Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the
Council Chamber, on Thursday, December 28th, 1950, at 8:15 P.M., with all members present.

CALL FOR SPECIAL MEETING
To the President, and Members of the Common Council of the City of South Bend, Indiana:
Gentlemen:
You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City of
South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to
meet in the Council Chamber, in the City Hall at the hour of 8:00 o'clock P.M., Central Standard Time, on
Thursday, December 28, 1950, for the purpose of considering and taking action upon the following ordinance
and resolution, to-wit:
"SAN ORDINANCE APPROVING THE OFFICIAL BONDS OF
OLLIE FRIES, AS TREASURER FOR THE CITY OF SOUTH
BEND, INDIANA, AND AS BARRETT.LAW FUND CUSTODIAN,
BY THE TRAVELERS INDEMNITY COMPANY OF HARTFORD,
CONNECTICUT, AS SURETY ".
ALSO
"A RESOLUTION REQUESTING CONVEYANCE OF WAR HOUSING
PROJECTS FOR LOW BENT USE TO THE HOUSING AUTHORITY
OF THE CITY OF SOUTH BENDt4.
The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this
notice on each and every member of the Common Council and make due return of such service of said Special
Meeting,,....

The Special Call was read by the Clerk and ordered placed on file.
ORDINANCE NO. 3791
AN ORDINANCE APPROVING THE OFFICIAL BONDS OF

BEND, INDIANA, AND AS BARRETT LAW FUND CUSTODIAN,
BY THE TRAVELERS INDEMNITY COMPANY OF HARTFORD,
CONNECTICUT, AS SURETY.
The ordinance was given first reading by title and second reading in .full. Councilman Niezgodski made a motion
for suspension of rules. Councilman Glass seconded the motion. Motion carried by a roll call vote of 8 ayes -
0 nays.
The ordinance was given third reading and passed by a roll-call vote of 8 ayes - 0 nays.
RESOLUTION
A RESOLUTION REQUESTING
CONVEYANCE OF WAR HOUSING PROJECTS FOR
LOW RENT USE TO
THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND
WHEREAS, the United States of America, acting through the Housing and Home Finance Agency, Public Housing
Administration, owns permanent war housing now known as PHA Project No. 12021 consisting of 500 dwelling units,
and PHA Projects Nos: 12183 and 12188 consisting of 150 dwelling units located in the City of South Bend, State
6f Indiana; and
WHEREAS, such housing is no longer needed for purposes of war; and
WHEREAS, there exists in said City a need for such housing to be operated as low -rent public housing at rents
within the means of low- income families, especially families of living or deceased veterans and servicemen..
which need is not being met by private enterprise, and
WHEREAS, such a condition constitutes a menace to the health, safety,.morals and welfare of the inhabitants of
the City, and

WHEREAS, the Congress of the United States has authorized by Public Law 475, approved by the President April
200 1950, the conveyance to a public housing agency of such housing to provide housing for families of low
income and, the Housing Authority of The City of South Bend proposes to acquire such housing and to operate
it as low -rent housing.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTH BEND, INDIANA:
Section 1. That it is the determination, finding, and declaration of the City Council of the City of South Bend,
Indiana, that it will be in the best interests of the community to make such housing available as low -rent
housing for families of low income.
Section 2. That the City Council of the City of South Bend, Indiana does hereby request the conveyance of such
housing to the Housing Authority of The City of South Bend to be administered as low -rent housing for families
of low income.
Section 3. This resolution shall be in full force and effect from and after its passage.
Councilman Niezgodski made a motion for the adoption of the resolution. Councilman Muszynski seconded the
motion. Motion lost by a roll call vote of 4 ayes (Korpal, Tellson, Niezgodski and Muszynski) - 4 nays (Erler,
Bestle, Glass. and Kemper).
There being no further business, Councilman Niezgodski made a motion to adjourn, which motion was seconded by
Councilman Glass. Motion carried, and the Special Meeting adjourned at 9:05 P.M.
