HomeMy WebLinkAbout03-08-48 Council Meeting MinutesREGULAR MSETIVG Be it remembered'- -that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chambers, City Hall, March 8th, 1948, at 7 :30 P.M., with all members present except Councilman Richardson. President Niezgodski presided at the meeting. The reading of the minutes of the previous meeting was waived. COMMUNICATION A letter was received from members of Post 303 regarding insects destroying maple trees in certain sections of the vicinity. Councilman Erler made a motion that Mr. Lisle McNabb, Superintendent of the Park Department, and two members of the Board, appear at the next meeting of the Council. Councilman Muszynski seconded the motion. Motion carried. The-Clerk was instructed to notify Mr. McNabb and two members of the Board to appear at the next Council meeting,to'be held March 22nd, 1948. PETITION The Common'Council of the City of South Bend, Indiana Gentlemen: South Bend, -Indiana February 18, 1948 I, the undersigned, being the owner'of'one hundred (1000 per cent of the frontage involved, hereby petition your body to change the zoning of Lots 1, 2, and 3 in John Adams First Addition to the Zity of South Bend from "B" Use District and "A" Height and Area District to "D" Use District and "E" Height and Area 'District* Respectfully yours, (Signed) Helen C. Kohen Councilman Erler made a motion that the petition be referred to the City Plan Commission. Councilman Korpal seconded the motion. Motion carried. PETITION To the Honorable Board of:Public Works and Safety South Bend, - Indiana of the City of South Bend, Indiana February 20, 1948 Gentlement We the undersigned property owners petition your honorable body to improve Olive Street near Prairie Avenue by the construction of a street light. (25 Signers) Councilman Korpal made a motion to refer the petition to. the Board of Public Works. Councilman Glass seconded the motion. Motion carried. REPORT OF BOARD OF PUBLIC WORKS AND SAFETY Members of the Common Council, City Hall, South Bend, Indiana Gentlemen:: March 8, 1948 Attached hereto are copies of reports submitted by Mr. William Qualls, Superintendent of the Electrical Department, relative to petitions for street lights in which he reoommends the installation of street lights at the following locations Academy Place and "Inglewood Place,-Academy Place and Riverside Drive; On .academy Place between Inglewood and River- side, Byler Place and Place, Blyler Place and Riverside Drive, On Byler Place between Culver and Riverside, Ga-*&' Place and Culver Placa, Harris and Danham Streets, Bryan and Sherman Streets, Bryan and Inglewood Place, Beale Street and Inglewood Place, Beale Street and Sherman Street, Roosevelt Street and Inglewood Place, Rose Street and Inglewood Place,'Roosevelt Street and Sherman, Beverly and Berkley Streets, Inglewood and Lathrop Streets,- Crumstown and Iowa Streets_, Farneman and St. Joseph Streets, Olive and Longley Streets, Ewing and St. Joseph Streets, On Liberty Street between Jefferson and Western, Howard and St. Peter Streets, On Wilber Street between Elwood and Humboldt, Meade and Marquette Streets, Mr. Quails also informed the Board that street-lights ordered in at Indiana-and Pulaski Streets, Pulaski and Calvert Streets, Washington and Esther Streets, Suunnyside and Sorin Streets,-Portage and King Streets, the alley intersection between Colfax and Washington and St. Peter and Notre Dame Ave., seven lights between Sheridan Street and Gladstone Street and Ford Street and Sample Street, Elwood and Meade Streets and Fremont and Bulla Streets, Johnson-and Elwood Streets, On Walnut at the alley intersection South of Fassnacht Street, Colfax and Spruce Streets, between Michigan and Main at Dayton Street, St. Joseph and Dabail# Woodside and High Streets, On Twyokenham Drive between Fairview and Eckman, In the alley at the rear of Hillerest Road, and changing 1000 lumen lights at Sunnyside and Washington and Jacob and Washington Streets to 4000 lumen lights, had all been installed and are now in service. Motion ca rrt,ed REPORT OF CITY PLAN COMMISSION To the Common Council March 5, 1948 City of South Bend, Indiana Gentlemen: Petition of Arthur J. Eckman, et al, for change of zoning classification of Lets 60 61, 62 and 63 in Queensboro Addition was considered by the City Plan Commission at its regular meeting March 4th. The City Plan Commission recommends this change and that the zoning of these lots be made "C" Commercial and "E" Height and Area Districts. D. MOOMAW, Secretary Councilman Korpal made. a motion that the report be accepted. Councilman Glass seconded the motion. Motion carried. REGULAR MEETING MARCH 8TH, 1948 REPORT OF THE CITY CLERK OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1947. The reading of the report of the City Clerk for the year 194? was waived. Councilman Kemper made a motion that the report be accepted. Councilman Beetle seconded the motion. Motion carried. ORD I NANCE AN ORDINANCE TO AMEND ORDINANCE NUMBER 2331 AS AMENDED, 'WHICH ORDINANCE IS COMMONLY CALLED THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND The ordinance was given first and second reading.- Councilman Tellson made a motion that the Ordinance be referred to the City Plan Commission. Councilman Glass seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING ORDINANCE NUMBER 2331 The ordinance was given first and second reading. Councilman Zrler made a motion that the Ordinance be referred to the City Plan Commission. Councilman Korpal seconded the motion. Motion carried. ORDINANCE NO. 3630 AN ORDINANCE TO AMEND SECTION 2 OF ORDINANCE NO. 1749 ENTITLED "AN ORDINANCE ADOPTING CERTAIN RULES AND REGULATIONS FOR THE GOVERNMENT OF THE COMMON COUNCIL OF THE'CITY OF SOUTH BEND, INDIANA, AND ITS MEMBERS ", ADOPTED NOVEMBER 9, 1914. The ordinance was given first reading by title and second reading in full. Councilman Kemper made a motion for suspension of rules. Councilman Korpal seconded the motion. Motion carried. Motion carried by a roll call vote of 8 ayes - 0 nays - L absent (Richardson). The ordinance was given third reading an1bassed by a roll call vote of 8.ayes - 0 nays - l absent (Richardson).,.
