REGULAR MEETING
JUNE 27TH, 1949
Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the
Council Chamber, June 27th, 1949, at 8:35 P.M. with all members present. President Erler presided at the
meeting.
REPORT OF THE COWITTEE OF THE WHOLE
To the Comnon Council of the City of South Bend:
June 27th, 1949
Your Committee of the Whole to whom was referred "An Ordinance transferring the sum of $80.00 from Account
No. R -331, Gasoline and Oil,. Department of Weights and Measures; and the sum of $55.00 from Account No. R -333,
Tires and Tubes, Department of Weights and Measures; and also the sum of 150.00 from Account No, R -334, Other
Garage and Motor Supplies, `Department of Weights and Measures, to Account No R -251, Repairs of City Scales,
Department of Weights and Measures, and declaring an extraordinary emergency.
Respectfully report that they have examined the matter and that in their opinion thig6rdinance should go to
the Council as favorable*,

REPORT FROM COMMITTEE ON SMOKE ABATEMENT - Letter from Mr. Lammers, Cincinnati, Ohio
Councilman Glass made a motion that the Mayor appoint�a citizens' committee to work with the Council on this
program* Councilman Tellson seconded the motion. Motion carried.

,.Gentlemen:
Attached hereto please find copies of ,reports submitted by Mr. William Qualls, Electrical Superintendent,
for street lights at the following locations: Lathrop Street and Parkview Place; City Hall Court and Scott
Street, Bryan and Darwin Streets; Jefferson Street between Scott and Laurel Streets; Arnold Street between
Ford and Dunham Streets.
Mrs Qualls informed the Board that lights ordered in at Grant and Parallel Streets; Ewing and. Oliver Streets;
Donald:.and Douglas Streets; Donald and Arnold Streets; Emerson and Hildreth Streets; light at Emerson and
Riskin Streets changed to a 4000 lumen light; Illinois and Huron Streets; Illinois and Ford Streets; Wellington
and Huron Streets; Wellington and Ford Streets; St. Louis and St. Vincent Street; Napoleon and Hill Streets;
Roberts and Ruskin Streets; Thirty -fifth and Marshall Avenue'and one midway between Marshall Avenue and
Washington Street on Thirty -fifth Street and a 4000 lumen light at the first alley north of South Bend Avenue
on Georgiana Street, have been installed and are now in service,

The ordinance was given f irst reading by title and second reading in full. Councilman Niezgodski made a
motion for suspenion of rules. Councilman Korpal seconded the motion. Motion carried by a roll call vote
of 8 ayes - 0 nays.

The ordinance was given first reading by title and second reading in hill. Councilman Korpal made a motion
that the ordinance be referred to the Committee of the 'Whole for Public Hearing on July 11th, 1949, at 8tOO
P.Y. Councilman Mus anski seconded the motion. Motion carried.

The ordinance was given "first reading by title and second reading in full. Councilman Niezgodski made a motion
that the ordinance be held up until the next Council meeting on July 11th. Councilman Muszynski seconded the
motion. Motion carried. '
MOTION
Councilman Korpal made a motion that the Board of Public Works and Safety and the Health Department combine
their efforts in a thorough investigation of the dumping site in Bercliff Estate and see what can be done in
order to alleviate the breeding place for bugs and rodents and report to the Council at its next meeting on
July 11th. Councilman Musgrnski seconded the motion. Motion carried.
There being no further business, Councilman Glass, seconded by Councilman Niezgodski, made a motion to adjourn,,,
Motion carried$ and Council adjourned at 9:40 P.M.
