HomeMy WebLinkAbout01-22-51 Council Meeting Minutes��. • • S • REGULAR MEETING JANUARY 22ND, 1951 Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chamber, Monday, January 22nd, 1951, at 8 :17 P.M., with all members present. President Niezgodski presided. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Motion carried. - PETITION To the City Council of the City of South Bend, Indiana South Bend, Indiana Honorable Sirs: We, the undersigned, owners in fee of the herein described real estate, to -wit: Lots numbered 49 and 52, in Whiteman`s First Addition to the City of South Bend, Indiana, and Lots numbered 59, 60, 85, 88, 89 in Prairie Avenue Heights Addition to the City of South Bend, Indiana, z., respectfully request the changing of the City Zoning Ordinance as to the above described real estate from C use list riet'and D height and area district regulation to B use district and A height and area district regulation. (9 Signers) Councilman,Korpal made a.motion that the,--petition be referred to the City Plan Commission. Councilman Erler .= seconded the motion. Motion carried. PETITION To the Common Council City of South Bend Gentlemen:, We, the undersigned, owners of Lots 1241 and.1242 Summit Place Third Addition to the City of South Bend, Indiana, respectfully petition your honorable body to amend Ordinance No. 3702, commonly known as the Zoning Ordinance of the City of South Bend, Indiana, as it applies to the use and height and area district classification of Lots 1241 and 1242 in Summit Place 3rd Addition, changing the same from C.commercial and D height and area districts to B residential and A height and area districts. Councilman Glass seconded the motion. Motion carried. 691 REGULAR MEETING PETITION Before the Common Council of the City of South Bend: The undersigned, 0. J. Hine and babel F. Hine, as owners of the following described real estate in the City of South Bend, Indiana, respectfully petition the Honorable Common Council of the City of South Bend, to amend Ordinance Number 3702 of the Ordinances of the City of South Bend, Indiana, as it applies to the zoning classification of Lots numbered 4, 5 and 6 in John E. Walz Revised Addition to the City of South Bend, changing the zoning thereof from residential to "C" commercial. (Signed) 0. J. Hine " Mabel F. REPORT OF BUILDING DEPARTMENT FOR THE YEAR 1950 The reading of.the report olt'the Building Department for the year 1950 was waived. Councilman Kemper made a motion that the report be accepted. Councilman Bestle seconded the motion. Motion carried. REPORT OF GRIEVANCE COMMITTEE Report of Committee with reference to communication from Kokomo City Council regarding eastern standard time for the State of Indiana, your Committee wishes to report that owing to a lack of any local pronounced sentiment for a change to eastern standard time for the full year and owing to the fact that the city has been using eastern standard time (or so called day -light saving time) for many years which has met the approval of citizens of South Bend, we have no.further recommendations. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend:. January 22nd, 1951 Your Committee of the %ole to whom was referred "An Ordinance reducing certain items in the 1951 South Bend, Indiana, Civil City Budget; and a propriating from the General Fund of said City the sum of Twenty -one Thousand Five Hundred Twenty -three and 9000 ($21,523.90 Dollars; and also appropriating from the General Street and Traffic Fund-of said City the sum of Eleven Thousand ($11,000.00) Dollars, all to certain other budgetary items of the 1951 budget of the Civil City of South Bend, Indiana, and declaring an extraordinary emergency ". 'Y Respectfully report that they have examined the matter and that in their opinion this ordinance should go to the Council as favorable. STANLEY C. KORPAL, Chairman Councilman Kemper made a motion that the report be accepted. Councilman Bestle seconded the motion. Motion carried. REPORT OF CITY Pi AN COMMISSION To the Common Council City of South Bend, Indiana Gentlemen: Petition of South Bend Brewing Company for change of zoning of Lots No. 1, 2 and 3 in Elias Rupel's 2nd Addition from B residence and A height and area districts to C commercial and E height and area districts was given public hearing at the regular meeting of the City Plan Commission January 4, 1950. This change is recommended as petitioned for. Yours truly, These lots are on south side of Lincolnway West and immediately west of D. Moomaw, Secretary College Street. Councilman Tellson made a motion that the report be accepted. Councilman Erler seconded the motion. Motion carried. ORDINANCE NO. 3794 AN ORDINANCE AMENDING ORDINANCE NO. 3702 OF THE ORDINANCES OF THE CITY OF SOUTH BEND, INDIANA. (Lots No. 1, 2 and 3 in Elias Rupel's 2nd Addition) The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion for suspension of rules. Councilman Tellson seconded the motion. Motion carried by a roll call vote of 8 ayes - 0 nays. The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. REGULAR MEETING ORDINANCE NO. 3795 AN ORDINANCE REDUCING CERTAIN ITEMS IN THE 1951 SOUTH BEND, INDIANA, CIVIL CITY BUDGET; AND APPROPRIATING FROM THE GENERAL FUND OF SAID CITY THE SUM OF TWENTY -ONE THOUSAND FIVE HUNDRED TWENTY -THREE AND 90100 ($21,523.90) DOLLARS; AND ALSO APPROPRIATING FROM THE GENERAL STREET AND TRAFFIC FUND OF SAID CITY THE SUM OF ELEVEN THOUSAND ($11,000.00) DOLLARS, ALL TO CERTAIN OTHER BUDGETARY ITEMS OF THE 1951 BUDGET OF THE CIVIL CITY OF SOUTH BEND, INDIANA, AND DECLARING AN EXTRAORDINARY EMERGENCY. JANUARY 22ND. 1951 The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. There being no further business before the Council, Councilman Tellson made a motion to adjourn, which motion was seconded by Councilman Muszynski. Motion carried, and Council adjourned at 8:30 P.M.
