JANUARY 26, 1948
Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the
Council Dhambers, City Hall, January 26th, 1948, at 7:30 P.M., with all members present except Councilman
William J. Richardson.
President Niezgodski presided at the meeting. The reading of the minutes of the previous meeting was waived.
COMMUNICATION
A oommunieation was read from Clare F. Garber, City Clerk Treasurer of Goshen, Indiana, relative to a resolution
favoring the immediate erection of a State Hospital for mental patients in a central location in Northern Indiana.
Councilman Tellson made a motion to concur-in the sentiment and notify the governor and the St. Joseph county
legislative delegation to that effect. Councilman Korpal seconded the motion*- Motion carried.

Gentlemen:
January 19, 1948
Enclosed are copies of reports made on petitions for the installation of street lights at 24th and Hastings
Streets and at the first alley intersection on Monroe Street West of Chapin Street, which we believe are
self- explanatory.
Mr. Qualls recommended that the light on Twyckenham Drive near Fairview, which had been turned off during the
war, be returned to service and the Board approved his recommendation and directed that he order the Indiana
& Michigan 'Electric Company to turn the said light on.

Councilman Glass made a motion that the report be accepted. Councilman Bestle seconded the motion. Motion
carried.
PETITION
To the Common Council of the City of South Bend, Indiana
Gentlemen-
We, the undersigned, respectfully petition that the'Zoning Ordinance affecting the area in the LaSalle Park
Addition to the City of South Bend, Indiana, to wits Between Western Avenue and Colfax Avenue from Bendix
Drive west to the city limits, be altered or amended to-permit erection of buildings to be used for business
or commercial purposes.

Councilman Korpal made a motion that the petition be referred to the City Plan Commission. Councilman Korpal
seconded the motion. Motion carried.

Councilman Muszynski made a motion that the report be accepted. councilman Erler seconded the motion. Motion
carried.
ORDINANCE
AN ORDINANCE TO AMEND SECTION 2 OF ORDINANCE NO. 1749, ADOPTED
NOVEMBER 9, 19149 THE SAME BEING "AN ORDINANCE ADOPTING CERTAIN
RULES AND REGULATIONS FOR THE GOVERMENT OF THE COMMON COUNCIL
OF THE CITY OF SOUTH BEND, INDIANA, AND ITS MEMBERS".
The ordinance was given first and second reading. Councilman Kemper made a motion that the ordinance be set
for hearing on February 9th, 1948, at 7:30 P.M. Councilman Bestle seconded the motion. Motion carried.
STREET LIGHTS
Acting on complaints of several Councilmen that petitions for street lights in some cases seem to become
mislaid after they are approved by the Council, the Clerk was instructed to notify Mr. William Qualls,
Electrical Superintendent, to appear at the next Council meeting to be held February 9th, 1948.
REGULAR MEETING JANUARY 26TH, 1948
RAILROAD CROSSINGS
The Council took action regarding the condition of railroad crossings in various sections of the city,
especially where switching operations impede pedestrians and automobile traffic at rush hours. Councilman
Erler made a motion that President Niezgodski appoint a Committee to investigate the situation of railroad
crossings in various sections of the city and recommend corrective steps to the Council at its next meeting,
February 9th. Councilman Glass seconded the motion. Motion earrted. President Niezgodski announced that
a Committee would be appointed in the near future. Just before adjournment, President Niezgodski anriounced the
following Committee: Councilmen Muszynski, Erler and Korpal.
Upon motion of Councilman Kemper, seconded by Councilman Tellson, the Council adjourned at 8:20 P.M.
