REGULAR MEETING NOVEMBER 28TH, 1949 Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chamber, Monday, November 28th, 1949, at 8.15 P.M. with all members present. President Erler presided at the meeting. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bends Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be approved* Meeting of:, November 14th, 1949. Councilman Kemper made a motion that the report be accepted. Motion carried. ERLER) Committee ALBERT TELLSON ) Councilman Muszynski seconded the motion* November 21, 1949 At a recent meeting of the St. Joseph County ADA, the following motion was passed without objections That the Chairman of the South Bend Housing Authority, the Mayor of South Bend, and the Common Council of South Bend be informed,,-that the St. Joseph County chapter of ADA completely supports the South Bend Housing Authority in their efforts to provide better housing for low income groups and slum clearance. COMMUNICATION Hon. George Schcok Mayor, City of South Bend, Ind. November 21, 1949 Dear Sirs I am instructed by the International H.C-.B.L.U. of A. Local #645, of South. Bend, Ind. advising you that we are 100% in favor of the Housing project.as represented for the City of South Bend. The work on these houses will amount to millions of dollars and as you and every one else residing in the City of South Bend are well aware of the fact that South Bend needs that work. We are sorely in need of low cost rental homes in this city, and the administration should not be swayed by a few disgruntled residents of a certain vicinity, who are for their own selfish reasons, objecting very strenuously to said project. We represent an organization comprising approximately 1600 members and to a man they are in favor of this housing project. We are also members of the St. Joe Co. Building Trades Council, who-at their last meeting went on record favoring the above mentioned project. As citizens of South Bend, we urge you and others, who are responsible for the welfare of a great City, to do every thing in your power to put this program into action. IT�ION TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: WHEREAS, the undersigned, the owner of a tract of land fronting 192 feet East and West on both the North and South side of McKinley Road (sometimes referred to as U. S. #20) and lying immediately East of Walnut Grove Addition to the Dity of South Bend, and which tract of land is legally described as follows: Beginning at the Northwest corner of the Northeast Quarter of Section 8, Township 37 North Range 3 East; thence South on the North and South Sectional Center Line 455.5 feet; thence East 192 feet; thence North 455.5 feet to the North line of said Section; thence West along the North line of said Section to place of beginning. and. , WHEREAS, that part of the afore described tract of land lying North of McKinley Road is zoned commercial, and that part lying South of McKinley Road is zoned residential. Councilman lorpal seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the :City of South Bend: November 28th, 1949 Your Committee of the Whole to whom was referred "AN ORDINANCE AMENDING SECTION 38 OF CHAP TER 29 OF ORDINANCE N0. 37099 KNOWN AS THE 1949 MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIA NA." Respectfully report that they have examined the matter and that in their opinion in Section B the word "place" in the 8th line thereof shall be stricken out and in place thereof the word "operation" shall be inserted, and with that amendment the ordinance should go to the Council as favorable. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend.. November 28th, 1949 Your Committee of the Whole to whom was referred "AN ORDINANCE REDUCING CERTAIN ITEMS IN THE 1949 SOUTH BEND, INDIANA, MUNICIPAL CIVIL CITY BUDGET IN SEVERAL OFFICES AND DEPARTMENTS THEREOF, AND APPROPRIATING SPECIFIC SUMS FROM THE GENERAL FUND AND FROM THE GENERAL STREET AND TRAFFIC FUND OF SAID CITY TO CERTAIN OTHER BUDGETARY ITEMS OF THE 1949 MUNICIPAL CIVIL CITY BUDGET OF SOUTH BEND, INDIANA, AND DECLARING AN EXTRAORDINARY EMERGENCY ". Respectfully report that they have examined the matter and that in their opinion this ordinance should go to the Council as favorable. STANLEY C. Motion ORDINANCE NO. 3727 AN ORDINANCE AMENDING SECTION 38 OF CHAPTER 29 OF ORDINANCE NO. 3709 KNOWN AS THE 1949 MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA. The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. ORDINANCE N0. 3728 AN ORDINANCE REDUCING CERTAIN ITEMS IN THE 1949 SOUTH BEND, INDIANA, MUNICIPAL CIVIL CITY BUDGET IN SEVERAL OFFICES AND DEPARTMENTS THEREOF, AND APPROPRIATING SPECIFIC SUMS FROM THE GENERAL FUND AND FROM THE GENERAL STREET AND TRAFFIC FUND OF SAID CITY TO CERTAIN OTHER BUDGETARY ITEMS OF THE 1949 MUNICIPAL CIVIL CITY BUDGET OF SOUTH BEND, INDIANA, AND DELCARING AN EXTRAORDINARY EMERGENCY. The ordinance was given third reading knd .passed by a roll call vote of 8 ayes - 0 nays. RESOLUTION RESOLUTION AUTHORIZING CERTAIN PAYMENTS TO BE MADE TO SALARIED CITY EMPLOYEES WHEREAS, the City of South Bend, Indiana, is approaching the close of its fiscal year, and WHEREAS, the office of the City Controller will be required to make numerous payments and close its numerous and complicated accounts; and, WHEREAS, it is desirable that the work of said office be simplified when possible; nor,. THEREFORE, be it resolved by the Common Council of the City of South Bend, Indiana: Section 1. That all salaried officers and employees of the City shall be paid their salaries for the month of December, 1949, on the 20th day of said month. Section 2: The Controller of the City of South Bend is hereby authorized to make said salary payments upon said date. Section 3. This Resolution shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. WALTER C. Motion carried by 's, roll call vote of 8 ayes - 0 nays. RESOLUTION TO THE SOUTH BEND COMON COUNCIL: 1. WHEREAS, in the year 1942 after careful and exhaustive investigation your honorable council declared the need of public housing for loan income groups of South Bend, Indiana and passed Ordinance No. 3370 authorizing the Mayor to sign a cooperation agreement with the South Bend Housing Authority and 2. WHEREAS, since said date the need for said program has greatly increased as attested by the fact that there 'is a present waiting list of 900 World War II Veterans alone for the housing now operated by the South Bend Housing Authority and 3. WHEREAS, as of August 30, 1949.there were 8,558 families living in substandard homes in South Bend of which 1,348 families were doubled up with other families. 4. And, whereas, the public housing program in addition to the supplying of a definite need will bring eleven million dollars into the business community of our city as an indident to such program. 5. Therefore, be it resolved that in view of the ascertained need for a public housing program in South Bend, we heartily favor such a program for South Bend and 6. Be it further resolved that we request the South Bend City Council as such and the members thereof as individual citizens to exert their influence with the South Bend Housing Authority to the end that a public housing program will be accomplished as soon as possible. 7. Be it further resolved that copies of this resolution be sent to the Mayor; the members of the Common Council of South Bend; the members of the Housing Authority of South Bend, Indiana. Motion carried. Councilman Muszynski made a motion that the Committee postpone consideration of report for two weeks. Councilman Korpal seconded the motion. Motion carried. NEW BUSINESS Councilman Muszynski made a motion to request the Board of Public Works and Safety to contact -the Northern Indiana Transit, Inc. to give greater courtesy to the public on the part of its bus drivers, and that busses stop at all corners. Councilman Niezgodski made an amendment to the motion that the bus company see that curbstones are cleared of ice and snow and that the bus drivers be made to pull up next to the sidewalk. Councilman Tellson seconded the motion. Motion carried. There being no further business before the Council, Councilman Korpal made a motion to adjourn, which motion was seconded by Councilman Niezgodski. Motion carried, and Council adjourned at 8:40 P.M.
