Home My WebLink About04-12-48 Council Meeting MinutesREGULAR MEETING APRIL 12thi 1948 Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chambers, City Hall, April 12th, 19480 at 8:15 P.M., with all members present except Councilman Muszynski. President Niezgodski presided at the meeting. The reading of the minutes of the previous meeting was waived. COMMUNICATION The Honorable City Council of South Bend City Hall South Bend, Indiana Gentlemen: April 8, 1948 The purpose of this letter is to inform you in brief of the activities of The Draymen Co. Due to recent articles in the newspaper concerning rubbish haulers and proposed action by the city in rubbish collection this letter was thought necessary. This company has been engaged in rubbish removal since October 2, 1947, using the city dump which is used and maintained by the City Street Department. On August 28, 1947, David. E. Wenger registered in the County Clerks office as owner of The Draymen Co. A city refuse transporters license was obtained. In October of 1947 The Draymen Co. became a member of the Association of Commerce of South Bend. The services of The Telephone Answering Service have been engaged by The Draymen Co. Rubbish removal service to customers of this company is on a weekly pickup basis. Service is guaranteed. A phone call brings special service in case a customer is missed on any of their scheduled pickup days. The Draymen Co. is at present operating in a- limited territory in South Bend, but hopes to extend its service to all parts of the city in the near future.` This company is offering three types of rubbish removal service with:charges ranging from 30� per week (during the cold months) to 55.50 per year (52 rubbish pickups). It is my belief that rubbish removal in South Bend presents a varied problem due to the preferences and needs of the individuals concerned. It is my belief that a one type rubbish removal service by city contract and paid for by taxation would be unsatisfactory to the great majority of people concerned no matter what the cost to then. I will welcome an opportunity to address the City Council and explain in detail the rubbish removal picture as I see its Any questions or inquires will be welcomed by me and answered to the best of my knowledge.. REPORT OF BOARD OF PUBLIC WORKS AND SAFETY Members of the Common Council, :City Hall, South Bend, Indiana Gentlemen: April 8, 1948 Mr., William Qualls, Superintendent of the Electrical Department, has informed the Board of Public Works and Safety that street lights ordered installed at the following locations have been constructed and are now in service: On Liberty Street between Jefferson and Western Corner of Howard and St. Peter Streets Corner of Marquette and Meade Streets Corner of Farneman and St. Joseph Streets Corner of Olive and Longley Streets _Bryan Street and Inglewood Place Bryan Street and Sherman Street Beale Street and Inglewood Place Beale - Street and Sherman Street Roosevelt Street and Inglewood Place Roosevelt Street and Sherman Street Rose Street and Inglewood Place Very truly yours , BOARD OF PUBLIC -WORKS AND SAFETY C. REPORT OF BOARD OF PUBLIC WORKS AND SAFETY Members of the Common Council City Hall South Bend, Indiana Gentlemen: March 29, 1948 Attached hereto are reports submitted by Mr. Qualls recommending the installation of street lights at the intersection of Calvert and Clyde Streets, Swygart Street and Prairie Ave=e and Gertrude Street and Ewing Avenue. The Board approved the installation of these streets lights and directed Mr. Qualls to order them. Mr. Qualls also informed the Board that street lights ordered in at Inglewood Place and Lathrop Place and Berkley Place and Beverly Place had been installed and that a change from 2500 lumen lights to 4000 lumen lights had been made in the lights -at Oakwood and Berkley Place and Hollywood and Berkley Place. REGULAR MEETING REPORT OF THE COMMITTEE OF THE WHOLE APRIL 12th, 1948 To the Common Council of the City of South Bend: April 12th, 1948 Your Committee of the Whole to whom was referred an Ordinance transferring money from Account Number T -726, Traffic Signals and other Equipment, Board of Public Works and -Safety - Traffic Department, to Account Number T -724, Motor Equipment, Board of Public Works and Safety - Traffic Department $180.50, and declaring an extra- ordinary emergency. Respectfully report that they have examined the matter and that in their opinion this ordinance shall be reported to the Council as favorable. STANLEY C. Motion carried: REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: April 12th, 1948 Your Committee of the Whole to whom was referred an EmergeR�y%�r��nance appropriating from the General Fund of the City of South Bend, Indiana, of the following amounts to the following indicated accounts of the 1947 Budget, Fire Department, Q -222, Gas Service at Fire Stations, $105.20; Fire Department, Q -331, Gasoline, 5185.48; Police'Department, P -331, Oil, 121.15; and appropriating from the General Street and Traffic Fund of the City of South Bend, Indiana, of the following amounts to the following indicated accounts of the 1947 Budget: Street Department, S -252, Repairs to Equipment, $102.41; Street Department, S -262, Medical and Surgical, 1100.00; Street Department, S -331, Gasoline, $2810.66, and declaring an emergency. Respectfully report that they have examined the matter and that in their opinion this ordinance shall be reported to the Council as favorable. REPORT OF THE CMNITTEE OF THE WHOLE To the Common Council of the City of South Bend: April 12th, 1948 Your Committee of the Whole to whom was referred an ordinance amending Ordinance No. 966, adopted May 13, 1895, entitled as a general codifying ordinance, by adding a new section thereon in reference to blocking of street crossings by railroad °train -or cars to be known as Section 273T1/2, and oreseribi- 4- penalties. Respectfully report that they have examined the matter and that in their opinion this ordinance be referred to the Ordinance Committee..for further study and report to the Council at their meeting on May 10th. REPORT OF THE CITY PLAN CO MISSION To the Common Council April 2, 1948 City of South Bend, Indiana Gentlemen: Petition of Helen Co Kohen for change of zoning classification of Lots 1, 2 and 3 in John Adams 1st Addition was considered by the City Plan Commission at their regular meeting April lst, 1947. This change is recommended as petitioned forr D. Moomaw, Seely. Councilman Korpal made a motion that the report be accepted. Councilman Glass seconded the motion. Motion carried. REPORT OF THE'CITY PLAN COMMISSION To the Common Council City of South Bend, Indiana Gentlemens -- April 12 ,1948 1948 The accompanying ordinance is for the zoning of a portion of the territory annexed to the City by Ordinance 3602. This Ordinance originated in the City Plan Commission and is approved by them for consideration by the Council. The land described is a triangular tract bounded by Edison Road on the north, South Bend Avenue on the south- easterly side and extends West 324.37 feet from the intersection of the centerlines of Edison Road and South Bend Avenue, D. Moomaw, Seely. Councilman Korpal made a motion that the report be accepted. Councilman,Tellson seconded the motion. Motion carried. 11 REGULAR MEETING - -- - APRIL 12th, 1948 ORDINANCE AN ORDINANCE TO AMEND SECTIONS 1, 9, 11 and 12 OF ORDINANCE N0. 3377, ADOPTED JULY 14, 1941, COMMONLY KNOWN AS RUBBISH HAULING ORDINANCE, AND ADDING A NEW SECTION THERETO TO BE KNOWN AS SECTION NO. 11 -1/2. This ordinance was given first and second reading. Councilman Korpal made a motion that the ordinance be set for Public Hearing April 26th, 1948. Councilman Glass seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA, OF THE FOLLOWING AMOUNT TO THE FOLLOWING INDICATED ACCOUNT OF THE 1948 BUDGET: FIRE DEPARTMENT., Q -724, MOTOR EQUIPMENT, $3,375.00, AND DECLARING AN EXTRAORDINARY EMERGENCY. This ordinance was given first and second reading. Councilman Korpal made a motion that the ordinance be set for Public Hearing April 26th, 1948. Councilman Kemper seconded the motion.
