HomeMy WebLinkAbout11-08-48 Council Meeting MinutesBe it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chamber, November 8th, 19489 at 8 :15 P.M. with all members present. President Niezgodski presided. The reading of the minutes of the previous meeting was waived. PFD To the Members of the Honorable Board of Planning Commission of the City of South Bend, Indiana: We the undersigned owners of the following described real estate located in the St. Joseph County, State of Indiana, to wits Lot Numbered Twenty -five (25) in Leepers Second Addition to the City of South Bend, Indiana, respectfully petition an amendment to Ordinance No. 2331 (as amended) being the zoning ordinance of the City of South Bend, Indiana, and thereby change and re -zone the above described real estate from "A" Residential District to "C" Commercial District. The petitioners further respectfully represent and show that the lot immediately west of this real estate is now zoned as "C" Commercial District; that said adjacent lot is known as Lot Number Twenty -six (26) in Leepers Second Addition to the.City of South Bend, Indiana; that said petitioners are the owners of said adjacent lot; that these petitioners anticipate building a grocery and market on said real estate in a style which will conform with the usual residhntial design; that said petitioners intend to provide a parking space for their customers and that said Lot Number Twenty -five (25), referred to above, would require considerable leveling before it would be useable; that it is the intention of said petitioners to erect their said building on said Lot Number Twenty -five (25) and use the adjacent property, being lot Number Twenty -six (26), for parking facilities, and that said Lot Number Twenty►six (26) would be most desirable as it is adjacent to an existing alley way making for easy ingress and egress; that if said petition be granted, it would be.of great benefit to the surrounding neighborhood by providing for a badly needed grocery and market.. Ws the undersigned residents of the River Ridge Addition hereby petition the Northern Indiana Transit Company to furnish a bus which will transport children to Marquette School at 8x10 A.M. and 1:00 F.M. and from Marquette School at 11:45 A.M. and 3:.30 P.M. on each day that school is in session. (120 Signers) Councilman Glass made a motion that the petition be referred to the Board of Public Works and Safety. Councilman Beetle seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: November 8, 1948 Your Committee of the Whole to whom was referred "An Ordinance transferring the sum of #200.00 from Account Number W-344, Medical Supplies and Instruments, Board of Health, to Account Number W138, General Supplies, Board of Health, and declaring an extraordinary emergency'. Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the Council as favorable. REPORT OF THE CITY PLAN COMMISSION To the Common Council City of South Bend, Ind. Gentlemen: November 5, 1948 In the matter of change of zoning of an unplatted 9.16 acres at Elwood Ave., Portage Ave. and the N.Y.C. Ry. as petitioned for by Win. M. Hass, the City Plan Commission has held an advertised public hearing on this project and they do not recommend the change. Herewith is a written remonstrance filed by owners of property in the vicinity of the unplatted aecreage# The City Plan Commission has also received a petition bearing the signatures of several hundred property owners in the north-rest part of the 'City asking that this area be made a playground. This petition is being forwarded to the Park Board for their consideration. D. MOOMAW, Seely. Councilman Korpal made a motion that the report be placed on file. Councilman Erler seconded the motion. Motion carried. 523 REGULAR MEETING NOVEMBER 8TH, 1948 REPORT OF THE CITY PLAN COMMISSION To the Common Counoil City of South Bend, Indiana November 5, 1948 Gentlement In the matter of change of zoning of Lot + 2 in Citizens Homes Co. Replat of Lots No. 1, 20 3, 4, 21 and 22 of Nfalnut 4th Addition, the City Plan Commission r6commends the change but also points out an error in the petition. -This lot is now zoned "B" Residence and "A" Height and Area District, and the petition does not ask a change in the Height and Area- Distriot. The change should be to "C" Commercial District and "D" Height and area districts thus making it agree with the classification of adjoining commercial property. D, MOOMAW, Sec'y. REPORT OF BOARD OF PUBLIC WORKS AND SAFETY Members.of the Common Council City Hall October 30, 1948 South Bend, Indiana Gentlemenr Attached hereto please find copies of reports submitted by Mr. William Qualls, Electrical Superintendent, on petitions for street lights at the following locations: Napoleon and Eddy Street; Brookfield and 'Ewing; Rogers and Goodland; Werwinski and Johnson; College and Fassiacht; Sheridan Street and Lincoln Way.West; Dale and Eckman Streets; Huron and Falcon Streets; at Vassar Avenue and the Railroad crossing. Also on Kemble Avenue between .Calvert and Donald Streets; on Monroe Street at the first alley west of Twyckenham Drive; at Laporte and Blaine Avenues; changing the 1000 lumen light at Arnold and Ford Streets to a 4000 lumen light and changing the 1000 lumen light in front of the St. Joseph School to a_2500 lumen light. ORDINANCE AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND OF THE CITY OF SOUTH BEND OF THE FOLLOWING MOUNT TO THE FOLLOWING INDICATED ACCOMIT OF THE 1948 BUDGETS FIRE DEPARTMENT, Q -724, MOTOR EQUIPMENT, $309000.00, AND DECLARING AN EXTRAORDINARY EMERGENCY. The ordinance was given first reading by title and second reading in full. RESOLUTION WHEREAS, the United States of America, acting through the Housing and Home Finance Agency, Public Housing .Administration, owns permanent war house now known as PHA Project IND -12188 and 12197, consisting of approximately Five Hundred (500) units located in the City of South Bend, State of Indiana; and WHEREAS, such housing is no longer needed for purposes of war; and WHEREAS, there exists in the City of South Bend a serious shortage of decent, safe and sanitary housing which constitutes a menace to health, safety, morals and welfare of the inhabitants of the city, especially to the families of veterans and servicemen of low income and other families of low income; and WHEREAS, if the Congress of the United States should authorize the conveyance of such housing to provide housing for families of low income The Housing Authority of The City of South Bend proposes to acquire such housing and to operate it as low rent housing; NON, THEREFOREs BE IT RESOLVED, by the Mayor and City Council of the City of South Bend; 1. That it is the determination, finding and declaration of the Mayor and City Council of South Bend that it will be in the best interests of the community and of the families of veterans and servicemen "-, to make such housing available as low rent housing for families of low income; 2. That the Mayor and City Council of South Bend hereby petition the Congress of the United States to authorize the acquiring of such housing by the Housing Authority of the City of South Bend to be administered as low rent housing for families of low income; 3.. RESOLUTION Meeting of Special Committee of All Members of City Council, November 8th, 1948, WHEREAS, a porition of South Bend lying adjacent to the railroads has been subjected to great property loss, damage and inconveniences and WHEREAS, the railroads have attempted to reduce the smoke with their present coal- burning engines which has not accomplished its purpose, NOW, THEREFORE, BE IT RESOLVED by this Committee to ask the cooperation of the railroads now using coal - burning engines within the limits of the City of South Bend to convert their equipment to oil burning engines.
