Home My WebLink About04-11-49 Council Meeting Minutes551 REGULAR MEETING APRIL 11TH. 1949 Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chamber, April 11th, 1949, at 8 :05 P.M. with all members present. President Erler presided at the meeting. The reading of the minutes of the previous meeting was waived. COMMUNICATION Mayme DuMont, City Clerk Room 5 City Hall South bend, Indiana Lear Madam: April 11, 1949 The Engineers' Club of St. Joseph Valley wish to extend an invitation to the members of the City Council to a technical discussion to be given by Joseph Harrington on "Smoke Abatements. We would appreciate your extending this invitation to the members of the council at their meeting this evening. For further clarification of the meeting, please note a copy of the poster enclosed with this letter. Very truly yours., (Signed) J. T. REPORT OF CITY PLAN COMMISSION To-the Common Council City of .South Bend, Indiana Gentlemen April 8, 1949 Hearing on petition of The South Bend 0arrent Controller Company for change. of zoning of Lots # 38 to # 45 inclusive in Baker and McHenry's Addition from "B" residence and "A" height and area districts to "D" light industrial and "E" height and area districts was held by the City Plan Commission at their regular meeting April 7, 1949. A remonstrance against this change was filed by the owners of property in the 900 block Roberts Ste and on the 1000 and 1100 block on Emerson St. However these properties are not located within the limits prescribed in Section 25 of the Zoning Ordinance. The lots petitioned for are between Louise St. and Roberts Ste south from Ruskin St. The City Plan Commission recommends the change as petitioned for. CITY PLAN COMMISSION D. Moomaw, Secretary Councilman Korpal made a motion that the report be accepted. Councilman Glass seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: April 11, 1949 Your Committee of the Whole to whom was referred "AN ORDINANCE AMENDING SECTION 2 OF ORDINANCE N0. 36441, COMMONLY KNOWN AS THE PARKING METER ORDINANCE, ADOPTED BY THE COMMON COUNCIL ON JUNE 7, 1948". Respectfully report that they have examined the matter and that in t heir opinion this ordinance should go to the Council as favorable. STANLEY C. The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. ORDINANCE AN ORDINANCE TO AMEND ORDINANCE NO. 2331, AS AMENDED, WHICH ORDINANCE IS COMMONLY CALIE D THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND. (Lots between Louise St. and Roberts St. south from Ruskin Street) The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion that the ordinance be referred -to the Committee of the Whole. Councilman Bestle seconded the motion. Motion carried. 'RESOLUTION WHEREAS, this Nation:is composed of descendants from many lands who have contributed to our culture and economy; and WHEREAS, the people of one of those foreign lands, namely Poland, have come to our shores in great numbers from the eighteenth century to the present time to become an integral and integrated part of our Republic; and WHEREAS, among these Poles have been such stalwart patriots as Thaddeus Kosciuszko and Casimir Pulaski, who helped in the winning of the Revolutionary War,_.thus starting the United States on the road to becoming the greatest bulwark of democracy in the world today; and WHEREAS, the adoption of Poland's liberal constitution on May 3, 1791, during the time of Kosciuszko and Pulaski is celebrated by Poles everywhere as Polish Independence Day; and WHEREAS, such a celebration in Poland today, which is under the sinister domination of a Cummunist regine, taking its directives from the Politburo in Moscow, would be a hollow mockery if staged at all; and WHEREAS, the spark and flame of liberty and independence symbolized by the Polish constitution is still a rallying cry for millions of Poles residing in the United States; NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of South Bend, Indiana, proclaim Sunday, May 1, 1949, as the one hundred and fifty -eight anniversary of Polish Independence Day in City of South Bend, Indiana, to commemorate this memorable event. MOTION Councilman Kemper made a motion that the City Clerk instruct the Board of Public Works to have the cloak room in the Council Chambers cleaned out and painted. Councilman Muszynski seconded the motion. Councilman Niezgodski made an amendment to the motion to have the Councilmen's chairs oiled. Motion carried.
