Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the
Council Chamber, May 9th, 1949, at 8:10 P.M. with all members present. President Erler presided at the
meeting, The reading of the minutes of the previous meeting was waived.
REPORT OF THE COMMITTEE OF THE WHOLE
To the Common Council of the City of South Bend:
May 9th, 1949
Your Committee of the Whole to whom was referred "AN ORDINANCE AMENDING ARTICLE IV OF ORDINANCE N0. 3146, BY
ADDING A NEW SECTION TO BE KNOWN AS 4* RELATING TO THE PARKING OF CERTAIN TYPES OF VEHICLES ON THE STREETS
OF THE CITY OF SOUTH BEND, INDIANA, AND PROHIBITING THE PARKING OF SUCH VEHICLES DURING CERTAIN HOURS AND
PROVIDING FOR PENALTIES FOR VIOLATIONS*.
Respectfully report that they have examined the matter and that in their opinion this ordinance should go to
the Council as favorable.

Councilman Kemper made a motion that the report be accepted. Councilman Niezgodski seconded the motion.
Motion carried.

Your Committee of the 'Whole to whom was referred "AN ORDIN NCE TO AMEND ORDINANCE NO. 2331, AS AMENDED, WHICH
ORDINANCE IS COMMONLY CALLED THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND".
Respectfully report that they have examined the matter and that in their opinion this ordinance should go to
the Council as favorable.

Attached hereto please find copies of reports submitted by Mr. William Qualls, Electrical Superintendent, on
petitions for street lights at the following locationst Kentucky and Ford Streets; Kentucky and Dunham Streets
Vermont Place near Circle; Revere Place near Circle; Illinois and Huron; Illinois and Ford Streets; Wellington
and Huron Streets; Wellington and Ford Streets; St. Louis and St. Vincent Streets; Napoleon and Hill Streetej
Georgianna Street at the firstralley north of South Bend Avenue; Emerson and Hildreth Streets; change light
from 1000 lumen to 4000 lumen at Emerson and Ruskin Streets; Thirty -first and Pleasant Streets; 6000 lumen
slight on Eddy and Beyer Avenue; Meade Street between Bonds Avenue and Lincoln Way West; Hartzer between Meade
and Eclipse Place; Marietta between Dubail and Sayton Streets; Ewing and Oliver; Donald and Douglas; Donald
and Arnold Streets; Linden and Fremont Streets.
Mr. Qualls also informed the Board that lights ordered in at Oakside and Fellow Streets; South Bend Avenue
and Frances Streets; Thirty -sixth and Vine Streets; Michigan and Bowman Streets; Twenty - Eighth and Hastings
and Indiana and Swygart Streets, had been installed and are now in service.

ORDINANCE N0. 3696

The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays.
ORDINANCE N0, 3698
AN ORDINANCE APPROVING A CONTRACT MADE AND ENTERED INTO ON BEHALF OF THE
WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA, BY ITS BOARD OF WATER
WORKS COMMISSIONERS, AND THE LAYNE NORTHERN COMPANY, INC., -OF MISHAWAKA.,
INDIANA, FOR THE CONSTRUCTION OF TWO COMPLETE WELLS, KNOWN AS CONTRACT
NO. 11, IN THE SUM OF $340000.00.
The ordinance was given first reading by title and second reading in full. Counoilman Niezgodski made a
motion for suspension of rules. Councilman Kemper seconded the motion. Motion carried.
The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays.

ORDINANCE
AN ORDINANCE APPROPRIATING FROM THE GENERAL STREET AND TRAFFIC
FOND OF THE CITY OF SOUTH BEND, INDIANA, THE SUM OF ONE THOUSAND
THREE HUNDRED ($1,300.00) DOLLARS TO THE FOLLOWING ACCOUNT OF THE
1949 BUDGET: STREET DEPARTMENT, 5 ,-51, INSURANCE, AND DECLARING
AN EXTRAORDINARY EMERGENCYi
MAY 9TH9 1949
The ordinance was given first reading by title and second reading in full. Councilman Niezgodski made a
motion that the ordinance be referred to the Committee of the Whole for public hearing on May 23rd, 1949,
at 8:00 P.M* Councilman Muszynski seconded the motion. Motion carried.
MOTIONS
Councilman Glass made a motion that the Clerk be directed to instruct the Board of Public'Abrks to notify
the operator at the dumping area in the 1300 block of South Bend Avenue that combustible materials be kept
separated in the dumping area and that they be burned in an isolated area to prevent constant dump fires
throughout the area. Councilman Tellson seconded the motion. Motion carried.
Councilman Glass made a motion that the petition from residents in the 1100 block West Grace Street from
600 block South Arnold to Oliver Corporation in regard to prohibiting heavy truck traffic be referred to
the Streets, Alleys and Bridges Committee for investigation. Councilman Tellson seconded the motion.
Motion carried.
There being no further business, Council adjourned at 9:15 P.M. upon motion of Councilman Korpal, seconded
by Councilman Glass. Motion carried.
