Central Standard Time with all members present. President Erler presided at the meeting. The reading of the minutes of the previous meeting was waived. COMMUNICATION A oommaunication was received from Lt. Andrew F, Orban,, who is attending the National Aoademr of the Federal Bureau of Investigation,, Washington, D. C. Councilman Korpal made a motion that the oommunication be accepted and placed on file. Councilman Glass seconded the motion. Motion carried. COMMUNICATION A comnatnioation was received from the Military Order of the Purple Heart, the National 44rder of the Combat Wounded., Chicago., Illinois* Councilman Korpal made a motion that the communication be accepted and placed on file. Councilman, Muezynski seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: July 250 1949 Your Committee of the -Whole to whom was referred "An Ordirtanoe appropriating fromthe City of South Bend Park Maintenanee.Fohd the sum of $125900 to 9locount Nod, 581, Spraying Material and Fertilizer, Park Department= also transferring the sum of $10,675.00 from Account No. 43, Drives and Walks, -Park Department, to the following-,accounts in the amount indicated: Account No. 11, Labor, Services Temporary, $1,500.00; Account No. 261, Other Contractual Services, $400.00; Account No. 332, Oil, $100.00; Account No. 442, Park Maintenance, $400.00; Account No. 711, Buildings and Fixed Equipment, $7,575100; and Account No. 726, Other Equipment, $70000N. all in Park Department, and declaring -an extraordinary emergency"* Respectfully report that they have examined the matter and that in their opinion this ordinance should 'go to the Council as favorable. Respectfully reVort that they have examined the matter and that in their opinion this ordinance should go to the touncilT as favorable. STANLEY C. The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. ORDINANCE AN ORDINANCE REDUCING THE FOLLOWING ITEMS IN THE 1949 SOUTH BEND, INDIANA, MUNICIPAL CIVIL CITY BUDGET: SEWER DEPARTMENT ACCOUNT NO. J -252, REPAIRS OF SEWER TaMACEMENT $51,000.00, ACCOUNT NO. J -724, MOTOR EQUIPMENT $2,500.00, ACCOUNT N0. Councilman Glass made a motion that the ordinance be referred to the Committee of the Mhole for Public Hearing on August 8th. Councilman Tellson seconded the motion. Motion carried. NOTIONS Councilman Kemper made a motion that the petition presented by the citizens group be referred to the Board of Public Works and that they must report on favorable conditions at the South Bend Avenue dump by the August 22nd meeting of the Council, or Council would take action. Councilman Bestle seconded the motion. Motion carried. Councilman Muszyuski made a motion that the Railroad Committee of the Council investigate the protest of residents from the sixth district that Grand Trunk Western railroad trains cause a disturbance for si: liag with their whistles between Olive and Scott Streets, Councilman Korpal seconded the motion. Motion carried. There being no further business, Councilman Niezgodski made a motion to adjourn. Councilman Tellson seconded the motion.
