HomeMy WebLinkAbout06-28-48 Council Meeting Minutes494 REGUTAR.MEETING JUNE Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chambers, City Hall, June 28th, 1948, at 8:00 P.M., with all members present except Councilman Tellson. President Niezgodski presided. The reading of the minutes of the previous meeting was waived. COMMUNICATION Council Committee South Bend, Ind. South Bend, Indiana May 27, 1948 Dear Sirs:. In reply to your notice in the paper regarding a location for a city dump, I have about 15 acres of low land that would make a good city dump and it is close to town. If you are interested you could talk the matter.over with me at the drill hall at Notre Dame any day from 7 till 3:30. Your truly,. THOMAS R..LUCE 1101 Campeau St. Councilman Korpal made a motion that the communication be referred to the Committee for selecting a site for dumping of trash and debris. Councilman Kemper seconded the motion. Motion carried. PETITION To the Honorable Common Council of the City of South Bend, Indiana: Gentlemen: Colpaert Realty Corporation respectfully represents and alleges: South Bend, Indiana June 9, 1948 1. It is now the owner in fee simple of a tract of real estate in St. Joseph County, Indiana, bounded by a line running as follows: Beginning at the Southwest corner of Section Nine (9), Township Thirty -seven (37) North, Range Two (2) East; thence North two thousand six hundred forty -six and sixty -nine hun- dredths (2646.69) feet to the center line of said section; thence East one thousand three hundred twenty -four and seventy -two hundredths (1324.72) feet; thence South two thousand six hundred forty -eight and eight hundredths (2648.08) feet to the South line of said section; thence .West one thousand three hundred twent -nine and eight tenths (1329.8) feet to the place of beginning, containing eighty (80 acres more or less. 2. ,. The petitioner,,-has prepared and now awaits final approval of a plat of said above described real estate as a residential area to be knoarn as Belleville Unit A. 3. The petitioner desires that said territory, being contiguous to the present western city limits of the City of South Bend, be annexed to ara constitute thereafter a part of the City of South Bend, Indiana, and submits herewith a proposed form of ordinance for the accomplishment of that purpose. WHEREFORE, petitioner respectfully prays and requests that this Common Council adopt such proposed form of ordinance for the annexation of said described territory to the City of South Bend, Indiana. REPORT OF BOARD OF PUBLIC WORKS AND SAFETY Members of the Common Council City Hall South Bend, Indiana Gentlemen: June 8, 1948 Attached herewith is a copy of a report made by Mr. William. Qualls on a petition for a street light at Iroquois Street and North Shore Drive. Mr. Qualls informed the Board that street lights ordered in at St. Joseph Street and Ewing Avenue, on Victoria Street at Twyckenham 2-rive, Western Avenue and.Arnold Street and in the area around the John Adams High School, had all been installed and were now in service. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: June 28, 1948 Your Committee of the Whole to whom was referred "An Ordinance transferring the sum of $1500.00 from Account Number Q -11, Salaries, Fire Department, to Account Number Q -331, Gasoline, Fire Department; and the sum of $16,775.00 from Account Yamber P -11, Salaries and Wages, Police Department, to following Account Numbers P -216, Traveling Expenses, $400.00; P -242, Printing, $300.00; P -243, Photographing and Blue- Printing, $100.00; P -252, Repair of Equipment, $3800.00; P -331, Gasoline; $6100.00; P -332, Oil, $250,00; P -342, Laundry, $125.00; P -36, Office Supplies, $600.00; P -38, General Supplies, $900.00; P -724, Motor Equipment, $2500.00; P -725, Office Equipment, $200.00; P -726, Other Equipment, $1500.00, all accounts of Police Department, and declaring an extraordinary emergency. Respectfully report that they have examined .the matter and that in their opinion this ordinance shall be referred to the :Council as favorable. REPORT OF THE COMMITTEE OF THE WHOLE To the 'Common Council of the City of South Bends June 28, 1948 Your Committee of the Whole to whom was referred "An Ordinance appropriating from the State Cigarette Tax Highway Distribution Fund the sum-of Forty -five Thousand Eight Hundred Fourteen Dollars and Six Cents ($45,814.06) for repair and maintenance of highways, streets and alleys of the City of South Bend, Indiana, and declaring the existence of an extraordinary emergency. Respectfully report that they have examined the natter and that in their opinion this ordinance shall be referred to the Council as favorable. STANLEY C. NUMBER 58 -B, BUILDING CONTINGENT FUND, OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY TO ACCOUNT NUMBER H -223, HEAT, OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY; AND THE SUM OF $15,750.00 FROM ACCOUNT NUMBER Q -11, SALARIES, FIRE DEPART- MENT, TO ACCOUNT NUMBER Q -724, MOTOR EQUIPMENT, FIRE DEPARTMENT; AND THE SUM OF $100.00 FROM ACCOUNT NUMBER Z -216, TRAVELING EXPENSES, POLICE PENSION FUND, TO ACCOUNT NUMBER Z -36, OFFICE SUPPLIES AND PRINTING RECORDS, POLICE PENSION FUND, AND DECLARING AN EXTRAORDINARY EMERGENCY. ORDINANCE AN ORDINANCE TRANSFERRING THE SUM OF $300.00 FROM ACCOUNT NT]MBER G -132, ABSTRACTING, CFFICE OF CITY ATTORNEY, TO ACCOUNT NMIBER G -11, SALARY OF CLERK, OFFICE OF CITY ATTORNEY; AND THE SUM OF $500.00 FROM ACCOUNT NUMBER 58 -B, BUILDING CONTINGENT FUND, OFFICE OF BOARD OF PUBLIC WORKS AND SAFETY, TO ACCOUNT NUMBER H -725, OFFICE EQUIPMENT, OFFICE OF BOARD OF PUBLIC WORKS AND SAFETY, AND DECLARING AN EXTRAORDINARY EMERGENCY. This ordinance was given first and second reading. Councilman Kemper made a motion that the ordinance be referred to the Committee of the Whole for Public Hearing on July 12th, 19480 at 8:00 P.M. Councilman Korpal seconded the motion. Motion carried. ORDINANCE AN ORDINANCE CHANGING INDIANA AVENUE FROM A STREET OR AVENUE TO A BOULEVARD AND GIVING THE CARE AND CONTROL THEREOF TO THE BOARD OF PARK COMMISSIONERS OF THE CITY OF SOUTH BEND, INDIANA. This ordinance was given first and second reading. Councilman Muszynski made a motion that the ordinance be referred to the Committee of the Whole for Public Hearing on July 12th, 1948 at 8:00 P.M. Councilman Korpal seconded the motion. Motion carried. ORDINANCE AN ORDINANCE PROVIDING FOR THE ANNEXATION OF CERTAIN TERRITORY TO THE CITY OF SOUTH BEND, INDIANA (BELLEVILLE UNIT A PROPOSED) JUNE 28TH. 1948 This ordinance was given first and second reading. The Clerk was instructed to notify ':sir. Roland Obenchain, Attorney, for the Colpaert Realty Corporation to attend the next regular meeting of the Council on July 12th , 1948, for further explanation of the above ordinance. The Dlerk was also instructed to notify the Secretary of the City Plan Commission to attend this meeting. ORDINANCE AN ORDINANCE TRANSFERRING $1680.00 FROM BUDGETARY ACCOUNT 711, PROPERTIES, BUILDING AND FIXTURES, THE PARK DEPARPMER'T OF THE CITY OF SOUTH BEND, INDIANA, FOR THE CALENDAR YEAR 1948; APPROPRIATING SAID SUMS OF MOITEY FOR THE USES AND PURPOSES OF BUDGETARY ACCOUNT 261, SERVICES COITTRACTURAL, THE PARK DEPARTMENT OF THE CITY OF SOUTH BEND, INDIANA; DECLARING AN EMERGENCY. 495 This ordinance was given first and second reading. Councilman Brier made a motion that the Clerk be instructed to notify the Park Board to have a representative attend the next regular meeting of the Council on July 12th, 1948 relative to the above ordinance. Councilman Korpal seconded the motion. Motion carried. ORDINANCE NO. 3647 AN ORDINANCE APPROPRIATING FROM THE STATE CIGARETTE TAX HIGIDVAY DISTRIBUTION FUND THE SUM OF FORTY -FIVE THOUSAND EIGHT HUNDRED FOURTEEN DOLLARS AND SIX CENTS ($45,814.06) FOR REPAIR AND MAINTENANCE OF HIGHKAYS, STREETS AND ALLEYS OF THE CITY OF SOUTH BEND, INDIANA, AND DECLARING THE EXISTENCE OF AN EXTRAORDINARY EMERGENCY. d This ordinance was given third reading and passed by a roll call vote of 7 ayes - 0 nays - 1 absent (Tellson). There being no further business, Councilman Kemper made a motion for adjournment, which motion was seconded by Councilman Korpal. Motion carried, and :meeting adjourned at 8:45 P.M.
