Motion carried. 835 REGULAR MEETING NOVEMBER 10TH, 1952 PETITION TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, COUNTY OF ST. JOSEPH, STATE OF INDIANA. The petitioner, Lamar Austin, of the City of South Bend, County of St. Joseph and State of Indiana, represents :. 1. That he is the owner of the following described real estate in St. Joseph County, Indiana, to wit: Part of Lot 1025 LaSalle Park 2nd Addition, described as follows:- Beginning at the South East Corner of said tract, thence West 40 feet, thence North 120 feet, thence East 40 feet, thence South 120 feet to the place of beginning, and that it is a vacant lot on the North West corner of Washington and Illinois Streets in the City of South BSnd. 2. REPORT OF COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An Ordinance transferring monies from H -58 -B, Office of the Board, Building Contingencies, $750 to H -214, Telephone & Telegraph and from Q -341, Fire Department, Clothing & Household, $50 to Q -211, Freight & Express's'. Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. WM. A. REPORT OF CITY PLAN COMMISSION To the Common Council City of South: Bend, Indiana Gentlemen: Petition of George W. Williams, et, al. for change of zoning of Lots No. 60 to 75 inclusive in Nest End Addition was given public hearing before the City Plan Commission at its regular meeting September 4, 1952. It was brought out in the hearing that the objective sought in this change was the control of the use of two lots on Lawton- Street at Fremont Street which are now in industrial'use. The owners of these lots did not sign the petition. A change to residence district would not accomplish what they desire in this case. This change is not recommended. Yours truly. D. ORDINANCE NO. 3897 AN ORDINANCE TRANSFERRING MONIES FROM H -58 -B, OFFICE OF THE BOARD, BUILDING CONTIGENCIES, $750 TO H -214, TELEPHONE & TELEGRAPH AND FROM Q -341, FIRE DEPARTMENT, CLOTHING & HOUSEHOLD, $50 TO Q -211, FREIGHT & EXPRESS. The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. ORDINANCE NO. 3898 - AN ORDINANCE APPROPRIATING FROM THE ESTIMATED PARKING TJETER FUND FOR 1952 THE SUM OF $5,000 FOR THE PURCHASE OF PARKING METERS. The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion for suspension 6f:,rules. Councilman Hahn seconded the motion. Motion carried by a roll call vote of 9 ayes - 0 nays. The ordinance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. REGULAR MEETING NOVEMBER 10TH, 1952 ORDINANCE AN ORDINANCE TRANSFERRING MONIES FROM ENGINEERING DEPARTN�,'NT L -724, MOTOR EQUIPTENT, $50,TO L -214 TELEPHONE & TELEGRAPH,, $50; FROM FIRE DEPARTMENT Q -11, SALARIES, $500 TO Q -2629 MEDICAL SERVICES, $400 AND TO Q -344, MEDICAL SUPPLIES, $100; FROM POLICE DEPARTMENT P -110 SALARIES, $3,000 TO BOARD OF PUBLIC WORKS AND SAFETY, H- 221A, STREET LIG'BTS AND TRAFFIC SIGNALS, $3,000, ALL OF THE BUDGET FOR THE YEAR 1952 OF THE CIVIL CITY OF SOUTH BEND, INDIANA. The ordinance was given first reading by title and second reading in full. Councilman IvIuszynski made a motion that the ordinance be referred to the Committee of the Whole for public hearing on November 24th. Councilman Niezgodski seconded the motion. Motion carried. RESOLUT ION BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, that the Contract heretofore entered into by and between the Board of Public Works and Safety of the City of South Bend, Indiana, and the Gamewell Company of Newton, Massachusetts, for the police signal system, for the contract price of $9966.60 is confirmed and approved. C1oyd Bestle Sr. Member of the Uommon Council Councilman Korpal made a motion for the adoption of the Resolution. Councilman Bestle seconded the motion. Motion carried by a roll call vote of 9 ayes - 0 nays. RESOLUTION WHEREAS, the Board of Public Works and Safet of the City of South Bend, Indiana has heretofore unanimously adopted a Resolution determining that it ishe best interest of the citizens of South Bend, Indiana that system for the collection and disposition of garbage and trash throughout the municipal government institute a the City, and WHEREAS, a preliminary study of the subject has been informally made by the members of this Council, and WHEREAS, it appears.that the best interests of the people of South Bend will be served by municipal collection of garbage and trash, BE IT THEREFORE RESOLVED by the Common Council of the Civil City of South Bend, Indiana that the proper legal officers of said City be directed to take such steps as may be required to formulate a specific program for municipal collection and disposition of trash and garbage in the City of South Bend, Indiana and to take such further steps as may be required to implement and finance said project. k— 1P W. C. W. Brown, 1317 So. 30th St., William`Urganski, 1710 N. College St., William LaSalle, 4123 Sunset Place, John Marshall, 1301 N. Lafayette Blvd., Staley Kaminski, 601 N. Studebaker St., Axel Anderson, 813 Sherman Ave., and Mrs. Bernard Walton, 1144 Kessler Blvd., Mrs..Harry May, 1001 Hudson Ave., Mrs. Elmer Navarre, 1408 Mishawaka Ave., Mrs. Frank Dvoracek, 1809 S. Pulaski St., and Miss Mary Alice Buswell, 1812 S. Pulaski St. Councilman Niezgodski made a motion that the Resolution be tabled for further study. Councilman Muszynski seconded the motion. Motion carried. There being no further business before the Council, Councilman Hahn made a motion to adjourn, which motion was seconded by Councilman Muszynski.
