Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the
Council chambers, City Hall, February 9th, 1948, at 7 :30 P.M., with all members present except Councilman
Richardson. President Niezgodski presided. The reading of the minutes of the previous meeting was waived.
COMMUNICATION
A communication was read from E. H. Arsenault, Secretary- Treasurer, Journeyman Barbers, International Union of
America, Local Union No. 927, dated January 29th, 1948, relative to the changing of Council meetings from Monday
to Tuesday nights.
COMMUNICATION
A communication was read from E. L. Bach, Executive Secretary, Association of Commerce of South Bend, Indiana,
dated February 3rd, 1948, in regard to the changing of ;Council meetings from Monday to Tuesday which would
prove _helpful to all concerned.

A communication was read from Perry A. Gillespie, Business Manager, Retail Clerks International Association,
Local No. 37, dated February 5th, 1948, requesting the Council that the meeting dates for the Council meetings
be held on some day other than Monday.
Councilman Korpal made a motion t1at these letters be placed on file. Councilman Kemper seconded the motion.
Motion - carried.
PETIT ION
To the Common Council of the City of South Bend, Indiana
Gentlemenz
February 2nd, 1948
We, the undersigned, property orners of the Lots 60- 61- 62-.63 on South Michigan Street between Eckman and Oakside
Streets in Queensboro Addition in South Bend, petition the Council and Plan Commission to have the same changed
from residential to commercial zone.
The rest of the block is now in the commercial zone. This property to be occupied by a modern service station.

Councilman Srler made a motion that the petition be referred to the City Plan Commission. Councilman Korpal
seconded the motion. Motion carried.
REPORT OF BOARD OF PUBLIC WORKS AND SAFETY
Members of the Common Council February 9th, 1948
City. Hall
South Bend, Indiana
Gentlemen:
Attached hereto are copies of reports presented by Mr. William Qualls, Superintendent of the Electrical Depart-
ment, recommending the installation of street lights at Indiana and Pulaski Streets;- Pulaski and Calvert Streets;
Colfax Avenue and.Spruce Street; Woodside and High Streets; in the alley intersection between Michigan and Main
Streets at Dayton Street; the intersection of Dubail and St. Joseph Streets; at the alley in the rear of
Hillcrest Road;.at the intersection of Johnson and Elwood Streets; all of ;hick the Board, upon Mr. Qualls
recommendation', ordered installed.
Mr. Qualls also informed the Board that lights previously ordered in at Werwinski and Wilbur Streets, Smith and
R.zey Street, O'Brien and Humboldt Streets; Twyckenham Drive and Monroe Street, Hastings and 20th Street, Victoria
and High Streets, Ironwood and Washington Streets, Colfax and Hawthorne Streets, Colfax and Greenlawn Avenues,
on Talbot Street between South Bend Avenue and Howard Street and at the intersection of Victoria and St. Joseph
Streets had all been installed and were now in service.

REPORT OF THE COMMITTEE OF THE MOLE
To the Common Council of the City of South Bend
Gentlemen:
February 9th, 1948
Your Committee of the Whole to whom was referred an Ordinance transferring money from the General Fund of the
City of South Bend and appropriating said sum for the uses and purposes of the following budgetary item of the
budget of the City of South Bend, Indiana, for the year 1948, to -wit: To D -11, Services Personal, Office of
the City Treasurer, for Cashier in the Barrett Law Department,$900.00, and declaring an emergency.
Respectfully report that they have examined the matter and that in their opinion this Ordinance shall be reported
to the Council as favorable.

Councilman Kemper made a motion that the report be accepted. Councilman Glass seconded the motion. Motion
carried*-
MEETING
REPORT OF THE ELECTRICAL DEPARTMENT
Mr. William Qualls, Superintendent of the City Blectrical.Department, appeared before the Council and reported
on the number of applications for lights before the Department and the number of applications approved and
referred to the Electric Company for installation, and stated that every effort was made to install as many
street lights as possible within the appropriation.
Councilman Erler made a motion to refer the condition of street lights and trimming of trees to the Streets and
Alleys Committee. Mr. Qualls informed the Council that he would be very happy to work with the Committee in this
regard. Councilman Ke -.per seconded the -motion. Motion carried.
REPORT OF SPECIAL COMMITTEE
Councilman Muszynski reported on the Committee's investigation pertaining to hazardous railroad crossings.
Councilman Erler made a motion that the Committee take steps to decrease the time for which railroad crossings
are blocked by switching operations, and recommended a 30 -day probationary period during which time the rail-
roads are to show improvements or face astringent legislation. Councilman Kemper seconded the motion. Motion
carried.
ORDINANCE
AN ORDINANCE TO AMEND SECTION 2 OF ORDINANCE NO. 1749,
r ADOPTED NOVEMBER 9, 1914, THE SAME BEING "AN ORDINANCE
ADOPTING CERTAIN RULES AND REGULATIONS FOR THE GOVERNMENT
OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
AND ITS MEMBERS`.
This ordinance was given third reading and was lost by a roll call vote of 6 nays - 2 ayes - 1 absent (Richardson).

AN ORDINANCE TRANSFERRING MONEY FROM THE GENERAL FUND
OF THE CITY OF SOUTH BEND AND APPROPRIATING SAID SUM:
FOR THE USES AND PURPOSES OF THE FOLLOWING BUDGETARY
ITEM OF THE BUDGET OF THE CITY OF SOUTH BEND, INDIANA,
FOR THE YEAR 1948, TO -WIT: TO D -11, SERVICES PERSONAL,
OFFICE OF THE CITY TREASURER, FOR CASHIER IN THE BARRETT
LAW DEPARTMENT, 5900.00, AND DECLARING AN EMERGENCY.
This ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (Richardson)*
MOT ION
The Council discussed various types of vehicles and covers to be used in hauling ashes and garbage. Councilman
Korpal made •a aTotion that the-Ordinance Committee prepare a measure prescribing types of vehicles and covers
which may be used-in-hauling ashes and garbage. Councilman Kemper seconded the motion. Motion carried.
Upon motion of Councilman Kemper, seconded by Councilman Korpal, the Council adjourned at 9:00 P.M.,
