President To the Presidentjand members of the Common Council of the City of South Bend, Indiana: Gentlemen: CALL FOR SPECIAL MEETING You are hereby notified that under and by virtue of the authority vested in me as Mayor of the City of South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in the Council Chamber,.in the City Hall at the hour of 8 :00 o'clock P.M., on Monday, August 30, 1948, the same being the last Monday in August, 1948, as provided for by law, for the purpose of considering and acting upon the following ordinances, to -wit: AN ORDINANCE APPROPRIATINs MONEYS FOR THE PURPOSE OF DEFRAYING TT-2 EXPENSES OF ILL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY,OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1949, AND ENDING DECEMBER 31, 1949, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUNDS OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICE - MEN'S PENSION FUNDS, AND THE CITY PLAN COMMISSION: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES: REPEALING ALL ORDINANCES AND PARTS OF ORDINAL ?CES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT." REPORT OF THE COMMITTEE OF THE WHOLE To the 'Common Council of the City of South Bends August 30, 1948 Your Committee of the Whole to whom was referred "An Ordinance appropriating moneys for the purpose of defraying the expenses of all budget - operated departments of the Civil City of South Bend, Indiana, for the fiscal year beginning January 1, 1949, and ending December 31, 1949, including departments, funds and commissions for which money is appropriated, in whole or in part, from funds other than the General Funds of said City, to,wit: Street, Traffic and Part Departments, Firemen's Pension and Policemen's Pension Funds, and the City Plan Commission: Providing that such appropriations shall include all outstanding claims and obligations: Fixing the salaries of all City Officials and Employees, repealing all ordinances and parts of ordinances in conflict herewith: Providing a time when the same shall take effect ". Respectfully report that they have examined the matter and that in their opinion thiVordinance shall be reported to the Council as favorable. Motion carried. 506 II SPECIAL MEETING AUGUST 30TH, 1948 REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: August 30, 1948 Your Committee of the Whole to whom was referred "An Ordinance fixing the tax levy for the year 1949 for the Municipal City of South Bend, Indiana ". Respectfully report that they have examined the matter and that in their opinion this ordinance shall be reported to the Council as favorable. STANLEY C. KORPAL, Chairman Councilman Korpal made a motion that the report be accepted. Councilman Glass seconded the motion. Motion carried. The following was read by Mr. Marshall Smelser, Chairman, St. Joseph County Chapter, ADA: THE NEE SOUTH BEND BUDGET A statement on behalf of Americans for Democratic Action August 30, 1948 To improve municipal services is one of the surest ways of raising the standard of living for all citizens. :-Progress caii nSt be financed Arithout taxes. Althoggh most of the members of Americans for Democratic .action are property owners they do not hide behind a screen of demagoguery and fight taxes as such, in order to gain popular favor. We know that because of depression, war, and inflation, South Bend has been going backward for twenty years. The present capable city administration headed by Mayor George Schock now proposes to go forwsxd and solve these pressing'runicipal problems which are the problems of us all. We are convinced that South Bend needs and wants even more municipal services than are included in this budget, and therefore consider this budget to be rather on the conservative side than excessive. We are convinced that the improvements provided by this budget can only be financed from taxes. Therefore Americans for (Democratic diction, after careful study of the new South Bend budget, for the sake of a better South Bend, support this budget and congratulate Mayor Schock and his department heads on the care and intelligent attention they have given to th 4roblems and the common good of our city.
