTAKE THE INSTALLATION OF ELECTRICAL EQUIPMENT OR OPERATION OF MOVING PICTURE PORJECTORS WITHOUT A LICENSE EXCEPT AS OTHERWISE PROVIDED: PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH. Councilman Niezgodski made a motion that the ordinance be help up until the next Council meeting on December 8th. Councilman Muszynski seconded the motion. Motion carried. RESOLUTION AUTHORIZING CERTAIN PAYMENTS TO BE MADE TO SALARIED CITY EMPLOYEES. WHEWAS, the City oT South Bend, Indiana, is approaching the close of its fiscal year, and WHEREAS, the office of the City Controller-will be required to make numerous payments and close its numerous and complicated accounts; and, WHEREAS, it is desirable that the work of said office be simplified when possible; now, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana; SECTION 1. That all salaried officers and employees -of the City shall be paid their salaries for month of December, 1952, on the 20th day of said month. SECTION 2. The Controller of the City of South Bend is hereby authorized to make said salary payments upon said date. SECTION 3. This Resolution shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. Percy Alford Member of the Common Council Councilman Niezgodski made a'motion for the adoption of the Resolution. Councilman Korpal seconded the motion. Motion carried by a roll call vote of 9 ayes - 0 nays. RESOLUTION WHEREAS, studies show that motor vehicle registration in the South Bend area has increased more than 53 per cent in the past 10 years, and that automobile usage has increased over 174 per cent in the same period, and WHEREAS, serious parking restrictions have been imposed by the City of South Bend to combat the rising traffic problems in the City, and WHEREAS, ft ther parking restrictions and other traffic improvements are in order in the immediate future to cope with the problem of traffic congestion, and, YEREAS, lack of adequate "on- street" parking facilities is causing serious inconvenience for the motoring public, and threatening the economic structure of our community, and WHEREAS, the general motoring public of South Bend, as well as retail merchants, labor unions, business organizations, and minority groups of the city have demanded immediate attention to the parking problem in South Bend in petitions bearing over 9,000 signatures, (CONTINUED) 833 L REGULAR MEETING NOVEMBER 24TH9 1952 RESOLUTION (CONTINUED) THEREF04E, BE IT RESOLVED, that the City of South Bend, through the City Council, appropriate such funds as may be necessary from un- pledged parking meter revenue for the hire of a professional and unbiased parking consultant agency, on a bid basis, to conduct a specific study of the city's parking problem and parking needs in ALL suspected critical parking areas within the city of South Bend, and show NO favoritism for any one business segment of our community, and BE IT FURTHER RESOLVED, if the parking study discloses serious parking needs, that the City of South Bend undertake the development of "short -term" off- street parking facilities, with private enterprise given the first opportunity and every consideration in leasing and operating these off - street parking facilities. Resolved on this day, Monday, October 27, 1952, in the City of South Bend, Indiana. SIGNED W. A. Dan Clark, Restaurateur; Don Wiggins, representing the Industrial Organizations; Eli Miller, Director of Safety Council of the Association of Commerce; Harry Pryweller, owner of the New York Fur Shop, and George N. Beamer• The following opponents appeared before the Council opposing the foregoing resolution: Messrs. Stanley Harmacinski, 1915 Riverside Drive; Doyt Allen; Forrest Harter, 1818 N. O'Brient St.; J. E. Langhan, 511 Harrison. Acenue and Eli Seebirt. By roll call vote, the resolution was lost by 0 ayes - 9 nays. UNFINISHED BUSINESS: Councilman Hahn made a motion that the Traffic Engineer and City Attorney investigate the parking of trucks blocking the street at the following locations and take immediate steps to correct this condition and report back to the Council at its next meeting on December "8th Armour's, So. Chapin St.; Radio Equipment Co., W. Stull St.; Robertsonts Warehouse, Wayne St.; Malleable Steel & Range Co., So. Cherry St.; and A & K Food Distributors, Inc., So. Fellows St. Councilman Korpal seconded the motion. Motion carried. NEW BUSINESS: Councilman Glass made a motion that the City Attorney prepare a bill for introduction at the next meeting on December 8th relative to trucks passing through South Bend not attempt to overtake and pass other vehicles* Councilman Hahn seconded the motion. Motion carried. Y. There being no further business before the Council, Councilman Niezgodski made a motion to adjourn, which motion was seconded by Councilman Hahn.
