Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the
Council Chambers, City Hall, July 12th, 1948, at 8:00 P.M., with all members present except Councilman Kemper.
President Niezgodski presided. The reading of the minutes of the previous meeting was waived.
REPORT OF BOARD OF PUBLIC WORKS AND SAFETY

Gentlemen:
July 12, 1948
Attached hereto are copies of reports from Mr. William Qualls, Superintendent of the Electrical Department, on
petitions for street lights at Calvert and Robinson Streets Clyde and Altgeld Street,, College and Vassar Streets
Dale Avenue and Donmoyer Street, Linden and Huey Streets and Irvington Street at Marine Street, St. Vincent and
St. Joseph Streets, and at the South End of Robin Hood Lane.
Mr. Qualls also informed the Board that lights ordered in at Queen and Allen Street, Hawthorne Drive and Washington
Street and seven lights in the Bereliff Addition which had been ordered in by the Board, had been installed and
were now in service.

:DEPORT OF. CITY PLAN COMMISSION
To the Common Council,
City of South Bend, Indiana
Gentlemen:
July 2, 1948
Petition of South Bend Current Controller Co. for change of zoning classification of Lots 46 and 47 in Baker and
McHenry's Addition from "B" Use and "A" Height and Area Districts to "D" Use and "E" Height and Area Districts
was considered by the City Plan Commission at their regular meeting July 1, 1948 after public hearing on the
same.
This change is recommended as petitioned for.
These lots are immediately North of the present plant of the Current Controller Co. at the Northeast corner of
North Side Blvd. and Roberts St*
D. Moomaw, Seely.
Councilman Erler made a motion that the report be accepted. Councilman Glass seconded the motion. Motion carried.
REPORT OF COMMITTEE ON DUMP SITES
To the HonoraVle Mayor and the City Council July 12, 1948
The Committee on dump sites met as requested by Mayor George A. Schock and wishes to report to the Mayor and the
Council of its findings. Two sites were turned in and considered. Both sites being in the same section of town
would not serve the City properly as centrally located dump sites. After a thorough investigation and discussion,
the Committee came to the conclusion that South Bend should have a rubbish collection similar to our garbage
collection.
The Committee recommends that the Mayor take this suggestion under consideration and include in the budget for
1:49 an estimated sum for the collection of rubbish.

Councilman Erler made a motion that the report be accepted and the Committee discharged, and that the Clerk send
a copy of the report to the Mayor. Councilman Tellson seconded the motion. Motion carried.

To the Common Council of the City of South Bend: July 12, 1948
Your Committee of the 'Whole to whom was referred "An Ordinance transferring the sum of 1300.00 from Account
Number G -132, abstracting Office of City Attorney, to Account Number G -11, Salary of Clerk, Office of City
Attorney; and the sum of J500.00 from Account Number 58 -B, Building Contingent Fund, Office of Board of Public
Works and Safety, to ;Account Number I1 -725, Off ice Equipment, Office of Board of Public Works and Safety, and
declaring an extraordinary emergency.
Respectfully report that they have examined the matter and that in their opinion this ordinance shall be referred
to the Council as favorable.

Your Committee of the Whole to whom was referred "An Ordinance transferring the sum of $2,000.00 from Account
Number 58 -B, Building Contingent Fund, Office of the Board of Public Works and Safety to Account Number H -223,
Heat, Office of the Boardof Public forks and Safety; and the sum of $15,750.00 from Account Number Q -11, Salaries,
Tire Department, to Account Number Q -724, Motor Equipment, Fire Department; and the sum of $100.00 from Account
Number Z -216, Traveling Expenses, Police Pension Fund, to Account Number Z -36, Office Supplies and Printing
Records, Police Pension Fund, and declaring an extraordinary emergency.
Respectfully report that they examined the matter and that in their opinion this ordinance shall be referred to
the Council as favorable.

Your Committee of the Whole to whom was referred "An Ordinance transferring $1680.00 from Budgetary Account 711,
Properties, Building and Fixtures, the Park Department of the City of South Bend, Indiana, for the calendar year
1948: appropriating said sums of money for the uses and purposes nf'budgetary account 261, services contractural,
the Park Department of the City of South Bend, Indiana; declaring an emergency.
Respectfully report that they have - examined the matter and that in their opinica this ordinance shall be referred
to the Council as favorable.

REPORT OF THE COMMITTEE OF THE WHOLE
To the Common Council of the City of South Bend:
July 12, 1948
Your Committee of the Whole to whom was referred "An Ordinance changing Indiana Avenue from a street or avenue
to a boulevard and giving the care and control thereof to the Board of Park Commissioners of the City of South
Bend, Indiana.
Respectfully report that they have examined the matter and that in their opinion this ordinance shall be referred
to the Ordinance Committee to work in conjunction smith the City Engineer, City Attorney, Traffic Engineer and the
Park Board for further study and consideration and report back to the Council on August 9th; also that the Traffic
Engineer place signs on Indiana Avenue in regard to "No inter -city trucks" and place speed limit on ' trucks*
;Councilman Erler made a motion that the report be accepted.

AN ORDINANCE APPROPRIATING FROM THE GENERAL STREET AND
TRAFFIC FUND OF THE CITY OF SOUTH BEND, INDIANA, OF THE
FOLLOWING AMOUNT TO THE FOLLOWING INDICATED ACCOUNT OF
THE 1948 BUDGET: STREET DEPARTMENT, S -53, REFUNDS,
AWARDS AND INDEMNITIES, $2,000.009 AND DECLARING AN
EXTRAORDINARY EMERGENCY.
This ordinance was given first and second reading. Councilman Tellson made a motion that the ordinance be
referred to the Committee of the Whole for Public Hearing on July 26th, 1948, at 8:00 P.M. Councilman Korpal
seconded the motion. Motion carried.-

This ordinance was given first and second reading on June 28th. Councilman Erler made a motion that the ordinance
be referred to the Committee of the Whole for Public Hearing on July 26th, 1948, at 8:00 P.M. Councilman Korpal
seconded the motion. Motion carried.

MOT IONS
Councilman Glass made a motion that the Clerk notify the Mayor that in the prepare +.ion of the 1949 budget he
provide a -sum sufficient to permit the purchase and installation of an amplifying system in the Council Chamber, .
Councilman Korpal seconded the motion. Motion carried.
Councilman Korpal made a motion that Mr. William Qualls, Superintendent of the City Electrical Department, be
contacted and see what is holding up the petitions for street lights at the following locations: California and
Adams, Lindsey and Oashing, Napier and ?Meade, Huey and Linden, Olive and Bertrand; also report on the condition
of the street light put up about three years ago on Prast Blvd. at the intersection of alley. Councilman Glass
seconded the motion. Motion carried.
The Ordinance Committee -was notified to report to the Council on August 23rd regarding the condition.of railroad
crossings in various sections of the.city.
There being no further business, Council adjourned at 10 :50 P.M.
