President Niezgodski presided. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. KEMPER ) Councilman Sestle made a motion that the report be accepted. Councilman Glass seconded the motion. Motion carried. COMMUNICATION TO THE HONORABLE MEMBERS OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: November 279 1951 I have approved and subscribed to the above and foregoing Resolution after some hesitation and with definite reservations. This Resolution makes certain suggestions to the New City Administration which will take office January 1, 1952. This I consider inappropriate. The Resolution further emphasizes engineering plans for the: "Resurfacing of portions of Indiana Avenue" which I believe to be too vague and does not contemplate the full engineering plans for that particular highway. It does not refer to the East and West Sample Street proposed improvements, in my opinion being the prime project, although, as I mentioned in the foregoing, such suggestion is not timely. In addition to Sample Street and the proposals for Indiana Avenue there are other arterial highways such as LaPorte) Avenue which are of prime importance. The planning and the fulfilment of the program, as engineered, has had no political implications. Respectfully submitted, GEO. A. PETITION ` To the Honorable Common Council of the City of South Bend, Indiana: Gentlemen: The undersigned, being the owner, of Lots Numbered 272 28, 29 and 30 in Leeper's Second Addition to the City of of South Bend, Indiana, hereby respectfully petitions the Honorable Common Council for a change of zoning of said lots, from "BtD Residence and "B" Height and Area District, to "C" Commercial and "D" Height and Area District. Respectfully, Forest G. Hay Councilman Korpal made a motion that the petition be referred to the City Plan Commission. Councilman Erler seconded the motion. Motion carried. REGULAR MEETING DECEMBER 10TH, 1951 REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An Ordinance reducing certain items in the 1951 South Bend, Indiana, Municipal Civil City Budget and appropriating from the General Fund of said City the sum of Two Hundred Fifteen ($215.00) Dollars, to certain other budgetary item of the 1951 budget of said city, and declaring an extraordinary emergency`!. Respectfully report that they have examined the matter and that in their opinion the ordinance should be amended as follows: That in the title the words "sum of Two Hundred Fifteen(215.00) Dollars" shall read: "Sum of One Hundred Fifteen ($115.00) Dollars; That in Section 1 of. said Ordinance the figures $215.00 shall read: "$115.001"; That in Section 2 the words "sum of Two Hundred Fifteen ($215.00) Dollars" shall read: "Sum of One Hundred Fifteen ($115.00) Dollars; That in line 4 of said Section 2 the words "items" and "amounts " shall read: "Item and Amount "; And That the phrase "fW =216, Traveling Expense, $100.00 " in said Section 2 shall be stricken out and eliminated; That in line 1 of Section 3 of said Ordinance the word "monies " shall read "money ", and In line 2 of said Section 30 the word "are" to read "is "; and in line 5 of said Section 39 the word "appropriations" shall read "appropriation "; and with said amendments the Ordinance should go to the Council as favorable. STANLEY C. KORPAL, Chairman Councilman Kemper made a motion that the report be accepted. Councilman Bestle seconded the motion. Motion carried. REPORT OF CITY PLAN COMMISSION To the Common Council City of South Bend, Indiana Gentlemen: Petition of Charles Kish for change of zoning of lots 397 and 398 Vassar Park Addition was given public hearing by City Plan Commission December 6, 1951. REPORT OF CITY PLAN COMMISSION To the Common,Couneil City of South Bend, Indiana Gentlemen: Petition of Earl M. Rhoade etc. al. for change of zoning of Lots No. K, L, M, N, 0 in Wenger and Kreighbaum's Vistula Avenue Addition was given public hearing by the City Plan Commission on December 6, 1951. The City Plan Commission recommends that this change be made to C Commercial and E height and area district. Yours truly, D. (Lots on the westerly side of Lincoln Way East between the Grand Trunk Railway and Miami St.) The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion for suspension of rules. Councilman Korpal seconded the motion. Motion carried by a roll call vote of 8 ayes - 0 nays. The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. NOVEMBER 26, 1951, BETWEEN THE CITY OF SOUTH BEND, INDIANA, BY AND THROUGH ITS BOARD OF PUBLIC WORKS AND SAFETY, AND THE FABRIC FIRE HOSE COMPANY OF INDIANAPOLIS, INDIANA; AND CONTRACTS DATED DECEMBER 3, 1951, WITH CARL :REINKE & SONS; SCANLON ELECTRIC COMPANY, BOTH OF SOUTH BEND, INDIANA, AITD VIC TRIPPEL PLUMBING - HEATING COMPANY OF MISHAWAKA, INDIANA. The ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion for suspension of rules. Councilman Korpal seconded the motion. Motion carried by a roll call vote of 8 ayes - 0 nays. The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. RESOLUTION RESOLUTION AUTHORIZING.CERTAIN PAYMENTS TO BE MADE TO SALARIED CITY EMPLOYEES. WHEREAS, the dty of South Bend, Indiana, is approaching theefl,ns_e of its fiscal year, and WHEREAS, the office of the City Controller will'be required to make numerous payments and close its numerous and complicated accounts; and WHEREAS, it is desirable that the work of said office be situp- lifidd'when possible; nqw. THEREFORE, be it resolved by the Common Council of the City of South Bend, Indiana: Section 1. That all saiarred officers and employees of the City shall be paid their salaries for the month of December, 1951, on the 20th day of said month. Section 2. The Controller of the City of South Bend is hereby authorized to make said salary payments upon said date. Section 3. This Resolution shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. A. P. KE1t4PER Member of the Common Council Councilman Korpal made a motion that the resolution be adopted. Councilman Bestle seconded the motion. Motion carried. President Niezgodski thanked his colleagues for their cooperation and expressed hope that their successors "can be good Americans and work together like we did ". President Niezgodski then called upon several city officials and others whose work is associated with the council's activities, which included City Engineer Raymond S. Andrysiak, Water Works Attorney John S. Buczkowski, Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association, Inc., and City Attorney Frederick K. Baer. Mr. Baer introduced his successor, Mr. Irving Hurwich. Councilmen Kemper and Tellson also exphessed words of thanks to members of the Council and -others* There being no further business before the Council, Councilman Muszynski made a motion to adjourn, which motion was seconded by Councilman Bestle.
