They therefore recommend that-the same be approved. Special Meeting October 15th, 19529 WALTER C. ERLER, SR. ) STANLEY C. KORPAL ) Committee W. A. HAHN ) Councilman Niezgodski made a motion that the report be accepted. Councilman Muszynski seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An Ordinance designating West Ewing Avenue a boulevard from Franklin Street to Gertrude Street% Respectfully report that they have examined the matter and that in their opinion the ordinance designating West wring Ayenue a boulevard be amended to read from Franklin Street to Prairie Avenue (Route 23), striking out GertrudeeStreet9 and the ordinance be apprdved as amended and go to the Council favorable. W. A. HAHN, Chairman Councilman Glass made a motion that the report be accepted. Councilman Korpal seconded the motion. Motion carried. REPORT OF THE CON21ITTEE OF.THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred to "An Ordinance transferring monies from P -11, Police Depart- ment, Services Personal $5,200 to P -38, General Supplies, $200; P -724, Motor Equipment, $5,000, and from V -11, Electrical Department, ervices Personal, $1,394.14 and from V -216, Traveling Expenses, $118.11 to V -724, Motor Equipment, $1,512.25, and from Q -11, Fire Department, Services Personal, $4,000 to Q -251, Repairs of Buildings, and Structures, $4,000, and from T -261, Traffic Department, Other Contractual Services, $300 to T -252, Repairs of Equipment, $300.00. Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. W. A. Councilman Muszynski seconded the motion* Motion carried. 4 REGULAR MEETING REPORT OF CITY PLAN COMMISSION To the Common Council City of South Bend, Indiana Gentlemen: OCTOBER 27TH, 1952 832 Petition for change of zoning of 51 lots in Oliver's Second Addition from light industrial to residence district was given public hearing at the regular meeting of the City Plan Commission September 4, 1952. As was disclosed at the hearing the objective sought by the petitioners is the control of traffic through the streets of that area rather than control of the use of the property. The City Plan Commission is not in position to control or to authorize the control of street traffic. This change is not recommended. Yours truly, D. Moomaw, Secretary Councilman Korpal made a motion to amend original petition for rezoning of 51 lots to include six lots that were not included in original petition and to refer back to City Plan Commission. Councilman Muszynski seconded the motion. Motion carried. REPORT OF CITY PLAN COMMISSION To the Common. Council City of Soutli Bend, Indiana Gentlemen: To the Common Council City of South Bend, Indiana Ge nt 1 eme n: Petition of George W. Williams, et* al* for change of zoning of Lots No. 60 to 75 inclusive in West End Addition was given public hearing before the City Plan Commission at its regular meeting September 4, 1952. It was brought out in the hearing that the objective sought in this change was the control of the use of two lots on Lawton. Street at Fremont Street which are now in industrial use. The owners of these lots did not sign the petition. A change to residence district would not accomplish what they desire in this case. This change is not recommended. Yours truly, D. ORDINANCE NO. 3895'` (AS AMENDED) AN ORDINANCE DESIGNATING WEST E[NING AVENUE A BOULEVARD FROM FRANKLIN STREET TO PRAIRIE AVENUE (ROUTE 23). The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (Pinter). ORDINANCE AN ORDINANCE TRANFERRING MONIES FROM H -58 -B, OFFICE OF THE BOARD, BUILDING CONTINGENCIES, $750 TO H -214 TELEPHONE & TELEGRAPH AND FROM Q -341 FIRE DEPARTMENT., CLOTHING & HOUSEHOLD, $50 TO Q -211 FREIGHT & EXPRESS. The ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion that the ordinance be referred to the Committee of the Whole for public hearing on November 10th, Councilman Korpal seconded the motion. Motion carried. 833 REGULAR MEETING RESOLUTION OCTOBER 27TH, 1952 WHEREAS, studies show that motor vehicle registration in the South Bend area has increased more than 53 per cent in the past 10 years, and that automobile usage has increased over 174 per cent in the same period, and WHEREAS, serious parking restrictions have been imposed by the City of South Bend to combat the rising traffic problems in the City, and WHEREAS, further parking restrictions and other traffic improvements are in order in the immediate future to cope with the problem of traffic congestion, and, WHEREAS, lack of adequate "on- street" parking facilities is causing serious inconvenience for the motoring public, and threatening the economic structure of our community, and WHEREAS, the general motoring public of South Bend, as well as retail merchants, labor unions, business organizations, and minority groups of the city have demanded immediate attention to the parking problem in South Bend in petitions bearing over 9,000 signatures. THEREFORE, BE IT RESOLVED, that the City of South Bend, through the City Council, appropriate such funds as may be necessary from un- pledged parking meter revenue for the hire of a professional and unbiased parking consultant agency, on a bid basis, to conduct a specific study of the city's parking problem and parking needs in ALL suspected critical parking areas within the city of South Bend, and show NO favortism for any one business segment of our community, and BE IT FURTHER RESOLVED, if the parking study discloses serious parking needs, that the City of South Bend undertake the development of "short- term" off - street parking facilities, with private enterprise given the first opportunity and every consideration in leasing and operating these off - street parking facilities* Resolved on this day, Monday, October 27, 1952, in the City of South Bend, Indiana. Motion carried. UNFINISHED BUSINESS: Councilman Glass made a motion that the Board of Public Works put forth every effort to see that merchants of South Bend,d,p not sweep dirt into the street. Councilman Korpal seconded the motion. Motion carried. Y" Councilman Muszynski made a motion that the Clerk notify the Board of Public Works to clean out the cloak room in the Council Chambers. Councilman. Hahn seconded the motion. Motion carried. There being no further business before the Council, Councilman Muszynski made a motion to adjourn, which motion was seconded by Councilman Glass.
