HomeMy WebLinkAbout02-26-51 Council Meeting MinutesREGULAR MEETING FEBRUARY 26TH, 1951 Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chamber, Monday, February 26th, 1951, at 8:17 P.M., with all members present. President Niezgodski presided. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be approved.' Meeting of: February 13th, 1951. (Signed) Clem Niezgodski it Chester Muszynski it Stanley C. Korpal it A. Kemper Councilman Tellson :Wade a motion that the report be accepted. Councilman Muszynski seconded the motion. Motion carried. COMMUNICATION TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: WHEREAS, there are - seventeen salaried employees working for the Park Department of the City of South Bend, whose yearly salaries for the past three years have been in the amount set opposite each position on the schedule of pay attached hereto, and WHEREAS, requests have been made of the Board of Park Commissioners by said employees for an increase in their yearly rate of pay for reasons too obvious to enumerate, and WHEREAS, it is the desire of the Board of Park Commissioners to cooperate with its salaried employees to the end that each employee shall receive a wage commensurate with the ability, skill and industry required of him to adequately, properly and efficiently perform the duties of his particular job, and WHEREAS, certain duties heretofor performed by the caretaker at the Erskine Club House have been changed, thereby reducing his salary, and the duties of the Engineer at the Natatorium have been changed and payment for same changed to an hourly basis; thereby reducing the salaries in classification No. 11 by a greater amount than funds required for�,the salary increases. NON THEREFORE, the Board of Park Commissioners of the City of South Bend respectfully request your Honorable Council to take such action, if any,.as the law may permit and as in your judgment you may feel proper for an increase in the yearly pay of the salaried employees of the Park Department of the City of South Bend, as set forth in the attached schedule. (Signed) GEORGE KOCH, President Board of Park Commissioners Councilman Muszynski made a motion that the increase be granted to the employees of the Park Department. Councilman Tellson seconded the motion. Motion carried. Councilman Muszynski withdrew his motion. Councilman Tellson withdrew his second. Councilman Erler made a motion that the communication and proposed salary changes of the Park Department be referred to the City Attorney for study and to report back to the next meeting of the Council on March 12th. Councilman Tellson seconded the motion. Motion carried. REGULAR MEETING PETITION STATE OF INDIANA ) s s ST. JOSEPH COUNTY ) To the City Plan Commission for the City of South Bend, Indiana FEBRUARY 26TH. 1951 698 The undersigned, Leota Jordan, single and of adult age, hereby petitions for a change of zoning classification of the following described real estate in the City of South Bend, St. Joseph County, State of Indiana, to -wit: The Lot Numbered Eight (8) as shown on the recorded plat of C. R. Smith's First Subdivision to the City of South Bend, Indiana, from "A " Use District and "A" Height and Area District to "A -1 " Use District and "A " Height and Area District. In support of said petition, she respectfully shows to your Honorable Body that she is the owner in Fee Simple of the above- described real estate; that said plot is situated in the middle of the block on the west side of the 1100 block of Wilber Street, between Humboldt on the north and Vassar Street on the south. WHEREFORE, petitioner prays that the Plan Commission take appropni t-e_ ction to effectuate said zoning change and files herein a proposed form of'�'ordinance for submission to' the Common Council of the City of South Bend, State-of Indiana. Jordan, hereby petitions for a change of zoning classification of the following described real estate in the City of South Bend, St. Joseph County, State of Indiana, to wit: The South one -half (.._) of Lot Numbered Seven (7) as shown on the recorded plat of C. R. Smith's First Subdivision to the City of South Bend, Indiana, from "A " Use - District and "A" Height and Area District to "A -1" Use District and "A" Height and Area District. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: February 26th, 1951 Your Committee of the Whole to whom was referred "An Ordinance appropriating from the General Fund of the Civil City of South Bend, Indiana, the sum of Four Thousand Five Hundred ($4,500.00) Dollars, to the Office of the Board, and declaring an extraordinary emergency ". Respectfully report that they have examined the matter and that in their opinion this ordinance should remain in the Committee of the 'Whole until the next meeting of the Committee on March 12th for further consideration. STANLEY C. KORPAL, Chairman Councilman Kemper made a motion that the report be accepted: Councilman Glass seconded the motion. Motion carried. ORDINANCE NO. 3800 AN ORDINANCE APPROVING A CONTRACT MADE AND ENTERED INTO ON BEHALF OF THE CITY OF SOUTH BEND, INDIANA, BY AND THROUGH THE BOARD OF PUBLIC WORKS AND SAFETY, AND THE BURROUGHS ADDING MACHINE COMPANY, $2,622.50; ALSO A CONTRACT MADE AND ENTERED INTO ON BEHALF OF THE WATER WORKS DEPARTMENT OF THE CITY OF SOUTH BEND, INDIANA, BY AND THROUGH THE BOARD OF WATER WORKS COMMISSIONERS, AND THE LAYNE - NORTHERN COMPANY, INC., $17,633.00. The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion for suspension of rules. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 8 ayes - 0 nays. The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. REGULAR MEETING FEBRUARY 26TH, 1951 ORDINANCE AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND OF THE CIVIL CITY OF SOUTH BEND, INDIANA, THE SUM OF SIX HUNDRED ($600.00) DOLLARS, TO THE PUBLIC HEALTH CLINIC, DEPARTMENT OF HEALTH, AND DECLARING AN EXTRAORDINARY EMERGENCY. The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion that the ordinance be referred to the Committee of the Whole for public hearing on March 12th. Councilman Muszynski seconded the motion. Motion carried. UNFINISHED BUSINESS Councilman Muszynski made a motion that the Clerk notify the Board of Public Works to contact the New York Central system regarding the condition of crossings at Sample and Ford Streets, and that switch engines are polluting the air in the West Ford Street crossing area. Councilman Korpal seconded the motion. Motion carried. Mr. John Bowman, Superintendent of the Studebaker Power Plant, appeared before the Council relative to fog from the plant's steam table and spray pond and stated that the company would investigate the possibility of moving at least part of the equipment. NEW BUSINESS Residents'in the vicinity of the Studebaker Corporation appeared before the Council relative to the parking, situation in front of their homes. Asst. Police Chief Richard J. Gillen informed them that two officers were assigned -An the area and a record was kept of all tickets issued by these officers. Mr. Charles Anderson,-- 1031.Talbot, Avenue, appeared before the Council relative to bus service on the Corby Street bus line. Mr. Ande`.,,on�s tated that busses were not running on schedule and proper signs were not placed on them. Councilman Tellsoil made a motion that the Clerk notify the Board of Public Works to contact officials of the bus company relative to service rendered on the Corby Street line. Councilman Muszynski seconded the motion. Motion carried. There being no further business 15ef ore the Council, Councilman Tellson made a motion to adjourn, which motion was seconded.by Councilman Korpal. Motion carried, and Council adjourned at 9 :35 P.M.
