Home My WebLink About03-28-49 Council Meeting Minutes549 REGULAR MEETING MARCH 28TH. 1949 Be it remembered that the Common 'Council of the City of South Bend, Indiana, met in regular session in the Council Chamber, March 28th, 1949, at 8:13 P.M. with all members present. President Erler presided at the meeting. The reading of the minutes of the previous meeting was waived. PETITION We, the undersigned citizens of the City of South Bend, all being property owners and residing in the vicinity of certain lots situated one block North of Jefferson Boulevard between 35th and 36th Streets, which said lots are now being utilized as a dumping ground for trash, including empty food cans, rubbish, boxes,.paper and miscellaneous debris, do hereby petition the City Council to take immediate actions 1. To prohibit any further dumping on said lots. 2. To cause the owners of saidxots to cover the miscellaneous rubbish and trash with fill dirt or other sanitary material. This petition is presented in the interest of health and sanitation inasmuch as the said dumping ground area provides a breeding place for vermin, rodents, and insects and as such is.a decease breeding menace. (125 Signers) Councilman Kemper made a motion that the Council forward a resolution to the Board of Public Works to revoke permit issued by the City for dumping. Councilman Muszynski seconded the motion. Motion carried. REPORT OF THE-COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: March 28, 1949 Your Committee.of the Whole to whom was referred "An Ordinance transferring the sum of One Thousand Seven Hundred Fifty ($1,750.00) Dollars, from Account Number P -11, Salaries, Police Department, to Account Number P -23, Instructions, Police Department; and the sum of Three Hundred Fifty ($350.00) Dollars, from Account Number Z -62, Current Charges, Police Pension Fund, to Account Number Z -11, Salary, Police Pension Fund; and the sum of Three Hundred Fifty (1350.00) Dollars, from Account Number Y -62, Current Charges, Firemen's Pension Fund to 1ccount Number Y -11, Salary, Firemen's Pension Fund, and declaring an extraordinary emergency ". Respectfully report that they have examined the matter and that in their opinion this ordinance should go to the Council as favorable. Councilman Niezgodski made a motion to accept the report. carried. REPORT OF BOARD OF PUBLIC WORKS AND SAFETY Members of the Common Council Council Chambers, City Hall South Bend," InAiana Gentlemen: STANLEY C. KORPAL, Chairman Councilman Kemper seconded the motion. Motion March 21, 1949 Attached hereto please find copies.of reports submitted by Mr. William Qualls, Electrical Superintendents for street lights,at the following locationst O'Brien and Bull& Streets; Falcon and Jefferson Streets; Walnut Street between Huron Street and Western Avenue and Cherry and Napier Streets. The Board approved.these lights. Mr. Qualls also ,informed the Board that lights ordered in at Western and Lake Streets; 'Randolph and Clyde .Streets; Brookfield Street at dead end; Grant street at dead end; Olive Street and Calhoun Streets; Olive Street and Vassar Avenue, and a change from a 1000 lumen light to 4000 lumen light at Campeau and Jacob Streets, had been installed and are now in service. The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion that the ordinance be referred to the Committee of the Whole for Public Hearing on April 11th, 1949, at 8 :00 P.M. Councilman Niezgodski seconded the motion. RESOLUTION WHEREAS, the City of South Bend is surrounded by ;States and communities operating on Day -light Saving Time,•; and WHEREAS, it is to a disadvantage to South Bend commerce and industry for the City to operate during summer months under Standard Time; therefore BE IT RESOLVED by the `bst Side Democratic and Civic Club, Inc. at a meeting held on March 10, 1949, that the membership favors Day -light Saving Time; and BE IT FURTHER RESOLVED that the President and Secretary of the Club so inform the Honorable Mayor George A. Schock, and the Common Council of the City of South Bend (Signed) Stanley J. Muszynski, President it Roman V. Gadacz, Secretary Councilman Niezgodski made.a motion that the resolution be accepted and placed on file. Councilman Tellson seconded the notion. Motion carried. RESOLUTION WHEREAS, in the Budget of the City of South Bend, Indiana, for the year 1949, it was anticipated that the amount of Twenty Thousand Dollars ($20,000.00) would be transferred from the City Water Works of said City to the General blind of said City, and WHEREAS, in the Budget, as finally passed and approved, such item was included and anticipated; NOWT, THEREFORE, be it resolved by the Common Council of the City of South Bend, Indiana, that: 1. The proper officers of the City Water Works of South Bend, Indiana, be, and the same are, hereby authorized and directed to transfer forthwith, the sum of Twenty Thousand Dollars ($20,000.00) from and out of the Hinds of said Water Works to the General Fund of the City of South Bend. 2. This Resolution shall be in full force and effect from and after its adoption by the Common Council and its approval by the Mayor. (Signed) CLOYD. RESOLUTION BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, that no further need exists in this area for the type of housing located upon the track of land leased by the City of South Bend, Indiana, from the Bendix Aviation Corporation on December 19, 1945, and which land is known and described as Lots numbered ninety -one (91) to one hundred sixty -one (161) both inclusive in Westchester Second Unit, a subs- division within the City of South Bend, Indiana.
