SPECIAL MEETING JUNE 7, 2004
The special meeting of the Board of Public Works was convened at 9:35 a.m. on Monday, June 7,
2004,by President Gary Glot,with Board Member Carl P. Littrell Present. Board Member Donald
E. Inks was not present. Board Attorney Thomas Bodnar was not present; Assistant City Attorney
John Livingston was present.
AGENDA ITEMS ADDED
Upon a motion by Mr. Gilot, seconded by Mr. Littrell, the following items were added to the

This was the date set for receiving and opening of sealed bids for the above referred to project. The
Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News

APPROVAL OF RECOMMENDATION-TO CLOSE STREET-MEADE FROM ELWOOD TO
BULLA - GRADUATION CELEBRATION
Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting,Police
Department and the City- Attorney's office, in reference to a request as submitted by Mr. Bobby
Davis, 1402 North Meade, South Bend, Indiana, to conduct the above referred to graduation party
on June 12, 2004, from 3:00 p.m. to 6:00 p.m. Upon a motion made by Mr. Littrell, seconded by
Mr. Gilot and carried, the recommendation was approved.
APPROVAL OF RECOMMENDATION - TO CLOSE STREET - MAGNOLIA BETWEEN
PRAIRIE AND DUBAIL- GRADUATION PARTY
Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting,Police
Department and the City Attorney's office, in reference to a request as submitted by Ms. Monica
Rivera, 1715 Magnolia Street, South Bend, Indiana,to conduct the above referred to event on June
12, 2004, from 5:00 p.m. to 8:00 p.m. Upon a motion made by Mr. Littrell, seconded by Mr. Gilot
and carried, the recommendation was approved.
APPROVAL OF RECOMMENDATION-TO CLOSE STREET-MEGHAN BEELER COURT-
COMMERCIAL BLOCK PARTY - SAFETY SAL, INC./KOVAS DOOR
Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting,Police
Department and the City Attorney's office,in reference to a request as submitted by Mr.Tim Wilson.
4073 Meghan Beeler Court,South Bend,Indiana,to conduct the above referred to event on June 12,
2004, from 1:00 a.m. to 7:00 p.m. Upon a motion made by Mr. Littrell, seconded by Mr. Gilot and
carried, the recommendation was approved.
RATIFY RECOMMENDATION - TO CONDUCT CIRCUS - ST. JOSEPH COUNTY 4-H
FAIRGROUNDS
Mr. Gilot stated that favorable recommendations have been received by Code Enforcement, Park
Department, Building Department, Police Department and the City Attorney's office, in reference
to a request as submitted by Mr. George Carden, George Carden Circus International, 3901 West
State Highway O, Springfield, Missouri, to conduct the above referred to event on May 26 and 27,
2004, at the 4H Fairgrounds. Upon a motion made by Mr. Gilot, seconded by Mr. Littrell and
carried, the recommendation was ratified.
RATIFY RECOMMENDATION-TO CONDUCT"MAMAS AGAINST VIOLENCE"PARADE
Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting,Police
Department,Park Department and the City Attorney's office, in reference to a request as submitted
by Ms. Connie Witherspoon, Post Office Box 3734, South Bend, Indiana, to conduct the above
referred to parade on May 31, 2004, from 10:00 a.m. to 12:00 p.m. Upon a motion made by Mr.,
seconded by Mr. and carried, the recommendation was ratified.
APPROVAL OF RECOMMENDATION -TO CLOSE STREET - FISHER STREET BETWEEN
BENDIX DRIVE AND KALEY - GRADUATION PARTY
NIT. Gilot stated that favorable recommendations have been received by Traffic and Lighting,Police
Department and the City Attorney's office, in reference to a request as submitted by Mr. and Mrs.
Robin Seibert, 842 South Bendix Drive,South Bend,Indiana,to conduct the above referred to event
on June 1.9,2004, from 3:00 p.m.to 8:00 p.m.Upon a motion made by Mr. Littrell, seconded by Mr.
Gilot and carried, the recommendation was ratified.
APPROVAL OF RECOMMENDATION-TO CLOSE STREET-BLACK OAK BETWEEN OAK
PARK AND SCOTTSWOOD - ICE CREAM SOCIAL
Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting,Police
Department and the City Attorney's office, in reference to a request as submitted by N2r. John Roos,
Wooded Estates Neighborhood Association, 1730 Oak Park Drive, South Bend,Indiana,to conduct
the above referred to event on June 15, 2004, from 6:00 p.m. to 8:00 p.m, Upon a motion made by
