Be it remembered that the Common Council of-the City of South Bend, Indiana, met in regular session in the Council Chambers, City Hall, September 22nd, 1947, at 7 :50 P.M., with all members present except Councilman McCarthy. President Brannan presided. . The reading of the Minutes of the previous meeting was waived. COMMUNICATION A communication from L. M. Coffman, 415 Victoria Street, with regard to barking dogs, was read. Councilman Niezgodski made a motion that the communication be placed on file. Councilman Bishop seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE IMHOLE To The Common Council of the City of South Bend: September 22nd, 1947. Your Committee of the Whole ", to whom was referred an Ordinance to .repeal Ordinanace No. 2670 entitled " An Ordinance Amending Ordinance 2243 Commonly Known as Building Code" by adding a sub - section to Section 601 thereof. Respectfully report that they have examined the matter and that in their opinion this Ordinance shall be reported to the Councilmas favorable. dILLIAM J. REPORT OF THE COM- ITTEE OF THE v%HOLE To The Common Council of- the City of South Bend September 22nd, 1947. YoUi- Committee of the Whole, to whom was referred an Ordinance transferring money from Account Number 251, Repair of Buildings and Structures, Park Maintenance Fund, to Account number 43, Materials, Drives and Walks, Park Maintenance Fund, $2,070.00; and transferring money from P -11, Salaries and aiages, Police Department, To P -342, Laundry and Cleaning, police 'Department, 480.00, Declaring an emerr.ency. Respectfully report that they have examined the matter and that in their opinion this Ordinance shall be reported to the Council as favorable. Councilman Bishop made a motion that the Ordinance be referred to the City Plan Commission. Councilman Korpal seconded the motion. Motion carried. ed. REGULAR MEETING- CONTINUED ORDINANCE NO. 3621 SEPTEMBER 22nd, 1947 477 AN ORDINANCE AUTHORIZING AND DIRECTING THAT AN APPRAISAL BE MADE OF CERTAIN DESCRIBED REAL ESTATE OWED BY THE CITY OF SOUTH BEND AND AUTHORIZING THE PROPER OFFICERS OF THE CITY TO EXECUTE A DEED THEREFOR The Ordinance was given first and second reading. Councilman Mirocha made a motion for suspension of Rules. Councilman Richardson seconded the motion. Motion carried by a. roll call vote of 7 ayes - 0 nays - 1 absent (McCarthy). The Ordinance was given Third Reading and passed by a roll call vote of 7 ayes - 0 nays - 1 absent (McCarthy) RESOLUTION i'IAEREAS, George F. Hull, who departed this life Septembe 11, 1947, was for almost twenty -six years a member of the Common Council of'the City of South Bend, serving therein longer than any other person in this City's history, and VFHEREAS, during all of that time he faithfully devoted himself to the welfare of his community, NOW Th MEFORE, be it resolved by the Common Council of the City of South Bend that his long and faithful service be commended to this City as exemplifying the highest traditions of public service and that the members of his family have the condolence of the Common Council. Councilman Mirocha made a motion that the resolution be adopted and that a copy be sent to the family of George F. Hull. Councilman Bishop seconded the motion. Motion carried. Councilman Richardson made a motion that due to the absence of one member of the Common Council, that the Mayor be asked to call a Special Meeting of the Council at his discretion in regard to the vacancy that exsists through the death of Cdr. Hull. Councilman Mirocha seconded the motion. Motion carried. There being no further business, Council adjourned at 8 :05 P.M. ATTEST: APPROVED: CLERK PRESIDENT
